Entre la Corse et la Sardaigne on n'a pas de connexions permanentes qui permettent de développer des relations économiques, culturelles et de coopération avec continuité et coûts équitables. Le projet-action GEECCTT-Iles relève ce défi du Programme, en se donnant l'objectif d’optimiser et mettre en valeur les relations entre les îles de la zone de coopération, en renforçant le maillon faible du réseau de relations inter-insulaires à travers la création d'un instrument pour la mise en œuvre de connexions inter-insulaires sur la base des exigences des territoires de la Corse et de la Sardaigne, voire Elbe, historiquement liés. GEECTT va développer (à travers l’analyse, la définition et la mise en oeuvre) un GECT - Groupement européen de coopération territoriale, entité juridique créée au sein de l'Union européenne - pour la gestion commune des services transfrontaliers de transport entre les îles. Dans le parcours de création du GECT, seront définies les conditions pour la gestion de liaisons maritimes permanentes transfrontalières entre les îles et les modalités juridiques et administratives pour traiter les implications que cette gestion a pour les Etats membres et la Commission Européenne. GEECCTT va ainsi créer les conditions pour le développement de services innovants durables pour la mobilité transfrontalière inter-îles à travers les nœuds portuaires, facilitant en plus les conditions pour l’intégration avec les systèmes de transport multimodal et améliorer les connexions avec les réseaux RTE-T. Le résultat est la création des conditions pour la mise en place et la gestion conjointe des connexions inter-insulaires entre la Corse et la Sardaigne - connectée au RTE-T - dans l'optique innovante d’une continuité territoriale transfrontalière. Les citoyens, les entreprises - particulièrement les PME, et les communautés des territoires insulaires et de la zone de coopération seront les vrais bénéficiaires de cet anneau de jonction qui complète l'Arc Haut Tyrrhénien.

Tra la Corsica e la Sardegna non ci sono collegamenti marittimi regolari che permettano di sviluppare relazioni economiche, culturali e di cooperazione con continuità e costi equi. Il progetto-azione GEECCTT-îles raccoglie questa sfida del Programma, e si pone l'obiettivo di ottimizzare e mettere a valore le relazioni tra le isole dell'area di cooperazione, rafforzando la maglia debole della rete di relazioni tra le isole attraverso la creazione di uno strumento per la creazione di collegamenti inter-insulari rispondenti alle esigenze dei territori della Corsica e della Sardegna, e anche Elba, storicamente legati. Attraverso le fasi di analisi, definizione e costituzione, GEECCTT crea un GECT - Gruppo Europeo di Cooperazione Territoriale, entità giuridica creata in seno all'UE, per la gestione comune dei servizi transfrontalieri di trasporto tra le isole. Nel percorso di creazione del GECT, saranno definite le condizioni per la gestione dei collegamenti maritimi transfrontalieri regolari tra le isole, e le modalità giuridiche e amministrative per risolvere le implicazioni di questa gestione a livello degli Stati membri e della Commissione europea. GEECCTT creerà così le condizioni per lo sviluppo di servizi innovativi sostenibili per la mobilità transfrontaliera tra le isole attraverso i nodi portuali, facilitando inoltre le condizioni per l'integrazione con il sistema dei trasporti multimodali per migliorare i collegamenti con le reti TEN-T. Il risultato è la creazione delle condizioni per la creazione e la gestione congiunta di collegamenti tra la Corsica e la Sardegna - connessi alle reti TEN-T - nell'ottica innovativa della continuità territoiriale transfrontaliera. A beneficiare del risultato di questo anello di congiunzione che completa l'arco alto tirrenico saranno i cittadini, le imprese - in particolare le PMI - e le comunità dei territori insulari e della zona di cooperazione.

Between Corsica and Sardinia, there are no regular maritime connections that allow to develop economic, cultural and cooperation relations with continuity and fair costs. The GEECCTT-Iles action project takes on this Programme challenge to optimise and enhance relations between the islands of the cooperation area by creating an inter-insular connection tool to meet the needs of Corsica, Sardinia and Elba, all historically linked. Through analysis, definition and constitution, GEECCTT creates an EGTC - European Territorial Cooperation Group, a legal EU entity for the shared management of cross-border transport services between the islands. The creation of the EGTC will define the conditions for the management of regular cross-border maritime links between the islands, as well as the legal and administrative procedures for resolving the implications of this management at the Member State and European Commission level. GEECCTT will thus create the conditions for the development of innovative sustainable services for cross-border mobility between the islands through port nodes, also by facilitating the conditions for integration with the multimodal transport system to improve connections with TEN-T networks. The result is the setting up of conditions to create and manage jointly the relationships between Corsica and Sardinia—linked to the TEN-T systems—with an innovative perspective of cross-border continuity. The general population, businesses (especially SMEs) and the island and cooperation area communities will benefit from the result of this link that completes the upper Tyrrhenian area.
