Project - Underwater monitoring system for the prediction and management of port silting

Description (EN): The shared challenge that unites the ports involved in the project (Piombino, Savona, Tolone) is the possibility of predicting and systematically controlling variations in the bathymetry in their port basins, beginning with understanding the causes for the increase or decrease in the water level. The general objective will therefore be to create a system for the prediction and monitoring of bathymetric variations, called GRAMAS, able to separate the effects related to the Newtonian earth-moon relationship from those related to the raising of the seabed due to an accumulation of sediment. Thanks to sensors and meteorological stations installed in the partner ports, the system will produce systematically updated 3D bathymetric maps and forecast data on Newtonian phenomena able to interfere with the variations in water levels in port basins. Cross-border cooperation will be essential for the experimentation and validation of the GRAMAS monitoring system, which will be trialled in 3 ports with different characteristics in terms of surrounding morphology, currents, shape and orientation of the port basin. The system will therefore be tested in different operating conditions and its maintenance and improvement will be founded on the cooperation of 3 port Authorities that, on the basis of signing a joint action plan, will continue to periodically exchange information on their operation and on the governance actions adopted for silting. The monitoring system with the characteristics described above does not currently exist on the market, therefore the leading proponent will carry out a pre-commercial public procurement, which enable the identification of the most innovative solutions for producing the required system. The three ports will therefore be the testers of a system prototype, produced under reduced costs, which may then be adopted by other ports in the cooperation area.
Description: La sfida comune che accomuna i porti coinvolti nel progetto (Piombino, Savona, Tolone) è la possibilità di prevedere ed esercitare un controllo sistematico delle variazioni della batimetria nei loro bacini portuali, partendo dalla comprensione delle cause dell’innalzamento o abbassamento del livello dell’acqua. L’obiettivo generale sarà quindi creare un sistema di previsione e monitoraggio delle variazioni batimetriche, denominato GRAMAS, capace di scorporare gli effetti legati ai rapporti newtoniani terra-luna da quelli legati all’innalzamento dei fondali per accumulo di sedimenti. Il sistema grazie a sensori e stazioni meteografiche installate nei porti partner produrrà cartografie batimetriche sistematicamente aggiornate su mappe 3D e dati previsionali sui fenomeni newtoniani capaci di interferire sulle variazioni dei franchi d’acqua dei bacini portuali. La cooperazione transfrontaliera sarà fondamentale per la sperimentazione e validazione del sistema di monitoraggio GRAMAS che verrà sperimentato in 3 porti con differenti caratteristiche in termini di morfologia di contorno, correnti, forma e orientamento del bacino portuale. Il sistema verrà quindi testato in condizioni di operatività diverse e il suo mantenimento e miglioramento si fonderà sulla cooperazione di 3 Autorità portuali che sulla base della sottoscrizione di un piano d’azione congiunto continueranno periodicamente a scambiarsi informazioni sul suo funzionamento e sulle azioni di governance dell’insabbiamento adottate. Il sistema di monitoraggio con le caratteristiche sopra descritte non esiste attualmente sul mercato, per cui il capofila realizzerà un appalto pre-commerciale (pre-commercial public procurement), che permetterà di individuare le soluzioni più innovative per la realizzazione del sistema richiesto. I 3 porti saranno quindi gli sperimentatori di un prototipo di sistema, realizzato a costi contenuti, che potrà essere successivamente adottato da altri porti dell’area di cooperazione.
Description: Le défi commun qui réunit les ports impliqués dans le projet ( Piombino Savona Toulon ) est la possibilité de prévoir et exercer un contrôle systématique des variations de bathymétrie dans le bassins portuaires (docks) en partent de la compréhension des causes de la hausse ou la baisse du niveau d’eau. L’objectif général sera donc de créer un système de prévision et monitoring des variations bathymétriques, dénommé GRAMS, capable de détecter (séparer) les effets liés aux interactions de Newton terre-lune et ceux liés à la hausse des fonds due à l’accumulation de sédiments. Le système grâce aux capteurs et stations météo graphique installés dans les ports partenaires produira les cartographies bathymétriques mises à jour systématiquement sur cartes 3D et les données prévisionnelles sur les phénomènes de Newton capables d’interférer sur les variations des niveau d’eau des bassins portuaires. La coopération transfrontalière sera fondamentale pour l’expérimentation et validation du système de monitoring GRAMS qui sera expérimenté dans trois ports avec différentes caractéristiques en ce qui concerne la morphologie du contour ,courants ,forme et orientation des docks. Le système viendra donc testez dans des conditions d’opérations différents et son maintien et amélioration sera fondé sur la coopération de 3 Autorités du port qui sur la base d’un accord sur un plan d’action conjoint continueront périodiquement à échanger des informations sur son fonctionnement et sur les actions de gouvernance de cover-up adoptes. Le système de monitoring avec les caractéristiques décrites ci-dessus n’existe pas actuellement sur le marché donc le chef de file fera un contrat précommercial (pre commercial public procurement) qui permettra d''identifier les solutions plus innovantes pour la réalisation du système requis. Les 3 Ports seront donc les expérimentateurs d’un prototype de système, réalisé à faible coût, qui pourra être par la suite adopté par d’autres ports de la zone de coopératio
