Description (EN): The aim of the project is to increase the administrative capacity of the public sector in the programme area, by promoting the concept of total quality and the implementation of modern common quality management tools (especially of the Common Assessment Framework).

Achievements (EN):

Acc. to final narrative report deliverables of the projects are: - A Training package for Common Assessment Framework (CAF) elaborated; - Common Assessment Framework/CAF implemented in 7 public organisations.About 200 capacity improvementing plans had resulted from this implementation; • 56 individuals locally trained in CAF model content and implementation; • 14 individuals taken part in study visits; • Good practices database developed; • Good practices Guide with 30-50 good practices recorded in a CD form. 8,000 copies copied/diseeminated (500 for each partner) • 8 partners Network created (Memorandum of Understanding and Action Plan); • Brochure in all Partners languages in 3,000 copies created/disseminated to target groups; • Project website created/updated by partners; • 3 project promotion campaigns organized; - 16 press releases, 24 newspapers inserts made; • 8 presentations in local/regional radio and/or tv stations • 2 days International Conference for presentation of the Project results (100 attendants);

Expected Results (EN):

• Creation of a useful tool (training package) to be used for the expansion of the project's results in the future • Creation of a group of 72 experienced individuals that will support the public entities to improve their capacity further to the project period • Improvement of the administrative capacity of 7 public organisations that will act as role models in their regions • Experience exchange within the partnership • 16 experienced experts to support the local public entities to improve their capacity during and after the project period • Useful informative tools for the public organisations in the participating countries (good practices guide) • 8 partners network ensuring the sustainability and the expansion of the project methods and results • Wide dissemination and promotion of the project results. Public entities motivated to start implementing business models and especially the Common Assessment Framework in order to increase their administrative capacity • Appearances in press and media: 220-250 • Participants in events: 100 • Number of visits per month to Action’s website: 300 • Establishment of a common way of thinking and communicating amongst partners. Formulation of the management structures of the project. Establishment of a management procedures system. Raising awareness concerning the partners' rights and obligations and the programme regulations. 1st semester detailed action plan. Various problems solving. Consensus • Day-to-day effective management of the project. Internal communication network within the partnership • Continuous progress control and undertaking of corrective actions when necessary • Transparent financial management according to the programme regulations. Effective reporting. Financial audit. Full conformity with the programme regulations • A well managed Action reaching its objectives, without serious conflict between the partners, without irregularities and with smooth reporting to the programme. • Overall deviation from the time plan within the period of the project implementation (24 months): <5% • Overall internal deviation from the budget (amongst budget lines): <10%
