Description (DE): Projekt besteht aus 3 Teilen: Umsetzung eines jeden soll zur Erreichung des Grobziels und der spezifischen Ziele führen, und wird v. a. zur Erreichung der Programmziele beitragen.
Arbeitspaket 1 – formelle und fachliche Projektvorbereitung und des KPF als Instrument zur Förderung grenzübergreifender Zusammenarbeit. Dazu zählt Festlegung des Konzeption, des Ziels und des Mehrwerts des Projekts, der Aufgabenverteilung zwischen LP u. PP1. Gemeinsame Erarbeitung der Unterlagen für KPF, u. a. Schirmprojektantrag und Umsetzungsprozeduren von Kleinprojekten, Festlegung der Projektausgabenverteilung.
Arbeitspaket 2 – mit 4 Aktivitäten zur Erreichung spezifischer Projektziele:
Aktivität 1 – Administration Projektes u.a. Verwaltungs- und Bürotätigkeit zur ordnungsgemäße Projektumsetzung.
Aktivität 2 - Durchführung kontinuierlicher Annahme von KP mit Inhalten entsprechend lokalen, regionalen und euroregionalen Strategien. Schlusstage gemäß Zeitplan der LaK-Sitzungen. Maßnahme dient den PP zum Monitoring der Indikatoren.
Aktivität 3 - Monitoring von Umsetzung der Kleinprojekte und Evaluierung der Umsetzung des Schirmprojektes in Form laufender Prüfungen von Umsetzungsstand und -qualität der beantragten Kleinprojekte.
Aktivität 4 – Öffentlichkeits- und Beratungsmaßnahmen für Antragsteller und Begünstigte des KPF. U. a. Besprechungen und Beratungen, Schulungen zur Antragsvorbereitung u. Abrechnung, Publikation zum Resümieren des KPF, Inhalte auf Internetseite u.ä.
Obige Maßnahmen dienen zur Generierung der people-to-people-Kleinprojektanträge, die die polnisch-sächsische Zusammenarbeit in allen Bereichen des öffentlichen Lebens umsetzen.
Arbeitspaket 3 – Umsetzung von Vorhaben (mindestens 233) mit den Inhalten, die der lokalen, regionalen und euroregionalen Strategien entsprechen, z. B. Verkehr, Wirtschaft, Umwelt- u. Klimaschutz, Energie, Risikomanagement, Kultur, Bildung und Wissen, Unterstützung grenzübergreifender Zusammenarbeit.

Realizacja każdego z nich prowadzi do osiągnięcia celu ogólnego projektu oraz jego celów szczegółowych, a przez to przyczyni się do osiągnięcia celów Programu. PW i PP1 zakładają w 2019 aktualizację strategii ERN w celu zweryfikowania założonych wskaźników. Działanie 4 – przedsięwzięcia inform., promoc. i doradcze dla wnioskodawców FMP i mikrobeneficjentów. M.in.: konsultacje i doradztwo, szkolenia dot. przygotow. wniosku i rozliczenia, konferencje, wydawnictwo podsumow. FMP, informacje na www itp. Ww. działania służą wygenerowaniu wniosków na mikroprojekty o charakterze people-to-people realizujące pol.-saks. współpracę we wszystkich obszarach życia społecznego. Read more Description (EN): The project comprises 3 tasks. The performance of each of them will lead to implementing the general objective of the project and its specific objectives, while contributing to implementing the objectives of the Programme.
Task 1 - preparing the project in a formal and substantive way and preparing the SPF as an instrument to support the cross-border cooperation, including the elaboration of a concept, objective, added value of the project, and a split of tasks between the Cooperation Programme and the Partnership Programme 1. Task 2 - actions to implement specific objectives of the projects: Action 1 - project administration, including administrative and clerical works to enable the correct performance of the project; Action 2 - carrying out calls for micro-projects corresponding to local, regional and Euroregional strategies on an ongoing basis. Deadlines are determined by the schedule of meetings of the Steering Committee of the SMF. The activity is to monitor the implementation status of the indexes. Action 3 - monitoring the performance of micro-projects and evaluating the performance of the umbrella projects, ongoing actions to verify the status and quality of the performance of the approved micro-projects. The Cooperation Programme and the Partnership Programme assume that the ERN strategy will be actualised in 2019 in order to verify the assumed indexes. Action 4 - information, promotional and advisory activities for applicants under the SPF and micro-beneficiaries, inter alia consultations and advisory, trainings in the preparation of applications and the settlement, conference, a summary publication of the SPF, information for the Internet website, etc. The above mentioned activities are to generate applications for micro-projects “People-to-People” to conduct the cooperation between Poland and Saxony in all areas of the social life.
Task 3 - performing projects (a minimum of 233) which are embedded in the local, regional and Euroregional strategies in such areas as communication, economy, environmental and climate protection, energy, risk management, culture, education and knowledge, supporting the cross-border cooperation.
Read more Achievements (DE): Kleinprojektefonds Polen-Sachsen 2014-2022 ist ein einzigartiges und das größte Projekt in unserem Programm. Kein Wunder - es „umfasst unter seinem Schirm“ noch viele andere Projekte - so genannte Kleinprojekte. Dies ist der Grund, warum es in vielen Interreg-Programmen als Schirmprojekt bezeichnet wird.
Dies sind die Partner dieses Projekts: Euroregion Nysa mit Sitz in Jelenia Góra (Lead Partner) und Euroregion Neisse e.V. (mit Sitz in Zittau), die Projektanträge entgegennehmen und Förderverträge für Projekte im Wert von 3.000 bis 30.000 Euro unterzeichnen. Bis August 2020 wurden 336 Kleinprojekte mit einem Gesamtbetrag von 4.995.309,75 EUR genehmigt.
Dabei handelt es sich im Prinzip um sogenannte People-to-People-Projekte, deren übergreifendes Ziel und Ergebnis darin besteht, die Zusammenarbeit zu unterstützen und Bewohner und Institutionen sowie verschiedene Organisationen von beiden Seiten der polnisch-sächsischen Grenze zusammenzubringen.
Es gibt viele Themen, die Menschen gemeinsam haben, viele Dinge, die man besser gemeinsam aufgreift, wenn man so unweit voneinander lebt und arbeitet. Die Thematik der Kleinprojekte ist daher sehr reichhaltig und vielfältig: von Weihnachtstraditionen über Fahrradrallyes, Tanzworkshops, gemeinsames Musizieren, Literaturfestivals, Bildungsveranstaltungen, Förderung gesunder Ernährung, gemeinsame Naturpflege und Naturerziehung, Sportwettbewerbe, Begegnungen von Jugendlichen, Senioren, Feuerwehrleuten, Staatsanwälten bis hin zum Kennenlernen der gemeinsamen Geschichte und Kultur und vieles mehr. Im Mittelpunkt all dieser Aktivitäten steht der Mensch - ein Grenzbewohner, ein Nachbar, ein Partner in einer Schwesterinstitution.
Kleinprojekte sind zwar klein, aber wichtig. Ihre Rolle für die Grenzregion ist weitaus größer als "klein". Davon zeugen die zahlreichen Erfahrungen der Teilnehmer der Veranstaltungen, die im Rahmen dieser Projekte durchgeführt wurden, aber auch bedeutende Auszeichnungen.
In dem feierlichen Jubiläumsjahr haben wir unter den Kleinprojekten einen besonderen Presiträger: das Projekt des Sorbischen Museums in Bautzen und der Grundschule „Tęcza“ in Zgorzelec "Begegnung mit sorbischer Kultur in der Euroregion Neiße für Kinder". Im Rahmen des Projekts wurde ein Videoguide für Kinder „Hier gibt´s was auf die Ohren!“ geschafft, der mit fünf Sagenfiguren spannend und humorvoll durch das Museum führt. Kurze Animationen in sorbischer, deutscher, englischer und polnischer Sprache erklären die Geschichte, das Brauchtum und das Alltagsleben der Sorben. Das Projekt wurde in einem Wettbewerb der EU-Kommission zu "30 projects for 30 years of Interreg" gewählt und in einer Ausstellung europaweit präsentiert.
Read more Achievements (EN): Small Project Fund Poland-Saxony 2014-2022 is a unique and the largest project in our program. No wonder — it includes many other projects under his umbrella — so-called small projects. This is the reason why it is referred to as an umbrella project in many Interreg programs.
These are the partners of this project: Euroregion Nysa, based in Jelenia Góra (Lead Partner) and Euroregion Neisse e.V. (based in Zittau), accept project applications and sign funding contracts for projects worth between EUR 3,000 and EUR 30.000. By August 2020, 336 small projects with a total amount of EUR 4 995 309.75 were approved.
In principle, these are so-called people-to-people projects whose overarching goal and result is to support cooperation and bring together residents and institutions as well as various organisations from both sides of the Polish-Saxon border.
There are many issues that people have in common, many things that are better taken up together if you live and work so far from each other. The topic of small projects is therefore very rich and diverse: from Christmas traditions to cycling rallys, dance workshops, music together, literature festivals, educational events, promotion of healthy nutrition, common natural care and nature education, sports competitions, meetings of young people, senior citizens, firefighters, prosecutors, to getting to know the common history and culture and much more. The focus of all these activities is man — a border resident, a neighbor, a partner in a sister institution.
Small projects are small, but important. Their role for the border region is far greater than “small”. This is evidenced by the numerous experiences of the participants in the events held in the context of these projects, but also important awards.
In the festive anniversary year, we have a special presiding bearer among the small projects: the project of the Sorbian Museum in Bautzen and the elementary school “Tęcza” in Zgorzelec “Encounter with Sorbian Culture in the Euroregion Neiße for Children”. As part of the project, a video guide for children “Here’s there’s something on the ears!”, which leads excitingly and humorously through the museum with five figures of legend. Short animations in Sorbian, German, English and Polish explain the history, customs and everyday life of the Sorbs. The project was selected as “30 projects for 30 years of Interreg” in a competition of the European Commission and presented in an exhibition Europe-wide.

Expected Results (DE): In Folge der Umsetzung des KPF-Schirmprojektes werden Anträge auf Kleinprojekte generiert, die mit den Prioritätsbereichen der Euroregion Neisse einhergehen und u.a. in lokalen, regionalen und euroregionalen Strategien bestimmt sind. Kleinprojekte werden im Rahmen des Kooperationsprogramms Interreg Polen – Sachsen 2014-2022 Maßnahmen zur Unterstützung der grenzübergreifenden Kooperation ergänzen. KPF wird grenzübergreifende people-to-people-Vorhaben unterstützen. Ausgegangen wird von der Umsetzung von mindestens 233 Kleinprojekten in allen Bereichen des öffentlichen Lebens, u. a.: Verkehr, Wirtschaft, Umwelt- und Klimaschutz, Energie, Risikomanagement, Kultur, Bildung und Wissen, Unterstützung der grenzübergreifenden Zusammenarbeit. Die im Rahmen von Kleinprojekten ergriffenen Maßnahmen werden direkt zur Umsetzung der spezifischen Ziele des KPF-Schirmprojektes und im Endeffekt zur Erreichung seines allgemeinen Ziels beitragen.
