This project aims at a sustainable development of rural service enterprises which are based in the programme region. These enterprises form a heterogeneous group of contractors and owners of small forest and land properties, which carry out operations in forestry, landscape and related rural sectors. There is a strong need for the improvement of skills of workers, and for securing the future availability of a competent work force. This is of particular importance because these work areas call for extraordinary attention for occupational safety. The main target group of the project are small rural contracting enterprises. At least 2000 enterprises with a total work force of more than 10.000 working in practical operations are based in the programme area. Further, the project aims at motivating and sensibilising small enterprises, which are supposed to have a rather low affinity to further education, for certifying workers´ skills according to European Standards. This will serve to reduce barriers for cross-border mobility of workers and for cross-border business activities. The project uses in an exemplary way the basic competence needs for rural operations to open the scene for its development activities. The objectives reach far beyond basic skills, since the project will analyse how different qualification standards form barriers for cross border mobility, particularly for machine operators (harvester and forwarder). It will be assessed which task areas will require skills certificates that shall become mutually acknowledged in Germany and Netherlands. The overall objective is to support small enterprises on their way to higher professionalism. To this end qualification measures and certification processes will be implemented which meet the needs of enterprises and markets for services. The project will also provide qualification measures for non-professionals (e.g. private users of fire-wood), who carry out practical work in forestry and landscaping.

Het project is gericht op duurzame ontwikkeling van dienstverleningsbedrijven voor het platteland in het programmagebied. Het gaat hier om een zeer heterogene groep kleine bedrijven, maar ook om kleine particuliere bos- en landeigenaren, die werkzaamheden uitvoeren in het bos en omliggende werkterreinen op het platteland. Hier bestaat een dringende behoefte aan verbetering van de vaardigheden van arbeidskrachten en aan het waarborgen van competente opvolgers, met name vanwege de bijzondere eisen aan de arbeidsveiligheid op werkterreinen op het platteland. De doelgroep, kleine dienstverleningsbedrijven in groene sectoren, omvat in het programmagebied van beide landen ten minste 2.000 bedrijven met minstens 10.000 mensen, die praktisch op de genoemde werkterreinen werken. Bovendien beoogt het project om micro-ondernemingen die zich niet bezighouden met bij- en nascholing, bewust te maken en ze te motiveren om medewerkers volgens Europese normen te laten kwalificeren en certificeren als bewijs van hun beroepsvaardigheden. Zodoende dient het project voor het slechten van barrières voor grensoverschrijdende arbeidsmobiliteit en grensoverschrijdende bedrijfsactiviteiten. Het projectmodel is gebaseerd op vereiste basiskwalificaties voor "groene" beroepen, maar gaat wat betreft de doelstellingen duidelijk verder: de barrière-effecten van verschillende kwalificatienormen, in het bijzonder voor het werken met bosbouwmachines (harvesters en forwarders) worden geanalyseerd en er wordt in kaart gebracht voor welke werkterreinen grensoverschrijdende certificaten vereist zijn. Het doel is om kleine dienstverleningsbedrijven te ondersteunen op weg naar verdere professionalisering. Hiertoe worden vraag- en marktconforme kwalificatiemaatregelen en certificeringen geïmplementeerd. Het project voorziet ook in kwalificatiemogelijkheden voor niet-professionele personen die relevante activiteiten verrichten (bijvoorbeeld particuliere aanbieders van stookhout).

Das Projekt strebt die dauerhafte Entwicklung von ländlichen Dienstleistungsunternehmen im Programmgebiet an. Diese bilden eine sehr heterogene Gruppe von kleinen Unternehmen aber auch von kleinen privaten Wald- und Landbesitzern, die Arbeiten im Wald und angrenzenden ländlichen Tätigkeitsfeldern ausführen. Hier besteht ein dringender Bedarf nach Verbesserung der Fähigkeiten von Arbeitskräften und nach Sicherung von kompetentem Nachwuchs, insbesondere aufgrund der besonderen Anforderungen an die Arbeitssicherheit in ländlichen Tätigkeitsfeldern. Die Zielgruppe, kleine Dienstleistungsunternehmen in grünen Sektoren, umfasst im Programmgebiet beider Länder mindestens 2000 Betriebe mit mindestens 10.000 Personen, die praktisch in den genannten Tätigkeitsfeldern arbeiten. Weiterhin zielt das Projekt darauf, weiterbildungsferne Kleinstunternehmen zu sensibilisieren und zu motivieren, Mitarbeiter nach europäischen Standards zum Nachweis beruflicher Fertigkeiten zu qualifizieren und zertifizieren zu lassen. Damit dient das Projekt dem Abbau von Barrieren für grenzüberschreitende Arbeitsmobilität und grenzübergreifende unternehmerische Aktivitäten. Das Projekt setzt modellhaft an den in grünen Berufen erforderlichen Basis-Qualifikationsbedürfnissen an, geht aber hinsichtlich seiner Ziele deutlich darüber hinaus, indem die Barrierewirkungen von unterschiedlichen Qualifizierungsstandards, insbesondere für das Führen von Forstmaschinen (Harvester und Forwarder) analysiert werden, und herausgearbeitet wird, für welche Tätigkeitsfelder grenzübergreifende Zertifikate erforderlich sein werden. Ziel ist es, kleine Dienstleistungsunternehmer auf dem Weg zur weiteren Professionalisierung zu unterstützen. Hierzu werden bedarfs- und marktgerechte Qualifizierungsmaßnahmen und Zertifizierungen umgesetzt. Das Projekt liefert auch Qualifizierungsmöglichkeiten für nicht-professielle Personen, die entsprechende Tätigkeiten ausüben (z.B. private Brennholzwerber).

Achievements (EN):

The project “Qualification in forest work and landscape management – safe, mobile and sustainable” has made an important contribution to the cross-border harmonisation of training and qualification standards in forestry. By focused exchange of experience and knowledge, the Forestry Education Centre (FBZ) of the Landesbetrieb Wald und Holz NRW and the IPC Groene Ruimte have worked closely together to promote uniform qualification procedures within the framework of the European Chainsaw Certificate (ECC) and to facilitate access to the ECC. Forest service providers, forest- and landowners or training centres from the Euregio Rhein-Waal area were invited to discuss needs for qualification, certificates and their mutual recognition in forestry and landscape management. Barriers to cross-border mobility of service providers and workers were evaluated in several workshops, requirements for certificates in the respective neighbouring country assessed. The increasing demand for skilled workers in the forestry sector in the Euregio and beyond was presented in the context of a potential analysis. Forestry and landscape management are currently facing new challenges. Under conditions of climate change, the environmental services provided by forests are playing an important role. Forest functions as CO2 storage, biodiversity reservoir or health care require new competences. At the same time efficient forest management and wood production are increasingly determined by new technologies (sensor-controlled and automated processes). These diverse challenges result in new demands on the knowledge and competence of employees, and thus on their training and further education. Quality, safety and ergonomics play an important role in the still dangerous forest work of small and medium-sized enterprises. Within the framework of the project, innovative multilingual training programs were developed across borders to facilitate access to the ECC for various target groups. A common online-learning-platform was set up, including the creation of comprehensive content and continuous monitoring and optimisation. The partners attached particular importance to the production of visual media, including VR (Virtual Reality) trainings on the basis of 360° films. Self-tests have proven to be particularly popular with users and present an efficient tool to boost learning performances. Through the project, innovative media are now available which help to sensitize trainees to the dangers of motor-manual felling, thus complementing the traditional face-to-face learning experience. All project activities were regularly exchanged with the European Forestry and Environmental Skills Council (EFESC). Improved access to European qualification standards has a positive effect on the development of businesses on both sides of the border. Boosting competence reduces sick-leave and helps to improve the quality and efficiency of work. The project was financed under the Interreg V A programme by the Province of Gelderland, the Ministry of Economic Affairs and Energy of North Rhine-Westphalia (MWEIMH), the Landesbetrieb Wald und Holz NRW and the IPC Groene Ruimte.
