Project - Assisting the adaptation to climate change of urban systems in the cross-border space

Description (EN): The challenges posed by climate change in urban environments are mainly attributable to sudden and intense rainfall, which is increasingly frequent in the cross-border area. Excessive waterproofing of cities actually amplifies the negative impact of this rainfall, contributing to the occurrence of flood disasters. Based on the know-how created by certain projects funded by PO IFM 07-13, ADAPT will provide the cross-border area with a joint plan for the prevention and reduction of risks arising from climate change with reference to urban floods, an effective tool for 1) management and governance, 2) reinforcing the knowledge and skills of institutional players and 3) communication and involvement of civil society. The ADAPT action plan is characterised by the joint and innovative approach of co-creation and experimentation between partners of integrated management and monitoring systems for adapting cities to climate change, contributing directly to achieving the objectives of Europe 2020, COP 1, the CSF 14-20 of the Cohesion Policy and LIFE 14-20, as well as the application of European Union environmental and climatic legislation. Under the coordination and supervision of ANCI Toscana, the partners will undertake local pilot actions useful for improving the resilience of the project territory and the cross-border area, as the urban environments of the cooperation zone will show similar flood disasters in the presence of intense meteorological phenomena. Furthermore, thanks to the joint pathway and the ability to standardise the process and the procedures for implementing the project, the ADAPT action plan and the pilot actions can be used as examples of good practice and guideline documents for all urban environments with climatic profiles, morphological and socio-economic characteristics similar to those of the territorial systems involved in the project.
Description: Le sfide poste dal cambiamento climatico in ambito urbano sono riconducibili in maggior misura alle piogge improvvise e intense, sempre più frequenti nell’area transfrontaliera. L’eccessiva impermeabilizzazione delle città amplifica di fatto gli impatti negativi di tali piogge, contribuendo al verificarsi di catastrofi alluvionali. Sulla base del know-how creato da alcuni progetti finanziati dal PO IFM 07-13, ADAPT doterà l''area transfrontaliera di piano congiunto per la prevenzione e riduzione dei rischi derivanti dai cambiamenti climatici con riferimento alle alluvioni urbane, uno strumento efficace di 1) gestione e governance, 2) rafforzamento di conoscenze e competenze degli attori istituzionali e 3) comunicazione e coinvolgimento della società civile. Il Piano d’azione ADAPT si caratterizza per l’approccio congiunto e innovativo di co-creazione e sperimentazione tra i partner di sistemi integrati di gestione e monitoraggio per l’adattamento delle città al cambiamento climatico, contribuendo direttamente alla realizzazione degli obiettivi di Europa 2020, della COP 21, del QSC 14-20 della Politica di Coesione e di Life 14-20, nonché all''applicazione della legislazione ambientale e climatica dell''Unione Europea. Sotto il coordinamento e la supervisione di ANCI Toscana, i partner realizzeranno azioni pilota locali utili a migliorare la resilienza del territorio di progetto e dell''area transfrontaliera, in quanto gli ambiti urbani dello spazio di cooperazione mostrano criticità alluvionali simili in presenza di fenomeni meteorologici intensi. Inoltre, grazie al percorso congiunto e alla standardizzabilità del processo e delle procedure di attuazione del progetto, il Piano d’azione ADAPT e le azioni pilota potranno essere utilizzati come buone pratiche e documenti d’indirizzo per tutti gli ambiti urbani che presentano profili climatici, caratteristiche morfologiche e socio-economiche simili a quelle dei sistemi territoriali coinvolti nel progetto.
Description: Les défis posées par le changement climatique dans les zones urbaines sont de plus en plus liées à des pluies soudaines et intenses: ces phénomènes sont trés fréquent dans la zone frontalière. L''imperméabilisation excessive des villes augmente les incidences négatives des pluies, contribuant à l''occurrence de inondations catastrophiques. Sur la base des connaissances créés par des projets financés par PO IMF 07-13, ADAPT va doter la zone transfrontalière de un plan d''action conjoint pour la prévention et la réduction des risques posés par le changement climatique en référence aux inondations urbaines, un outil efficace pour 1) la gestion et la gouvernance, 2) le renforcement des connaissances et des compétences des acteurs institutionnels, 3) la communication et participation de la société civile. Le plan d''action ADAPT est caractérisé par l''approche conjointe et novatrice de co-création et expérimentation des systèmes intégrés de gestion et surveillance, contribuant directement à la réalisation des objectifs de Europe 2020, COP 21, QSC 14-20, de la Politique de cohésion et de Life 14-20, à l''application de la législation environnementale et climatique de l''Union Européenne. Grâce à la coordination et la supervision de ANCI Toscana, les partenaires vont réaliser des actions pilotes locales qui pourront améliorer efficacement la résilience des territoires des partenaires et de la zone transfrontalière, car les zones urbaines dans l''espace de coopération montrent des difficultés similaires en présence d''intenses inondations. Grâce au chemin projectuel commun et la standardisabilité du processus et des procédures de réalisation du projet, le plan d''action ADAPT et les actions pilotes pourront être utilisées comme bonnes pratiques et documents d''adresse pour toutes les zones urbaines qui présentent similaires profils climatiques, morphologiques et socio-économique.
