Le projet TRIGEau vise à répondre à la question du risque d'inondation par rapport aux tendances à rendre souterrains les cours d’eau, à la croissance des zones urbaines et des surfaces imperméabilisées avec difficultés de contrôle des eaux superficielles et de réception des débits de ruissellement des masses d'eau, à cause aussi des changements climatiques en cours. Le projet ambitionne de renforcer la résilience des territoires grâce à la promotion de infrastructure verte pour la gestion d’écoulement des eaux superficielles, afin de restaurer le cycle de l'eau, en favorisant l'infiltration et de réduire l'effet des eaux de ruissellement. Le plan d'action implique une analyse intégrée de l'environnement, la création et le transfert de technologie innovante ainsi que de la formation et une forme de concertation multilatérales favorisant la capacité des administrations à innover les plans et programmes existants. Des actions pilotes, Sustainable Urban Drainage Systems (SUDs), deculverting des cours d'eau et Rainwater Harvesting seront misent en œuvre, au bénéfice de la population, du patrimoine artistique et culturel, du paysage et de l'environnement, en termes de réduction du risque hydraulique mais également de réduction des polluants dans les eaux réceptrices (bio filtration), de la consommation d'énergie pour pomper l'eau dans le réseau de drainage et des émissions de gaz à effet de serre. L’amélioration de l'environnement et de l’utilisation des zones pilotes complètent le cadre des effets positifs à moyen terme. L'approche transfrontalière assure également la création d'un modèle de gouvernance adapté aux caractéristiques et aux besoins de la région et donc transférable. Comparer les territoires facilite aussi la résolution des problèmes complexes et soutient la création d'un consensus croissant autour subsistent des pratiques encore peu connues (à cet effet, il est prévu de créer un document stratégique TRIGEau qui résume les stratégies).

Description (EN):

This project deals with the problem of flood risk due to filled-in watercourses and the ever-increasing number of urbanised areas and waterproofed surfaces, with consequent difficulties in regulating the surface water flow and water bodies receiving outflows, aggravated by the ongoing climate change. The project aims to develop land resilience by promoting green infrastructure for the management of wet weather outflows, to restore the water cycle, facilitate infiltration and reduce runoff effects. The action plan includes an integrated analysis, creation and transfer of innovative technology and multi-stakeholder training and consultation activities. The above will improve the administrations' capacity to innovate existing plans (Urban Instruments, Flood Risk Management Plans, the Portofino Park Authority Plan, General Plan and Regional Reclamation Programme). The project will carry out pilot actions such as building sustainable urban drainage systems (SUDS), daylighting watercourses and harvesting rainwater for the benefit of the population, artistic and cultural heritage, landscape and environment. The above will reduce the risk coming from water in addition to the pollutants in the receiving water bodies, the energy for pumping water in the drainage network and greenhouse gas emissions, leading to environmental improvement and better usability of the areas. Moreover, the cross-border approach ensures the creation of a replicable governance model adequate to the characteristics and needs of the area. Exchanging ideas and opinions helps with the resolution of complex issues and the gathering of consensus around practices that are still little known (for this purpose, the plan includes the creation of a policy document to summarise strategies).

Il progetto TRIGEau affronta la problematica del rischio alluvioni dovuto al tombamento dei corsi d’acqua e al sempre maggiore incremento di aree urbanizzate e superfici impermeabilizzate con conseguenti difficoltà di regimazione del deflusso idrico superficiale e di ricezione delle portate di deflusso da parte dei corpi idrici recettori, aggravate dai cambiamenti climatici in atto. Il progetto mira a sviluppare la resilienza dei territori promuovendo infrastrutture verdi per la gestione dei deflussi metereologici, al fine di ristabilire il ciclo dell’acqua favorendo l’infiltrazione e riducendo l’effetto di runoff. Il piano d’azione prevede un’analisi di contesto integrata, la creazione e il trasferimento di tecnologia innovativa nonché attività di formazione e concertazione multistakeholder per migliorare le capacità delle amministrazioni di innovare le programmazioni ed i piani esistenti (Strumenti Urbanistici, Piani di gestione del rischio di alluvioni, Piano dell’Ente Parco Portofino, Piano Generale e Programma Regionale di Bonifica). Saranno realizzate Azioni pilota quali Sustainable Urban Drainage system (SUDs), deculverting dei corsi d’acqua e Rainwater Harvesting a beneficio della popolazione, di beni artistici e culturali, del paesaggio e dell’ambiente, favorendo la riduzione del rischio idraulico ma anche degli inquinanti nei corpi idrici recettori, dell’utilizzo di energia per il pompaggio delle acque nella rete drenante, delle emissioni di gas serra, consentendo un miglioramento ambientale e della fruibilità delle aree. L’approccio transfrontaliero garantisce inoltre la creazione di un modello di governance adeguato alle caratteristiche e alle esigenze dell’area e per questo replicabile. Il confronto tra territori facilita la risoluzione di problematiche complesse e favorisce la nascita di un sempre maggiore consenso intorno a pratiche ancora poco conosciute (a questo fine è prevista la creazione di un documento di policy che ne sintetizza le strategie).

Achievements (FR):

Objectifs généraux du projet T.R.I.G-Eau: Le T.R.I.G-Eau a pour objectif général l'augmentation des capacités de résilience des territoires pour la réduction du risque hydrogéologique. Pour cela, le projet crée un modèle de gouvernance qui intègre l'innovation technologique, les solutions NatureBased et les bonnes pratiques de concertation public-privé dans une perspective de réappropriation et de renaturalisation des espaces. Le projet a réalisé une Analyse intégrée du contexte approfondie qui a permis de clarifier les caractéristiques des réglementations italienne et française concernant la gestion des inondations dans les zones urbaines en raison d'un réseau de drainage insuffisant, d'identifier les principaux acteurs en testant leur niveau de connaissance et d'intérêt par rapport au thème du projet et en identifiant en même temps, grâce à une Activité de recensement et de reconnaissance, quelques bonnes pratiques. Sur la base de l'analyses des parties prenantes, les partenaires ont mis en œuvre un important travail de sensibilisation et d'implication active de la population à travers la réalisation de journées de sensibilisation, de séminaires et de tables de co-projection. Parmi les événements de sensibilisation les plus importants réalisés par le projet figurent l' Autumn School, tenue à Camogli en novembre 2019 et le Séminaire Transfrontalier mis en ligne en juillet 2020. Ils ont également été faits : - une vidéo de sensibilisation réalisée par l'Autorité du parc de Portofino ; - une publication sur certaines bonnes pratiques italiennes et françaises, par EA ECO Enteprises. Deux logiciels de simulation et d'aide à la décision ont été mis en place : - La plate-forme développée par l'Université de Gênes a été structurée comme un outil technique d'aide à la décision visant à promouvoir l'utilisation de systèmes de drainage urbain durable (SUDS) pour la gestion des débits sortants. On obtient ainsi une simulation hydrologique et hydraulique du comportement d'un réseau de drainage dans un environnement urbain. - Le logiciel mis en œuvre par la Scuola Superiore di Sant'Anna di Pisa dans le cadre du projet E2STORMED, (ici les lignes directrices en anglais), mais amélioré et mis en œuvre dans le cadre du projet T.R.I.G-Eau, promeut la durabilité du cycle hydrologique urbain en proposant et en testant des systèmes innovants de gestion des eaux de pluie. Cet outil permet d'évaluer les avantages et les inconvénients de l'utilisation des SUDS, par rapport aux systèmes de drainage classiques. Trois projets pilotes d'infrastructures vertes ont également été réalisés : - Remise à ciel ouvert et requalification de Fosso Segagnana, dans la municipalité de Campo nell'Elba - Régénération urbaine et restauration de la perméabilité des sols dans la municipalité de Solarussa - Restauration et requalification de terrasses abandonnées à San Fruttuoso (Camogli) Ces interventions, bien que diversifiées par le contexte de référence et la solution technique adoptée, ont, dans l'ensemble, démontré la faisabilité et l'efficacité de l'approche adoptée et, en même temps, en enregistrant une série de difficultés de mise en œuvre, ont mis en évidence comment une adoption réussie de ces solutions nécessite une mise à jour des politiques et des systèmes de gouvernance dans le domaine de la gestion des risques hydrauliques dans les zones urbaines. Un Modèle conjoint de Gouvernance transfrontalière résultant de la stratégie testée dans toutes les composantes de mise en œuvre de TRIGEau a été élaboré, pour être transféré aux partenaires et aux bénéficiaires en vue de la prochaine phase d'intégration du modèle dans les plans et la programmation existants des entités. Dans le but de capitaliser sur ce qui a été traité et développé avec le projet dans le cadre des politiques transfrontalières, nationales, régionales et locales, les partenaires du projet ont préparé un document politique (Policy Paper), contenant des recommandations adressées aux décideurs politiques de la zone de coopération, mais aussi plus généralement euro-méditerranéenne, afin de mettre en œuvre un plan d'action transfrontalier pour la gestion des risques hydrogéologiques. Par ailleurs, afin de formaliser l'engagement des parties intéressées et des partenaires à garantir la pérennité du projet et de ses résultats, un protocole d'accord a été signé, dans lequel l'engagement des abonnés a été défini en termes de réplicabilité, de perspective le développement des projets futurs, l'intégration des résultats du projet dans les pratiques internes des parties intéressées et des actions opérationnelles pour la continuité des projets pilotes réalisés. Annexe A - Lettres d'adhésion et signatures du protocole d'accord. Le projet - vu le caractère innovant de son contenu - a également été invité et a participé à de nombreux événements internationaux contribuant à animer le débat sur un sujet complexe et encore peu connu.

Achievements (EN):

General objectives of the T.R.I.G-Water project: The general objective of the T.R.I.G-Water is to increase the resilience capacities of the territories for the reduction of hydrogeological risk. For this, the project creates a governance model that integrates technological innovation, NatureBased solutions and good practices of public-private consultation with a view to reappropriation and renaturalisation of spaces. — The software implemented by the Scuola Superiore di Sant’Anna di Pisa as part of the E2STORMED project, but improved and implemented as part of the T.R.I.G-Water project, promotes the sustainability of the urban hydrological cycle by proposing and testing innovative rainwater management systems. This tool assesses the advantages and disadvantages of using SUDS, compared to conventional drainage systems. Three green infrastructure pilot projects were also carried out: — Open air and requalification of Fosso Segagnana, in the municipality of Campo nell’Elba — Urban regeneration and restoration of soil permeability in the municipality of Solarussa — Restoration and requalification of abandoned terraces in San Fruttuoso (Camogli) These interventions, although diversified by the reference context and the technical solution adopted, have, on the whole, demonstrated the feasibility and effectiveness of the approach taken and, at the same time, by recording a series of implementation challenges, have highlighted how successful adoption of these solutions requires updating policies and governance systems in the field of water risk management in urban areas. A Joint Cross-Border Governance Model resulting from the tested strategy across all TRIGEau implementation components has been developed, to be transferred to partners and beneficiaries for the next phase of integrating the model into existing plans and programming of the entities. In order to capitalise on what has been dealt with and developed with the project within the framework of cross-border, national, regional and local policies, the project partners have prepared a political document (Policy Paper), containing recommendations addressed to policy makers in the area of cooperation, but also more generally Euro-Mediterranean, in order to implement a cross-border action plan for the management of hydrogeological risks. In addition, in order to formalise the commitment of stakeholders and partners to ensure the sustainability of the project and its results, a Memorandum of Understanding was signed, in which the commitment of subscribers was defined in terms of replicability, the perspective of the development of future projects, the integration of project results into the internal practices of interested parties and operational actions for the continuity of the pilot projects carried out. Annex A — Letters of Accession and signatures of the Memorandum of Understanding. The project — given the innovative nature of its content — was also invited and participated in many international events contributing to the debate on a complex and still little known topic.
