Description (DE): Das Ziel des Projektes ist, die Landesstraße Nr. 353 auf dem Abschnitt Strzelno - Pieńsk und die Zufahrtsstraße zur polnisch - deutschen Grenze Rothenburger Strasse in Krauschwitz zu modernisieren. Die gemeinsame Umsetzung der Aufgaben wird zur Verbesserung des technischen Zustands der Zufahrtsstraßen zu bestehenden Grenzübergängen führen und damit die Geschwindigkeit der Überquerung der Reisenden erhöhen. Straßenverkehrssicherheit wird für alle Verkehrsteilnehmer (Fußgänger-und Fahrzeugverkehr) erhöht. Die modernisierten Straßen werden als Teil einer straßennetzwerkverbindung des Straßennetzes TEN-V verwendet. Auf der polnischen Seite, über die Landesstraße Nr. 94 an die A-4, und dann auf der deutschen Seite zum Autobahn A 4. Darüber hinaus mit Hilfe der Verbindung der Landesstraße Nr. 94 zu A 18 – auf der polnischen Seite und letztlich auf die A-15 auf der deutschen Seite. Gleichzeitig erleichtert der modernisierte Weg in
Krauschwitz den Zugang zum Grenzübergang Leknica / Bad Muskau und in der Zukunft wird eine Alternative für den neu geplante Grenzübergang Pieńsk - Deschka sein.
Die Durchführung dieser Änderungen bringt die folgenden Vorteile für das Grenzgebiet:
- Verbesserung der Sicherheit im Straßenverkehr
- Bau einer günstigen Zufahrt für die Menschen im Grenzgürtel zum Dorf Pieńsk und Zgorzelec
- Verkürzung der Fahrzeit vom äußersten Rand der Region Niederschlesien zum Transportnetzwerk (Straßenverkehr und Schienenverkehr) bequem für die Planung einer Reise durch die Umgebung von Niederschlesien,
- Erleichterung der Logistik der Verkehrsplanung für Unternehmer, Geschäfte zu machen.
- Steigerung der Mobilität der Beschäftigten, Arbeitslosen und Arbeitssuchenden aus dem Bereich des Grenzgürtels,
- Bereitstellung von besseren Bedingungen für diejenigen, die öffentliche Verkehrsmittel benutzen.
- Erhöhung der Möglichkeiten, neue wirtschaftliche Initiativen zu absorbieren.
Read more Description (PL): Celem projektu jest modernizacja drogi wojewódzkiej nr 353 na odcinku Strzelno - Pieńsk oraz drogi dojazdowej do granicy polsko - niemieckiej ul. Rothenburger Strasse w Krauschwitz. Wspólna realizacja zadania doprowadzi do poprawy stanu technicznego dróg dojazdowych do istniejących przejść granicznych, a w konsekwencji zwiększenia prędkości przejazdowej podróżnych. Zostaną poprawione warunki bezpieczeństwa ruchu drogowego wszystkich uczestników ruchu drogowego (pieszego i kołowego). Zmodernizowane drogi zostaną wykorzystane jako jeden z elementów połączenia sieci drogowej niższego rzędu z siecią dróg TEN-t. Po stronie polskiej, za pośrednictwem drogi krajowej nr 94 do autostrady A-4, a następnie po stronie niemieckiej do autostrady nr 4. Ponadto, przy pomocy łącznika drogi krajowej nr 94 do A 18 – po stronie polskiej i docelowo do A-15 po stronie niemieckiej. Równocześnie zmodernizowana droga w Krauschwitz ułatwi dostęp do przejścia granicznego Łęknica/Bad Muskau, a w przyszłości będzie alternatywą dla nowo projektowanego przejścia granicznego Pieńsk - Deschka. Osiągnięcie zamierzonych zmian spowoduje, że odniesione zostaną korzyści dla obszaru pogranicza polegające na: - poprawie warunków bezpieczeństwa ruchu drogowego, - zwiększenie mobilności transgranicznej w obszarze wsparcia, - stworzeniu dogodnego dojazdu dla osób zamieszkujących pas przygraniczny do miejscowości Pieńsk i Zgorzelec, - skrócenie czasu dojazdu z najdalej wysuniętego regionu województwa dolnośląskiego do sieci transportowej (drogowej i kolejowej) umożliwiającej swobodne planowanie podróży po województwie dolnośląskim, - ułatwieniu logistycznego planowania transportu dla przedsiębiorców prowadzących działalność gospodarczą. - zwiększeniu mobilności osób zatrudnionych, bezrobotnych i poszukujących pracy z terenu pasa przygranicznego, - zapewnieniu lepszych warunków podróżnych korzystających z komunikacji zbiorowej, - zwiększeniu szans na inkubowanie nowych inicjatyw gospodarczych.
Read more Description (EN): The project is aimed at modernizing a voivodeship road no. 353, section between Strzelno and Pieńsk, and an access road to the Polish and German border, Rothenburger Street in Krauschwitz. The common performance of the task will lead to the improved technical condition of access roads to the existing border crossings, and in consequence to the increased transfer speed of travellers. Traffic safety conditions will be enhanced for all participants in the road traffic (both passenger and vehicle). The modernized roads will be used as one element to connect the lower-rank road network with the TEN-T road network. In Poland, the national road no. 94 will be connected with the A-4 motorway and the motorway no. 4 in Germany. Furthermore, by means of the connection of the national road no. 94 with A-18 in Poland, and ultimately A-15 in Germany. At the same time, the modernized road in Krauschwitz will facilitate the access to the border crossing Łęknica/Bad Muskau, and will be an alternative to the designed border crossing Pieńsk-Deschka in future.
The implementation of the planned changes will bring benefits for the borderland, including:
- enhanced road safety conditions,
- the enhanced cross-border mobility in the support area,
- the creation of a convenient road access for residents of the borderland up to the cities of Pieńsk and Zgorzelec,
- the reduced travel time from the most distant region of the Voivodeship of Lower Silesia to the transport (road and railway) network which enables to plan travels across the Voivodeship of Lower Silesia at one’s discretion,
- the facilitated logistic transport planning for sole traders,
- the enhanced mobility of workers, unemployed persons and job-seekers within the borderland,
- better conditions for passengers using public transport,
- better opportunities to incubate new economic initiatives.
Read more Achievements (DE): Gegenstand des Projekts war die Modernisierung der Landesstraße Nr. 353 im Abschnitt Strzelno – Pieńsk sowie der zur deutsch-polnischen Grenze führenden Rothenburger Straße in Krauschwitz. Infolgedessen wurde der Zustand der zu den Grenzübergängen führenden Straßen verbessert, was einen positiven Einfluss auf die gesellschaftliche Mobilität und die Wirtschaftsaktivität der Einwohner des Grenzraums hat. Die Einwohner des Landkreises Zgorzelec bekamen eine bessere Verkehrsanbindung an andere Städte in der Woiwodschaft Niederschlesien. Die Verbesserung der Straßen in dieser Region ist auch im Hinblick auf die Nähe vieler auf dem Gebiet des UNESCO-Geoparks Muskauer Faltenbogen liegenden Touristenattraktionen von Bedeutung.
Maßnahmen:
Auf polnischer Seite konnte der Umbau von rund 11 km Landesstraße Nr. 353, u. a. durch Verstärkung der Fahrbahnkonstruktion, Verlegung eines neuen Belags, Umbau von ca. 4 km Gehwegen, Anbringung von horizontalen Markierungen und vertikalen Schildern sowie Aufstellung von Schutzplanken, realisiert werden. Auf deutscher Seite wurde eine zum Grenzübergang Bad Muskau/Łęknica führende Straße in Krauschwitz modernisiert.

Read more Achievements (EN): The aim of the project was to modernise the road no. 353 in the section Strzelno — Pieńsk and the Rothenburg road leading to the German-Polish border in Krauschwitz. As a result, the state of roads leading to border crossings has been improved, which has a positive impact on the social mobility and economic activity of the inhabitants of the border area. The inhabitants of the Zgorzelec district were given better transport links to other cities in the Lower Silesian Voivodeship. The improvement of the roads in this region is also important in terms of the proximity of many tourist attractions located in the area of the UNESCO Geopark Muskauer Faltenbogen.
Measures:
On the Polish side, the reconstruction of around 11 km of national road No. 353, among other things by reinforcing the roadway construction, laying a new surface, conversion of about 4 km of pavements, installation of horizontal markings and vertical signs and installation of protective planks, could be realised. On the German side, a road leading to the border crossing Bad Muskau/Łęknica was modernised in Krauschwitz.
