La proposta progettuale è finalizzata a individuare le esigenze, definire le caratteristiche e gli elementi necessari per avviare e portare a regime un sistema di rete transfrontaliero in grado di offrire i servizi necessari all’incubazione di nuove imprese prevalentemente di tipo cooperativo sui territori coinvolti, tra quelli definiti dal Programma IT-FR Marittime in: Corsica, Liguria, dipartimenti Var, Alpes Maritimes, Sardegna e Toscana. Il sistema di rete per l’incubazione transnazionale, sarà caratterizzato dalla creazione di un incubatore di impresa, prevalentemente di tipo “virtuale”, in grado di proporre ed offrire tutte le tipologie di servizi necessari all’avvio di impresa, nelle filiere prioritarie transfrontaliere, negli ambiti e nei dei settori tradizionali connessi, attraverso strumenti omogenei e modalità operative condivise, escludendo la possibilità di mettere a disposizione sedi/strutture fisiche dove le nuove imprese possano andare ad operare. L’incubatore “virtuale”, opererà attraverso l’impiego di una piattaforma informatica che consentirà un costante contatto tra tutti i soggetti aderenti al progetto e tra le rispettive aree territoriali; all’interno della piattaforma troveranno spazio tutti gli strumenti e gli elementi di contenuto di cui si potrà fruire nell’ambito dei processi di incubazione e creazione di nuova impresa. I partner sui diversi territori, struttureranno specifici spazi (nodi di rete) per favorire ed agevolare la fruizione degli strumenti messi a disposizione dal sistema virtuale consentendo, anche, un costante confronto/dialogo diretto con il sistema di rete dell’incubatore virtuale, mettendo quindi a disposizione spazi dedicati alla formazione/informazione delle persone che intendono utilizzarne i servizi per una migliore analisi e valutazione dell’idea imprenditoriale in termini di prospettive ed opportunità e maturare una maggiore consapevolezza nell’avvio di una nuova attività imprenditoriale di tipo cooperativistico.

This project proposes to identify the needs, features and elements necessary to start up and run a cross-border network system offering services for the incubation of new companies. Most of them will be cooperatives in the areas of Corsica, Liguria, Var districts, Maritime Alps, Sardinia and Tuscany defined by the IT-FR Maritime Programme. The transnational incubation network system will feature the creation of a "virtual" business incubator. This device will propose and offer all the types of services needed for starting a business in the priority cross-border chains and traditionally connected areas and sectors. It will employ shared tools and operating methods but will not make available physical locations/facilities where new companies can go to work. The "virtual" incubator will use an IT platform to allow the project participants and their areas to be in constant contact. The platform will include all the incubation tools and contents for the creation of new businesses. The various partners will structure specific network nodes to facilitate the use of the virtual system tools, thus allowing constant comparison/direct dialogue with the virtual incubator network system. In this way, there will be space available for the training/information of people who intend to use the services to better analyse and evaluate their business ideas in terms of prospects and opportunities, and to develop greater awareness on how to start a new cooperative business.

La proposition de projet vise à identifier les besoins, définir les caractéristiques et les éléments nécessaires pour démarrer et conduire un système de réseau transfrontalier afin d’offrir les services nécessaires à l’incubation de nouvelles entreprises à prédominance coopérative dans les territoires concernés, parmi ceux définis par le programme IT-FR Maritime : Corse, Ligurie, départements du Var,des Alpes Maritimes, la Sardaigne et la Toscane. Le système de réseau pour l'incubation transnationale, sera caractérisé par la création d'un incubateur d'entreprise, essentiellement «virtuel», afin de proposer tous les types de services nécessaires pour le démarrage de l'entreprise, dans les filières prioritaires transfrontalières, dans les zones et secteurs traditionnels reliés par des instruments standardisés et des modes de fonctionnement communs, excluant la possibilité de mettre à disposition des structures physiques où les entreprises peuvent travailler. L'incubateur «virtuel», fonctionnera grâce à l'utilisation d'une plate-forme informatique qui permettra un contact constant entre tous les acteurs dans le projet et entre leurs zones territoriales respectives. La plate-forme contiendra tous les outils et éléments de contenu présents dans le cadre des processus d'incubation et de création de nouvelles entreprises. Les partenaires sur les différents territoires, structureront des espaces spécifiques (des nœuds de réseau) pour encourager et faciliter l'utilisation des outils fournis par le système virtuel permettant même, un dialogue constant / direct avec le système de réseau d'incubateur virtuel, mettant ainsi à disposition des espaces dédiés à la formation / information de personnes qui souhaitent utiliser ses services pour une meilleure analyse et évaluation de l'idée d'entreprise en termes de perspectives et d’occasions, et qui souhaitent développer une plus grande prise de conscience dans le démarrage d'une nouvelle activité entrepreneuriale de type coopératif.
