Description (EN): The Umbrella Project will allow the micro-beneficiaries an easy and direct access to the implementation of micro-projects which, in an innovative way, will extend the PL-SK cooperation and the development of the Polish-Slovak borderland, contributing to the protection and development of the natural and cultural heritage of the area. The Lead Partner (LP) together with Project Partners (PP) will implement the following activities: – preparing and updating implementation documents for micro-beneficiaries; – calls for micro-projects, their assessment and selection; – organising calls for micro-projects, trainings, assessments as well as concluding agreements on micro-projects with the LP; – ensuring the good implementation of Umbrella Projects, by, among other things, monitoring the UP’s implementation, preparing information on the progress of micro-projects, preparing monitoring visits, submission of partial payment claims, settlement of expenditure incurred in the framework of micro-projects and providing beneficiaries with refunds from the ERDF and state budget; – performing tasks related to communication and promotion of the project – among other things, promoting the UP and its results, implementation of activities as described in the Communication Strategy of the Programme, holding consultations for potential applicants and potential micro-beneficiaries, providing assistance in searching for partners, etc. Preferred will be micro-projects with an explicit cross-border effect and ideally match the objectives of the Programme guarantee the achievement of the result indicator of priority axis 1. The preservation and development of the cultural and natural heritage of the borderland, that is appreciation of the natural and cultural heritage of the borderland by the local population and tourists from outside the area. The achievement of the said indicator will also improve the situation of the borderland by enhancing its potential, developing the natural and cultural heritage as well as increasing the competitiveness of the area.
Read more Description (SK): Strešný projekt umožní mikroprijímateľom ľahší a priamy prístup k realizácii mikroprojektov, ktoré inovatívnym spôsobom prehĺbia spoluprácu a rozvoj poľsko-slovenského pohraničia, prispievajúc k ochrane a rozvoju prírodného a kultúrneho dedičstva tohto územia. Vedúci partner (VP) spolu s partnermi projektu (PP) bude realizovať nasledovné aktivity: - príprava a aktualizácie implementačných dokumentov mikroprojektu, - organizácia náborov, hodnotenie a výber mikroprojektov – o. i. uskutočnenie náborov, školení, hodnotenia a uzatváranie zmlúv s vedúcimi partnermi mikroprojektov, - zabezpečenie správnej realizácie strešného projektu – o. i. monitorovanie realizácie SP, príprava informácií týkajúcich sa stavu realizácie mikroprojektov, uskutočnenie monitorovacích návštev, predkladanie čiastkových žiadosti o platbu, vyúčtovanie výdavkov vynaložených v rámci mikroprojektov a odovzdávanie prijímateľom refundácií z prostriedkov EFRR a zo štátneho rozpočtu, - vykonávanie úloh spojených s informovanosťou a propagáciou projektu, programu - o. i. propagácia SP a jeho výsledkov, realizácia aktivít popísaných v Komunikačnej stratégii programu, organizovanie konzultácií pre potenciálnych žiadateľov a prijímateľov, pomoc pri hľadaní partnerov atď. Preferovanie mikroprojektov majúcich výrazné cezhraničné výsledky a dôrazne sledujúcich ciele programu garantuje dosiahnutie ukazovateľa výsledku prioritnej osi 1. Ochrana a rozvoj prírodného a kultúrneho dedičstva pohraničného územia tzn.: Docenenie prírodného a kultúrneho dedičstva pohraničia zo strany miestneho obyvateľstva. Dosiahnutie vyššie uvedeného ukazovateľa zlepší tiež situáciu pohraničného územia upevnením jeho potenciálu, rozvojom prírodného a kultúrneho dedičstva a zvýšením konkurencieschopnosti územia.

Preferowanie mikroprojektów posiadających wyraźny efekt transgraniczny oraz idealnie wpisujących się w cele programu gwarantują osiągnięcie wskaźnika rezultatu osi priorytetowej 1. Ochrona i rozwój dziedzictwa przyrodniczego i kulturowego obszaru pogranicza tj.: Docenienie dziedzictwa przyrodniczego i kulturowego pogranicza przez lokalną ludność oraz turystów spoza obszaru. Osiągnięcie powyższego wskaźnika poprawi także sytuację obszaru pogranicza poprzez wzmocnienie jego potencjału, rozwój dziedzictwa przyrodniczego i kulturowego oraz podniesienie konkurencyjności obszaru.

Expected Results (EN): The overall objective of the project is to improve the attractiveness of the Polish-Slovak cross-border area through measures aimed at ensuring common conservation, enhancement and development of the natural and cultural heritage (tangible and intangible), as well as effective and sustainable use of such heritage by the residents and visitors, through the implementation of microprojects.
The Umbrella Project is in line with the overall objective of the Programme, i.e. conservation and development of natural and cultural heritage of the cross-border area through intensified cooperation between Poland and Slovakia based on cross-border partnership through the implementation of microprojects. The microprojects will lead to a more effective use of natural resources and to the development and promotion of the common culture typical for the cross-border area. Project implementation will lead to the development of new forms of promotion of both the natural environment and the cultural heritage while ensuring sustainable and effective manner of their use, in particular in the services sector. Moreover, UP will activate the entities and locations with yet unmanaged or insufficiently managed potential. This result can be achieved through supporting microprojects relating e.g. joint promotion of the heritage, cooperation between institutions in charge of conservation and development of heritage, also with the use of modern ICT. Modernised infrastructure, as well as better access to information about the heritage of the cross-border area, will permit for a broader use of the potential of the area for local communities and tourists. Local communities surrounding project locations will be able to create their own cultural offer based on regional resources. Thus, they would reinforce their own cultural and social identity and improve the conditions and the quality of their lives. For tourists, the natural and cultural features of the region will become a motivation for traveling there to learn the area’s history, regional traditions and customs, to observe the lifestyle of local communities and to pursue active leisure in harmony with nature.

Direct target groups of the Project include entities entitled to implement microprojects, i.e. - local self-government units, their unions and associations, - administration units established by the state or by the self-government in order to provide public services, - NGOs, - EGTCs. The list of eligible microbeneficiaries has been provided for in Appendix 1 to the Handbook for Microbeneficiaries. UP will enable the abovementioned entities to receive financial support for the implementation of microprojects, which would contribute to the solution of common problems in the Polish-Slovak cross-border area with regard to improving the attractiveness of the area through measures aimed at conservation and development of natural and cultural heritage. UP will have an indirect impact on local communities on the Polish-Slovak cross-border area and on the tourists visiting those areas and other persons using its cultural and recreational offer.
