The Umbrella Project implemented in partnership by the “Tatry” Euroregion, WJT (Higher Territorial Unit) Prešov and WJT Žilina is aimed at implementing micro-projects in the framework of the FM Programme in the area covering the following administrative districts (powiat) on the Polish side: Nowy Targ, Gorlice, Limanowa, Nowy Sącz, Chrzanów, Olkusz, Myślenice, excluding the municipality of Pcim, the city of Nowy Sącz with administrative district rights, and on the Slovak side the following administrative districts (okres): Stará Ľubovňa, Bardejov, Kežmarok, Levoča, Poprad, Spišská Nová Ves, Dolný Kubín, Tvrdošín, Ružomberok, Liptovský Mikuláš. Funds will be allocated to perform cross-border activities in the UP support area – micro-projects performed outside the area of the UP are admissible. The key challenge, affecting areas beyond one country's borders, which consists in increasing the level of sustainable use of cultural and natural heritage resources by tourists and local population of the above UP area, may be effectively tackled only thanks to synergy gained by channelling support towards a specific thematic area, key target areas and specific target groups within the UP. All the micro-projects will contribute to the realisation of the Programme and the UP objectives, as well as to the realisation of activities and attainment of indicators. Substantive, organisational and financial support for the implementation of micro-projects in the designated area of support will be provided in the framework of the UP. As a result of the activities undertaken by Umbrella Project Partners (UPP), entities entitled to submit applications will have an easy and direct access to the programme. Indirectly, the UP will affect local communities of the Polish-Slovak borderland area and tourists visiting the area. As a result, common, multifaceted activities undertaken by micro beneficiaries in order to ensure common protection and use of the natural and cultural heritage in the framework of the UP substantive task will make it possible to render the borderland more attractive and competitive with respect to cultural and natural heritage and to create durable, cross-border products based on this heritage and contributing to its protection, promotion and development.

SP realizovaný v partnerstve Euroregiónu "Tatry“, VÚC Prešov a VÚC Žilina slúži na implementáciu mikroprojektov v rámci FM Programu na území zahŕňajúcom na poľskej strane okresy: Nowy Targ, Tatry, Gorlice, Limanowa, Nowy Sącz, Chrzanów, Olkusz, Myślenice okrem obce Pcim, Mestský okres Nowy Sącz a na slovenskej strane okresy: Stará Ľubovňa, Bardejov, Kežmarok, Levoča, Poprad, Spišská Nová Ves, Dolný Kubín, Tvrdošín, Ružomberok, Liptovský Mikuláš. Prostriedky budú určené na realizáciu cezhraničných aktivít na oprávnenom území SP- pripúšťa sa realizácia mikrop. mimo územia SP. Kľúčová výzva prekračujúca hranice jedného štátu, čiže zvýšenie miery udržateľného využitia zdrojov kultúrneho a prírodného dedičstva obyvateľmi a návštevníkmi na hore uvedenom území sa môže efektívne riešiť len vďaka efektu synergie, ktorý prináša zameranie podpory na konkrétnu tematickú oblasť, kľúčové cieľové oblasti a konkrétne cieľové skupiny v rámci SP. Všetky mikroprojekty budú prispievať k realizácii cieľov Programu a SP a realizovať aktivity a ukazovatele. V rámci SP bude zabezpečená vecná, organizačná a finančná podpora realizácie mikroprojektov na určenom oprávnenom území. Výsledkom aktivít prijatých PSP bude, že subjekty oprávnené podávať žiadosti získajú jednoduchý a priamy prístup k programu. Nepriamo bude SP ovplyvňovať skupiny miestnych obyvateľov poľsko-slovenského pohraničia a turistov navštevujúcich tieto oblasti. Spoločné, viacrozmerné aktivity prijímané mikroprijímateľmi v prospech zabezpečenia spoločnej ochrany a využitia zdrojov prírodného a kultúrneho dedičstva v rámci vecnej úlohy SP umožnia následne zvýšiť atraktivitu a konkurencieschopnosť pohraničia v oblasti kultúrneho a prírodného dedičstva a vytvoriť udržateľné, cezhraničné produkty založené na tomto dedičstve a prispievajúce k jeho ochrane, podpore a rozvoju.

Projekt Parasolowy realizowany w partnerstwie Euroregionu "Tatry”, WJT Preszów i WJT Żylina służy wdrażaniu mikroprojektów w ramach FM Programu na obszarze obejmującym po stronie polskiej powiaty: nowotarski, tatrzański, gorlicki, limanowski, nowosądecki, chrzanowski, olkuski, myślenicki z wyłączeniem gminy Pcim, miasto na prawach powiatu Nowy Sącz oraz po stronie słowackiej okresy: Stará Ľubovňa, Bardejov, Kežmarok, Levoča, Poprad, Spišská Nová Ves, Dolný Kubín, Tvrdošín, Ružomberok, Liptovský Mikuláš. Środki przeznaczone będą na realizację transgranicznych działań na obszarze wsparcia PP-dopuszcza się realizację mikroprojektów poza obszarem PP. Kluczowe wyzwanie wykraczające poza granicę jednego kraju, jakim jest zwiększenie poziomu zrównoważonego wykorzystania zasobów dziedzictwa kulturowego i przyrodniczego przez mieszkańców i turystów na ww. obszarze PP może być skutecznie podjęte tylko dzięki efektowi synergii, jaki daje ukierunkowanie wsparcia na konkretny obszar tematyczny, kluczowe obszary docelowe i konkretne grupy docelowe w ramach PP. Wszystkie mikroprojekty będą przyczyniać się do realizacji celów Programu i PP oraz realizować działania i wskaźniki. W ramach PP zapewnione zostanie merytoryczne, organizacyjne, finansowe wsparcie realizacji mikroprojektów na wydzielonym obszarze wsparcia. W wyniku podjętych przez PPP działań, podmioty uprawnione do składania wniosków otrzymają łatwy i bezpośredni dostęp do programu. Pośrednio PP będzie oddziaływał na społeczności lokalne pogranicza polsko-słowackiego i odwiedzających te tereny turystów. W rezultacie wspólne, wielopłaszczyznowe działania podejmowane przez mikrobeneficjentów na rzecz zapewnienia wspólnej ochrony i wykorzystania zasobów dziedzictwa przyrodniczego i kulturowego w ramach zadania merytorycznego PP pozwolą na podniesienie atrakcyjności i konkurencyjności pogranicza w zakresie dziedzictwa kulturowego i naturalnego oraz stworzenie trwałych, transgranicznych produktów opartych o to dziedzictwo i przyczyniających się do jego ochrony, promocji i rozwoju.

Achievements (EN):

The content tasks carried out in the framework of the framework project ensured the achievement of the adopted objectives. The attractiveness of the cultural and natural heritage of the border area has increased, both in terms of improving its quality and increasing the tourist value of the area. In addition, the activities carried out have strengthened the impact of preserving unique cultural values and will enable us to take advantage of the multicultural character of the border area in the future. The project had a positive impact on the protection of various natural resources. The implementation of the project strengthened Polish-Slovak cooperation. The projects implemented contributed to the achievement of the result indicators – appreciation of the natural and cultural heritage of the border area by the local population and appreciation of the natural and cultural heritage of the border area by tourists from outside the area.

Expected Results (EN):

Improvement of sustainable use of cultural and natural heritage by residents and tourists on the area of the Umbrella Project through the implementation of microprojects. Under the 2014-2020 Perspective, the thematic scope of microprojects is strictly oriented towards the implementation of key strategic matters defined in the SWOT analysis of the Programme. Each microproject implemented under UP will contribute to the achievement of the objectives and results of the Programme. Consequently, under the substantive task of the UP, microbeneficiaries will implement the measures attributed to Priority Axis I in the Programme, thus contributing to the achievement of the specific objective of that Axis. Those measures will improve the attractiveness of cultural and natural heritage of the cross-border area both in terms of its quality and, indirectly, in terms of its value for tourism (development of tourist infrastructure under microprojects with elements of investment). In addition, the measures will reinforce and sustain the cultural assets generated by the communities residing in the Polish-Slovak cross-border area. Those measures will allow for creating new activities in locations with yet unmanaged or insufficiently managed potential. They will also contribute to the protection of biodiversity and natural environment in the region. The outputs of the Umbrella Project forming a tangible effect of those measures will lead to the achievement of the results described above. Large number of small projects dispersed in the area of support, implemented under the Umbrella Project, will be visible for local communities and it will noticeably improve the initial situation identified in the Social and economic analysis of the area of support under the Operational Programme – Cross-Border Cooperation Republic of Poland – Slovak Republic.

Expected Results (SK):

Výsledok Programu, k realizácii ktorého prispieva projekt: Úroveň povedomia miestneho obyvateľstva o prírodnom a kultúrnom dedičstve; Úroveň povedomia návštevníkov o prírodnom a kultúrnom dedičstve cezhraničného územia. Výsledky SP, ktoré vzniknú v dôsledku realizácie vecnej úlohy SP vyplývajú z prijatých cieľov a výstupov, totožných s tými, ktoré sú určené v Programe. Aktivity mikroprijímateľov v rámci vecnej úlohy SP zvýšia atraktivitu kultúrneho a prírodného dedičstva pohraničia z hľadiska jeho skvalitnenia a prispejú k zvýšeniu jeho turistickej hodnoty (o. i. vďaka realizácii mikroprojektov s investičnými prvkami). Dodatočne budú tieto úlohy viesť k zachovaniu unikátnych kultúrnych hodnôt vytvorených v priebehu stáročí vďaka vplyvu rôznych kultúr a k využitiu multikultúrnosti pohraničia. Prispejú k ochrane rôznorodých prírodných zdrojov. Výsledkom realizovaného SP bude aj posilnenie doterajšej poľsko-slovenskej spolupráce. Horeuvedené výsledky budú dosiahnuté vďaka mikroprojektom týkajúcim sa o. i. ochrany a propagácie objektov dedičstva, spolupráce inštitúcií, vrátane IKT. Kvalitnejšia infraštruktúra a lepší prístup k informáciám o tomto dedičstve umožní širšie využitie jeho potenciálu cieľovými skupinami. Miestne obyvateľstvo bude okolo miest realizácie mikroprojektov vytvárať kultúrnu ponuku využívajúcu regionálne zdroje. Pre návštevníkov budú hodnoty územia SP motiváciou pre cestovanie s cieľom spoznávania jeho dejín, zvykov, aktívneho oddychu v súlade s prírodou. Vďaka intenzite aktivít mikroprijímateľov realizovaných v menšom meradle, ktoré budú propagovať a chrániť hodnoty pohraničia, bude vplyv SP v tejto oblasti značne väčší ako v prípade jednotlivých iniciatív. Priemernému obyvateľovi a turistovi bude ľahšie postrehnúť výsledky SP ako štandardného projektu a v dôsledku toho pozitívne vyhodnotiť zmeny, ktoré nastali na pohraničí. Bude to mať dopad na dosiahnutie ukazovateľov výstupu Programu týkajúcich sa oceňovania nespochybniteľných prírodných a kultúrnych hodnôt pohraničia miestnym obyvateľstvom a návštevníkmi z iných oblastí (každý mikroprojekt musí realizovať ukazovateľ Programu) v rámci vecnej úlohy SP.

Expected Results (PL):

Rezultatu Programu, do którego przyczynia się realizacja projektu to: Docenienie dziedzictwa przyrodniczego i kulturowego pogranicza przez lokalną ludność; Docenienie dziedzictwa przyrodniczego i kulturowego pogranicza przez turystów spoza obszaru. Rezultaty projektu będące efektem realizacji zadania meryt.PP wynikają z założonych celów i produktów, które są tożsame z określonymi w Programie. Działania mikrobeneficjentów w ramach zadania meryt.PP zwiększą atrakcyjność dziedzictwa kulturowo-przyrodniczego pogranicza zarówno pod względem poprawy jego jakości, jak i przyczyniając się do wzrostu jego wartości turystycznej (m.in.dzięki realizacji mikroprojektow z elementami inwestycyjnymi). Dodatkowo działania te będą prowadziły do zachowania unikatowych wartości kulturowych ukształtowanych w ciągu wieków przez wpływy różnych kultur oraz wykorzystania wielokulturowości pogranicza. Pozytywnie wpłyną na ochronę różnorodnych zasobów przyrodniczych. Efektem realizowanego PP będzie też wzmocnienie dotychczasowej współpracy polsko-słowackiej. Ww. rezultaty zostaną osiągnięte dzięki mikroprojektom dotyczącym m.in.ochrony i promocji obiektów dziedzictwa, współpracy instytucji, w tym z wykorzystaniem TIK. Ulepszona infrastruktura i lepszy dostęp do informacji o tym dziedzictwie umożliwi szersze wykorzystywanie jego potencjału przez grupy docelowe. Społeczności lokalne wokół miejsc realizacji mikroprojektów będą tworzyć ofertę kulturową opartą na regionalnych zasobach. Dla przyjezdnych walory obszaru PP staną się motywacją do podróży w celu poznawania jego historii, zwyczajów, uprawiania aktywnego wypoczynku w harmonii z naturą. Natężenie działań mikrobeneficjentów o niewielkiej skali promujących i chroniących walory pogranicza sprawi, że oddziaływanie PP w tym zakresie będzie znacznie większe niż w przypadku pojedynczych inicjatyw. Przeciętnemu mieszkańcowi i turyście łatwiej będzie zobaczyć rezultaty PP niż standardowego projektu i w konsekwencji pozytywnie ocenić zmiany, jakie zaszły na pograniczu.Będzie to rzutować na osiągnięcie w ramach zadania meryt.PP wskaźników rezultatu Programu dotyczących docenienia niepodważalnych walorów przyrodniczo-kulturowych pogranicza przez lokalną ludność i turystów spoza obszaru (każdy mikroprojekt musi realizować wskaźnik rezultatu Programu).

Direct beneficiaries of UP will be entities eligible for support from MF on the area of support where UP is implemented and, in substantiated cases, beyond that area. Detailed list of applicants has been provided for in the Handbook for Beneficiaries. UP will enable the abovementioned target groups to receive financial support for the implementation of microprojects, which would contribute to the solution of common problems in the Polish-Slovak cross-border area and to the development of cross-border cooperation. Due to the thematic scope of UP, its indirect impact will cover residents of the cross-border area and visitors on that area (tourists, Internet users and other persons using the cultural and recreational offer of the cross-border area). They will be the target group of measures financed under the microprojects.
