Description (EN):

The PREpare project aims at reducing the barrier effect of the border for emergency care and crisis preparedness in the EUREGIO. This project shall al-low the implementation and evaluation of concrete pilot actions for reducing legal, organisational, cul-tural, and language barriers for cross-border cooper-ation without having to await long processes of changing the legal framework. Thereby, the EUREGIO is supposed to become one acute care region whose inhabitants get the optimal and fastest emergency care even if this is located in the neighbouring coun-try. The backbone of this cross-border cooperation is a EUREGIOnal steering group consisting of the deci-sion makers in the border regions on one hand. On the other hand, working groups consisting of repre-sentatives of the professional emergency care or-ganisations take care of the implementation of con-crete actions into the daily practice. Two important foci in the project are the knowledge transfer on cross-border cooperation to the staff and the cross-border communication between organisations as well as with patients and the public. Based on an as-sessment of the pilot actions implemented in the project, regional and national authorities can decide after the end of the project if they recommend these actions as “good practices” for implementation in other border regions.

Doel van het PREpare project is het verminderen van de barrièrewerking van de grens voor grensover-schrijdende acute zorgverlening en voorbereidende rampenbestrijding in de EUREGIO. Gedurende het project zal door implementatie en evaluatie van con-crete pilotmaatregelen juridische, organisatorische, culturele en taal belemmeringen weggenomen wor-den, zonder te moeten wachten op langdurige pro-cessen inzake verandering van bovenliggende wette-lijke randvoorwaarden. Daarmee zal de EUREGIO een acute zorg regio worden waar alle inwoners de meest optimale en snelste acute zorg ontvangen, ook indien deze zich in het buurland bevindt. De ruggen-graat van de grensoverschrijdende samenwerking vormt enerzijds de stuurgroep, bestaande uit be-leidsmakers van de grensregio’s. Anderzijds nemen expertgroepen bestaande uit vertegenwoordigers van acute zorg inrichtingen de implementatie van concrete acties in de dagelijkse praktijk over. Twee belangrijke speerpunten in het project zijn de over-dracht van kennis over grensoverschrijdende sa-menwerking aan het personeel en de grensover-schrijdende communicatie tussen inrichtingen, als-ook met patienten en de publiek. Gebaseerd op de evaluatie van de gedurende het project geïmplementeerde acties, beslissen regionale en na-tionale overheden na afloop van het project of de acties als “good practices” voor implementatie in an-dere grensregio’s aanbevolen zullen worden.

Ziel des PREpare Projektes ist der Abbau der Barrierewirkung der Grenze für die Notfallversorgung und Krisenvorbereitung in der EUREGIO. Während des Projektes soll die Umsetzung und Evaluation konkre-ter Pilotmaßnahmen zur Reduzierung von rechtlichen, organisatorischen, kulturellen und sprachli-chen Hürden in der grenzüberschreitenden Zusam-menarbeit ermöglicht werden, ohne langwierige Ver-fahren zur Änderung rechtlicher Rahmenbedingungen abwarten zu müssen. Damit soll die EUREGIO zu einer Notfallversorgungsregion werden, in der die Einwohner die optimalste und schnellste Notfallver-sorgung erhalten, auch wenn diese sich im Nachbar-land befindet. Als Rückgrat der grenzüberschreiten-den Zusammenarbeit wird zum einen eine EURE-GIOnale Lenkungsgruppe bestehend aus den Ent-scheidungsträgern der Grenzregionen gegründet. Zum anderen übernehmen Arbeitsgruppen beste-hend aus Vertretern der Organisationen der Notfall-versorgung die Umsetzung von konkreten Maßnah-men in die tägliche Praxis. Zwei wichtige Schwer-punkte im Projekt bilden die Vermittlung von Wissen zur grenzüberschreitenden Zusammenarbeit an das Personal und die grenzüberschreitende Kommunika-tion zwischen Organisationen sowie mit Patienten und der Öffentlichkeit. Basierend auf einer Bewer-tung der während des Projektes durchgeführten Maßnahmen können die Behörden auf regionaler und nationaler Ebene nach Ablauf des Projektes ent-scheiden, ob sie die Maßnahmen als „Good Practices“ zur Umsetzung in anderen Grenzregionen empfehlen.

Achievements (EN):

Structure of the PREpare project: Within the PREpare project, several “work packages” were set up that deal with various relevant questions. Knowledge transfer to emergency aid specialists is organized in a work package so that they can and may work across borders. Another work package deals with cross-border hazard communication so that in an emergency the communication channels on both sides of the border are clear and can be acted on quickly and in a targeted manner. Constant focus on information and communication: In the meantime, a sustainable cross-border cooperation in the euregional emergency aid has emerged. Preparatory exercises, communication processes and recommendations for cross-border cooperation in the event of a disaster or crisis have contributed to this. Another important focus is the transfer of knowledge about cross-border cooperation to specialists in emergency aid and citizens in the EUREGIO. This also applies to cross-border communication between emergency aid organizations and with patients. To this end, the partners in the euregional rescue chain have set up a twice-yearly platform on the basis of the euregional rescue network. This offers space for new cooperation initiatives and ensures that existing partnerships are maintained. The project partners want to use this "reporting point" to ask citizens (and professionals) to share their experiences with cross-border rescue (both positive and negative experiences) with them. But suggestions for possible cross-border cooperation are still very welcome. The aim is to use these reports to track down possible bottlenecks and, if possible, to find solutions in order to come one step closer to the goal of a euregional supply area in this way.
