Description (EN): The Umbrella Project will enable micro-beneficiaries to have easy and direct access to the micro-projects which, in an innovative way, will contribute to improving the quality of cross-border specialised and vocational education, preventing depopulation of the borderland, and particularly the outflow of young people in working age, by adjusting the vocational education system to the requirements of the cross-border labour market and to the expectations of employers in the support area. The Lead Partner (LP) together with Project Partners (PP) will implement the following activities: – preparing and updating implementation documents for micro-beneficiaries; – calls for micro-projects, their assessment and selection; – organising calls for micro-projects, trainings, assessments as well as concluding agreements on micro-projects with the LP; – ensuring the good implementation of Umbrella Projects, by, among other things, monitoring the UP’s implementation, preparing information on the progress of micro-projects, preparing monitoring visits, submission of partial payment claims, settlement of expenditure incurred in the framework of micro-projects and providing beneficiaries with refunds from the ERDF and state budget; – performing tasks related to communication and promotion of the project – among other things, promoting the UP and its results, implementation of activities as described in the Communication Strategy of the Programme, holding consultations for potential applicants and potential micro-beneficiaries, providing assistance in searching for partners, etc. Preferred will be micro-projects with an explicit cross-border effect and ideally match the objectives of the Programme guarantee the achievement of the result indicator of priority axis 3, i.e.: quality of education services in the whole borderland measured as index of satisfaction of individuals using such services. The achievement of the above-mentioned indicator will also improve the situation of the borderland by enhancing its economic potential and increasing the level of education, and strengthen the sense of belonging to the region.

Partner Wiodący (PW), wspólnie z Partnerami Projektu, realizował będzie następujące działania: -przygotowanie dokumentów wdrożeniowych dla mikrobeneficjentów, -organizacja naborów, oceny i wyboru mikroprojektów – m. in. przeprowadzenie naborów, szkoleń, oceny oraz zawieranie umów z PW mikroprojektów, -zapewnienie prawidłowej realizacji Projektu Parasolowego – m. in. monitorowanie realizacji PP, przygotowywanie informacji nt. stanu realizacji mikroprojektów, przeprowadzanie wizyt monitorujących, przedkładanie częściowych wniosków o płatność, rozliczanie wydatków ponoszonych w ramach mikroprojektów oraz przekazywanie beneficjentom refundacji ze środków EFRR i budżetu państwa, -wykonywanie zadań związanych z informacją i promocją projektu, programu - m. in. promocja PP i jego efektów, realizacja działań opisanych w Strategii komunikacji programu, prowadzenie konsultacji dla potencjalnych wnioskodawców oraz dla potencjalnych mikrobeneficjentów, pomoc w wyszukiwaniu partnerów itp. Preferowanie mikroprojektów posiadających wyraźny efekt transgraniczny oraz idealnie wpisujących się w cele programu gwarantuje osiągnięcie wskaźnika rezultatu osi priorytetowej 3. tj.: Jakość usług z zakresu edukacji na całym pograniczu mierzona jako wskaźnik zadowolenia osób korzystających z takich usług. Osiągnięcie powyższego wskaźnika poprawi także sytuację obszaru pogranicza poprzez wzmocnienie jego potencjału gospodarczego, podniesienie poziomu edukacji oraz wzmocni poczucie przynależności regionalnej.

Vedúci partner (VP) spoločne s Partnerom projektu sa budú podieľať na realizácie nasledujúcich aktivít: - príprava dokumentov k implementácii pre mikroprijímateľov, - organizácia výziev, hodnotenia a výberu mikroprojektov - m. in. realizácia výziev, školení, hodnotenia a uzatváranie zmlúv s VP mikroprojektov, - zabezpečenie riadnej realizácie Strešného Projektu – m. in. monitorovanie realizácie SP, príprava informácií o stave realizácie mikroprojektov, monitorovacie návštevy, podávanie čiastkových žiadostí o úhrady, vyúčtovanie výdavkov vynaložených v rámci mikroprojektov a presunu refundácie prostriedkov z EFRR a štátneho rozpočtu prijímateľom, - plnenie úloh týkajúcich sa informovania a propagácie projektu, programu – m. in. propagácie SP a výstupov, realizácia aktivít v súlade s Komunikačnou stratégiou programu a jeho účinky na vykonávania činností programu komunikačnej stratégie, konzultácie pre potenciálnych žiadateľov a potenciálnych mikroprijímateľov, pomoc pri hľadaní partnerov, atď. Uprednostňovanie mikroprojektov s jasným cezhraničným dopadom,ktoré sa dokonale zhodujú s cieľmi tohto Programu zabezpečí dosiahnutie ukazovateľa výsledkov prioritnej osi 3, tj. Kvalita vzdelávacích služieb v cezhraničnej oblasti meraná na základe miery spokojnosti osôb využívajúcich takéto služby . Dosiahnutie tohto ukazovateľa zlepši situáciu v prihraničnej oblasti cez posilnenie jeho potenciálu, zvýšenie úrovne vzdelania a posilní pocit spolupatričnosti regiónu.

The results of the roof project fit directly into the results of the programme. The microprojects implemented will develop the educational potential of the border area, contribute to the improvement of the quality of education services, thereby increasing the satisfaction of the people who use them. The microprojects implemented under the Umbrella project will contribute, among other things, to: Adapting the VET system to the requirements of the cross-border labour market and employers’ expectations in the field of support, which has a direct impact on the achievement of the result indicator in the programme.

Expected Results (EN): The overall objective of the project is to support cross-border educational measures in support of employment and obtaining new vocational qualifications through the implementation of microprojects in the Polish-Slovak cross-border area.
UP will contribute to the adjustment of the system of vocational education to the needs of the cross-border labour market and expectations of employers from the area of support. Under UP, microprojects will be implemented in order to improve the quality of cross-border specialised and vocational education, enhance cross-border initiatives with regard to exchange of experiences and recognised and effective educational curricula applied by schools and universities, as well as joint cross-border initiatives for students and teachers in specialised and vocational education facilities, such as internships, study visits, language courses or cross-border preparatory vocational course. Implementation of microprojects aimed at achievement of Programme objective will enrich the training and educational offer, in particular at the level of further education, as well as develop the potential for lifelong learning in order to obtain skills and qualifications facilitating finding jobs by cross-border area residents. Integration of educational measures and their adjustment to the labour market will improve the effectiveness of use of human resources in the cross-border area. In addition, it is planned to reinforce joint initiatives aimed at defining the needs in the context of specialised and vocational education. Preference will be given to microprojects including measures supporting social inclusion and social engagement. UP will contribute to the adjustment of the system of vocational education to the requirements of cross-border labour market and expectations of employers from the area of support and promote the cross-border area, thus reducing economic migration of people from the area and developing its economic potential. Moreover, unemployment may decrease if new companies are attracted to the cross-border area by an opportunity to safely invest and use professional and well-educated human resources that would respond to their needs.

Realizowane mikroprojekty w ramach Projektu Parasolowego przyczynią się m. in. do dostosowania systemu edukacji zawodowej do wymogów transgranicznego rynku pracy oraz oczekiwań pracodawców z obszaru wsparcia, co bezpośrednio wpłynie na osiągnięcie wskaźnika rezultatu w programie.

Direct target groups of UP include entities entitled to implement microprojects aimed at developing cross-border education and lifelong learning, i.e.: - local self-government units, their unions and associations, - NGOs, - educational institutions, - vocational education facilities. The list of eligible microbeneficiaries has been provided for in Appendix 1 to the Handbook for Microbeneficiaries. UP will enable the abovementioned target groups to receive financial support for the implementation of microprojects, which would contribute to the solution of common problems in the Polish-Slovak cross-border area with regard to the quality of cross-border specialised and vocational education. UP will have an indirect impact on the residents of the area of support, educational facilities offering vocational education and lifelong learning, as well as their students, employers, and persons at risk of social exclusion.
