Description (DE): Die Problematik der polnisch-sächsischen Grenzregion im Bereich der Kriminalität hat das Hauptziel des Projektes identifiziert - Erhöhung der Intensivität der Zusammenarbeit der PL und der SN Polizei im Bereich der Vorbeugung und Bekämpfung der Kriminalität im Zusammenhang mit Drogen, sowie Verbesserung der Kenntnis der Bevölkerung über Drogen/ Aufputschmittel im PL–SN Grenzgebiet. Dieses Ziel wird durch die Realisierung der Aufgaben erreicht:
- Durchführung von Schulungen, deren Ergebnis die Verbesserung der beruflichen Kompetenzen der Personen sein wird, welche verantwortlich sowohl für die Vorbeugung, als auch Bekämpfung der Drogenkriminalität sind,
- Durchführung der umfangreich ausgerichteten, öffentlichen Kampagne mit Beteiligung verschiedener Organisationen, deren Aufgaben das Thema der Drogen und der Aufputschmittel beinhalten. Die Kampagne wird das Niveau der Kenntnis und des Bewusstseins der Bevölkerung der PL - SN Region zum Thema der Probleme im Zusammenhang mit dem Betäubungsmittelmissbrauch heben, das Wachstumstempo der Nachfrage nach Drogen verlangsamen, sowie die Nichtakzeptanz des ungesetzlichen Verhaltens bei der Bevölkerung fördern. Das Ergebnis der Kampagne wird nicht nur währen des Projektes spürbar sein, sondern auch nach Beendigung seiner Realisierung.
- Wissens- und Erfahrungsaustausch im Rahmen von Treffen, Hospitationen, Seminaren, sowie die Beschaffung kompatibler Technik, das Ergebnis der Aufgabe wird das Kennlernen der Problemspezifik im Grenzgebiet sein, Stärkung und Ausbau der Zusammenarbeit von Polizeidienststellen im Bereich der Prävention und der Strafverfolgung, durch die Beschaffung kompatibler Technik - bessere Koordinierung polnischer und deutscher Polizeidienststellen bei gemeinsamen Maßnahmen dank einer schnellen und aktuellen Erkennung neuer Drogen.
Die Aufgaben umfassen komplexartig die Problematik im Zusammenhang mit Drogen und werden zum Erfüllen gesetzten Einzelziele, Projektprodukte und vorgegebener Ergebnisse beitragen
Read more Description (PL): Problemy pogranicza polsko-saksońskiego w zakresie szeroko rozumianej przestępczości zidentyfikowały główny cel projektu-Zwiększenie intensywności współpracy Policji polskiej i saksońskiej w zakresie zapobiegania i zwalczania przestępstw związanych z narkotykami i dopalaczami oraz podniesienie poziomu świadomości społecznej na temat dopalaczy i narkotyków na terenie pogranicza polsko-saksońskiego. Co dalej…“ z udziałem różnych podmiotów zajmujących się tematyką narkotyków i dopalaczy; rezultatem kampanii będzie podniesienie poziomu wiedzy i świadomości społecznej mieszkańców pogranicza polsko- saksońskiego na temat problemów związanych z zażywaniem substancji odurzających, zahamowanie tempa wzrostu popytu na narkotyki oraz promowanie społecznej negacji zachowań niezgodnych z prawem; skutki kampanii będą odczuwalne nie tylko w trakcie trwania projektu, ale i także po zakończeniu jego realizacji, - wymianę wiedzy i doświadczeń w trakcie spotkań, hospitacji, organizację seminariów nt. stanu prawnego i procedur policyjnych oraz zakup kompatybilnego sprzętu, rezultatem zadania będzie poznanie specyfiki problemu na pograniczu, wzmocnienie i rozbudowa współpracy jednostek policji w zakresie prewencji i karania, a poprzez zakup kompatybilnego sprzętu-lepszej koordynacji polskich i niemieckich jednostek policji przy podejmowaniu wspólnych działań dzięki sprawnemu i bieżącemu wykrywaniu nowych narkotyków i dopalaczy. Przedstawione zadania kompleksowo obejmują problematykę związaną z narkotykami i dopalaczami i przyczyniają się do osiągnięcia założonych w projekcie celów szczegółowych, produktów projektu oraz założonych rezultatów.
Read more Description (EN): Problems existing within the Polish and Saxon borderland in terms of the widely understood crimes determined the main objective of the project: Enhancing the intensity of the cooperation between the Polish and Saxon Police in the combating and prevention of crimes related to drugs and legal highs, and enhancing the social awareness of legal highs and drugs within the Polish and Saxon borderland.
The objective will be implemented by performing the following tasks:
- organizing trainings in ITCCCL and preventive trainings which will contribute to improving professional qualifications of persons dealing with the prevention and combating of drug-related crimes,
- carrying out a far-reaching social campaign titled “Drugs?! “What next...” with the participation of various entities dealing with drugs and legal highs; the campaign is to enhance the knowledge and social awareness of residents of the Polish and Saxon borderland of problems related to consuming narcotic drugs, to hinder the increasing demand for drugs and to promote the social negation of unlawful acts; it will be possible to notice results of the campaign not only during the performance of the project, but also upon its completion, to exchange knowledge and experiences during meetings, school inspections, to organize seminars concerning the legal status and the Police procedures, and to purchase compatible equipment. The tasks will facilitate to learn the specifics of the problem within the borderland, to strengthen and extend the cooperation of Police units in the prevention and punishing, while the purchase of compatible equipment will facilitate the coordination of Polish and German Police units under common activities thanks to detecting new drugs and legal highs in an efficient and timely way. The above mentioned tasks cover topics related to drugs and legal highs in a thorough way and contribute to implementing specific objectives of the project, its products and the assumed results.
Read more Achievements (DE): Mit der Unterstützung des von der Europäischen Union ins Leben gerufenen Förderprogramms Interreg Polska-Sachsen 2014-2020 waren Polizisten beiderseits der Neiße zwei Jahre lang im Projekt „Nein zu Drogen! - Erhöhung der Effizienz der Polizei im Bereich der Prävention von Drogenkriminalität im deutsch-polnischen Grenzraum!“ eng miteinander verbunden. Der Handel und der Konsum weicher und harter Drogen sowie die damit einhergehenden Kriminalitätserscheinungen beschäftigen die Polizeien beiderseits der sächsisch-polnischen Grenze seit vielen Jahren. Die Polizeidirektion Görlitz sowie die Woiwodschaftskommandanturen der polnischen Polizei in Wrocław und Gorzów Wielkopolski wollten ihre Zusammenarbeit weiter ausbauen. Die drei Polizeibehörden haben ein gemeinsames Projekt aud den Weg gebracht um der Drogenkriminalität beiderseits der Neiße besser vorbeugen und in der Strafverfolgung effektiver entgegetreten zu können.
Ende September 2016 wurde der Vertag zur Finanzierung des bis Winter 2018 laufenden Projektes im Rahmen des INTERREG-Programmes Polen - Sachsen unterzeichnet. Da an dem Projekt drei Partner mitarbeiteten, handelte es sich um ein sogenanntes "Leuchtturm-Projekt". Das Projektgebiet umfasste in der Republik Polen die Woiwodschaft Niederschlesien mit Landkreisen Bunzlau, Lubin, Neustadt bei Pinne, Zgorzelec und Goldberg, die Woiwodschaft Lebus mit dem Landkreis Żarski sowie im Freistaat Sachsen die Landkreise Bautzen ung Görlitz.
Das auf eine Laufzeit von zwei Jahren angelegte Projekt begann im Oktober 2016 und endete im Dezember
2018. Die während des Projektzeitraums begonnenen gemeinsamen Maßnahmen werden allerdings teilweise noch bis 2023 weiterlaufen und ihre angestrebte Wirkung entfalten.
Der Projektgedanke basierte auf drei Säulen, die die Projektinhalte bestimmten:
- Koordienierung der polizeilichen Drogenprävention auf beiden Seiten der Grenze,
- Verbesserung der Zusammenarbeit bei der Bearbeitung von Drogendelikten,
- Öffentlichkitsarbeit.
Durch ein gemeinsam entwickeltes Präventionskonzept und eine zielgerichtete Öffentlichkeitsarbeit zum Thema Drogen und Legal Highs wurde die Bevölkerung sensibilisiert. Polizeibeamte auf beiden seiten der Grenze wurden damit Schüller, deren Eltern und auch Lehrer angesprochen. Der Wissensstand und das Bewusstsein in der Öffentlichkeit (insbesondere der Bewohner im Grenzgebiet) bis zu Problemen, die durch den Konsum von Betäubungsmittel entstehen, sollten mithilfe des Projekts gesteigert werden.
Grenzüberschreitende Hospitationen und Erfahrungsaustausche der Drogenmittler und Kriminaltechniker waren ein wichtiger Teil des Projekts.
Die Projektpartner beschafften zudem auch spezielle Drogenanalysegeräte. Mit den EU-Fördermitteln wurden beispielsweise durch die polnischen Projektpartner 3D-Scanner angeschafft, um Tatorte auf digitalem Weg beweissicher vermessen zu können. Zur Dokumentation von Vernehmungen oder Durchsuchungen werden nun verstärkt Videokameras eingesetzt. Die Beschaffung von Spektrometern zur schnellen Untersuchung von Substanzen auf verbotene Inhaltsstoffe und eines Spezialfahrzeuges mit integrierten Drogenanalysegeräten rundeten das Projekt ab.

Read more Achievements (EN): With the support of the Interreg Polska-Sachsen 2014-2020 programme launched by the European Union, police officers on both sides of the Neiße were closely linked for two years in the project “No to drugs! — increasing the effectiveness of the police in the field of drug crime prevention in the German-Polish border area!”. The trade and consumption of soft and hard drugs as well as the associated crime symptoms have been occupied by the police on both sides of the Saxon-Polish border for many years. The Görlitz Police Department and the Voivodeship Commands of the Polish Police in Wrocław and Gorzów Wielkopolski wanted to further expand their cooperation. The three police authorities have launched a joint project to better prevent drug crime on both sides of the Neiße and to be more effective in law enforcement.
At the end of September 2016, the contract was signed to finance the project running until winter 2018 as part of the INTERREG programme Poland — Saxony. Since three partners were involved in the project, it was a so-called “lighthouse project”. The project area in the Republic of Poland included the Lower Silesia Voivodeship with districts of Bunzlau, Lubin, Neustadt near Pinne, Zgorzelec and Goldberg, the Lebus Voivodeship with the district of Żarski and in the Free State of Saxony the districts of Bautzen ung Görlitz.
The two-year project started in October 2016 and ended in December
2018. However, the joint actions started during the project period will sometimes continue until 2023 and will have their intended effect.
The project idea was based on three pillars that defined the project’s content:
— Coordination of police drug prevention on both sides of the border;
— Improving cooperation in the handling of drug offences;
— Public kit work.
Through a jointly developed prevention concept and targeted public relations on drugs and legal highs, the population was sensitised. Police officers on both sides of the border were contacted by Schüller, their parents and teachers. The project should increase the level of knowledge and awareness among the public (especially residents in the border area) to problems caused by the use of narcotics.
Cross-border hospitations and exchanges of experience between drug intermediaries and criminal technicians were an important part of the project.
The project partners also launched special drug analysis devices. With the EU funding, for example, 3D scanners were acquired by the Polish project partners in order to be able to measure crime scenes reliably by digital means. Video cameras are now increasingly being used to document interrogations or searches. The procurement of spectrometers for the rapid investigation of substances for prohibited ingredients and a special vehicle with integrated drug analysers rounded off the project.
