Description (EN):

The cross-border area is facing with many common challenges and our project will be solving the challenge of improving co-operation between institutions to enable better addressing labour market challenges in terms of better coordination between the supply of occupations and demand in the labour market. The specific objective of the project is to contribute to diminish of human resources imbalances and to the improvement of staff needs in cross-border area, by increasing the mutual cooperation between the educational institutions in the cross-border area. On both sides of the border, we have a different situation regarding the awareness of the need to solve human resources imbalances. We have different approaches of regulating this issue–in Hungary they are solving these issues systematically on legal basis, on Slovenian side individual institutions in the region are trying to mitigate the issue. The fact that both countries are regarding these issues on two different levels, all the conditions are made for the transfer of cross-border experiences and knowledge. With project we want to influence on local stakeholders and authorities who can contribute to solve this issue. On other hand, we want to increase the ability of cross-border cooperation and learning of professional staff at educational institutions. There are planned activities for active participation of the stakeholders: exchange of experiences, good practices, conferences and round tables, that will set up good foundations for cross-border dialogue and added value to solve common challenges. The specific aims of the cross-border program defines the area to become an attractive for living, working, investments, entrepreneurship through a better exploitation of the existing natural and cultural values in tourism. Project contributes to better regulation of staff needs in regions and thereby to increase opportunities for investments, which are conditions for new jobs, living and working in common region.

Description (HU):

A határon átnyúló térség sok közös kihívással szembesül. Projektünk az intézményi együttműködés határon átnyúló kihívására kíván megoldást nyújtani. Az említett együttműködés segíti a munkaerőpiaci kihívások jobb kezelését, a szakmák munkaerőpiaci keresletének és kínálatának jobb összehangolását. A projekt átfogó célja hozzájárulni a határtérség munkaerőpiaci aránytalanságainak csökkentéséhez és munkaerőigényeinek jobb kielégítéséhez a térség oktatási intézményei közötti együttműködések növelése által. Az egyes régiók hozzáállása eltér a munkaerőpiaci aránytalanságok megoldására vonatkozóan, így a problémához is különféle módon közelítenek: Magyarországon rendszerszinten kezelik, amihez a törvényi alapok is adottak, míg a szlovén oldalon az egyes régióbeli intézmények a probléma enyhítésére törekszenek és kísérletet tesznek a megoldására. Azáltal, hogy a két ország eltérő szinten áll a probléma megoldását illetően, adott minden feltétel a tudás és a tapasztalatok határon történő átadásához. A projekttel hatni kívánunk a helyi releváns szereplőkre és hatóságokra, amelyek hozzájárulhatnak a probléma megoldásához, másrészt pedig növelni szeretnénk az oktatási intézmények szakmai alkalmazottainak készségét a határon átnyúló együttműködésekben való részvételre. Az érdekelt felek aktív együttműködését feltételező tevékenységeket terveztünk: tapasztalatcserék, jó gyakorlatok megtekintése, szakmai konferenciák és kerekasztalok; mindezek jó alapot teremtenek a határon átnyúló párbeszédhez és hozzáadott értéket a közös kihívások megoldásához. A program átfogó célja, hogy a régió olyan területté váljon, amely vonzó élethelyet, munkahelyet, befektetési lehetőséget biztosít. A projekt hozzájárul a határ menti régióban a munkaerőigények jobb összehangolásához, ezzel is növelve a beruházási lehetőségeket, amelyek elősegítik új munkahelyek létrehozását a közös régióban a jobb élet és munkakörülmények megteremtése érdekében.

Description (SL):

Čezmejno območje se sooča s številnimi skupnimi izzivi in naš projekt bo reševal čezmejni izziv izboljšanja sodelovanja med ustanovami, ki bo omogočilo boljšo obravnavo izzivov na trgu dela v smislu boljšega usklajevanja med ponudbo poklicev in povpraševanja na trgu dela. Splošni cilj projekta je prispevati k zmanjšanju kadrovskega nesorazmerja in k večji zadostitvi kadrovskih potreb na čezmejnem območju s povečanjem medsebojnega sodelovanja izobraževalnih ustanov na čezmejnem območju. Na obeh straneh meje imamo različno situacijo glede zavedanja o potrebah razreševanja kadrovskih nesorazmerij. Tako imamo tudi različne pristope pri urejanju te problematike - na madžarski rešujejo to problematiko sistematično z zakonskimi podlagami, na slovenski strani pa se posamezne institucije v regijah trudimo, da bi oblažili to problematiko. Zaradi dejstva, da sta obe državi glede reševanja te problematike na dveh različnih stopnjah, so vzpostavljeni vsi pogoji za prenos čezmejnih izkušenj in znanja. S projektom želimo vplivati na relevantne deležnike in organe na lokalnem nivoju, ki lahko doprinesejo k reševanju težave, na drugi strani pa želimo povečati sposobnost čezmejnega sodelovanja in učenja strokovnega kadra na izobraževalnih ustanovah. Predvidene so aktivnosti za aktivno sodelovanje deležnikov: izmenjave izkušenj, ogledi dobrih praks, strokovne konference in okrogle mize, ki bodo vzpostavile dobre temelje za čezmejni dialog in dodano vrednost k reševanju skupnih izzivov. Splošni cilj programa pravi, da naj območje postane privlačno območje za življenje, delo, naložbe, za podjetništvo z boljšim izkoriščanjem obstoječih naravnih in kulturnih vrednot v turizmu. Projekt prispeva boljši uravnavi kadrovskih potreb v čezmejni regiji in s tem k povečanju možnosti za investicije, ki so pogoj za nastanek novih delovnih mest, za življenje in delo v skupni regiji.

Expected Results (HU): Intézményi együttműködések szintje a programtérségben

Expected Results (SL): Raven čezmejnega sodelovanja na ravni institucionalnega sodelovanja v programskem območju

Expected Outputs (HU):

A projekt meghatározó eredménye/outputja, hogy a partnerek és a résztvevő szervezetek összehangolt együttműködése révén helyi és határon átnyúló szinten hozzájárul a munkaerőpiaci egyensúlytalanság enyhítéséhez, azaz a térség munkaerőigényeinek jobb kiegyenlítéséhez. A tervezett tevékenységek közvetlen hatással vannak a program eredményindikátorára. A munkaerőpiaci egyensúlytalanság csökkentésével javulnak a fiatalok régióban maradásának feltételei, hiszen megfelelő kompetenciákat szereznek az elhelyezkedéshez. A munkaerőpiaci kereslet és kínálat közötti egyensúly megteremtésével hozzájárulunk a helyi gazdaság fejlődéséhez, aminek köszönhetően egyben az is várható, hogy a nő a térség vonzereje az itteni letelepedés/itthonmaradás, munkavállalás, beruházások és vállalkozásfejlesztés szempontjából is. A meghatározó eredményeket a végrehajtott tevékenységek számával, illetve a projekt fő céljának végrehajtásába bevont szervezetek számával mérjük. A projekt tevékenységek megvalósításánál legalább 201 intézményt, szervezetet fogunk elérni.

Expected Outputs (SL):

Ključni rezultat projekta je, da s skupnim in usklajenim delovanjem partnerjev in sodelujočih organizacij na lokalni in čezmejni ravni pozitivno vplivamo na zmanjšanje kadrovskega nesorazmerja in k večji kadrovski zadostitvi potreb območja. Načrtovane aktivnosti imajo neposreden vpliv na kazalnik rezultata programa. Z zmanjševanjem kadrovskega nesorazmerja se vzpostavijo pogoji, da bodo mladi ostajali v regiji, saj bodo imeli ustrezne kompetence za pridobitev zaposlitve. S kadrovskim ravnovesjem med ponudbo in povpraševanjem bomo pripomogli k razvoju domačega gospodarstva, in na podlagi dviga gospodarske rasti je posledično pričakovati, da bo območje postalo privlačno za življenje, delo, naložbe in razvoj podjetništva. Ključni rezultati bodo merjeni s številom izvedenih aktivnosti oz. številom sodelujočih organizacij, ki prispevajo k doseganju glavnega rezultata projekta. Tekom izvedbe projektnih aktivnosti, bomo dosegli najmanj 201 ustanov oz. organizacij.
