In the last few decades, broad support for problems such as unemployment, poverty, care, homelessness, physical and mental illness, disability, educational problems, addiction, violence, debts, running away, and many more, has been established in both countries. However, government budgets are no longer able to continue to increase expenditure. New demands can only be satisfied if resources are released to other areas. Regio Help is an initiative by the Voitsberg and Murska Sobota regions. They want to demonstrate that, given the complexity of the systems, efficient control of resources is best done at regional level. Experience shows that those seeking help visit up to 10 organisations before they find the right body. For the first time, Regio Help will establish a self-learning regional knowledge management system, created by Graz Technical University, for those seeking help. Those concerned can make use of this offer at face-to-face information centres, at all regional authorities, by telephone or via the Internet. The shared technical base also allows them to seek special offers in the neighbouring country. In addition, a platform will be established for all organisations in order to coordinate demand with the planned offers. The University of Maribor is supporting this new regional health and social management in optimising processes and is evaluating the effects of this against the relevance of the activities, as well as the costs of the system. The welfare department of the state of Styria and the Centre for Social Work of the Slovenian Ministry of Social Affairs are very interested in this new approach and are also expecting that there will be significant additional use through the broadly defined bilateral knowledge transfer. Both countries have developed many new solutions, which can also be very useful for a neighbouring country with the same or similar problems.

In den letzten Jahrzehnten konnte in beiden Ländern ein breites Unterstützungsangebot für Probleme wie Arbeitslosigkeit, Armut, Pflege, Obdachlosigkeit, körperliche und psychische Krankheit, Behinderung, Erziehungsschwierigkeiten, Sucht, Gewalt, Schulden, Flucht u.v.m. aufgebaut werden. Die öffentlichen Haushalte sind aber nicht mehr in der Lage, die Ausgaben weiter zu erhöhen. Neue Anforderungen sind nur erfüllbar, wenn Ressourcen an anderer Stelle freigespielt werden. Regio Help ist eine Initiative der Regionen Voitsberg und Murska Sobota. Sie möchten demonstrieren, dass eine effiziente Ressourcensteuerung angesichts der Komplexität des Systems am ehesten auf regionaler Ebene möglich ist. Die Erfahrung zeigt, dass Hilfesuchende bis zu 10 Einrichtungen aufsuchen, bis sie die richtige Stelle finden. Regio Help wird erstmals ein selbstlernendes regionales Wissensmanagementsystem der TU Graz für die Suche nach Hilfe einsetzen. Betroffene Personen können dieses Angebot bei einer persönlichen Informationsstelle, bei allen regionalen Behörden, über Telefon oder über Internet in Anspruch nehmen. Die gemeinsame technische Basis ermöglicht es, auch im Nachbarland nach speziellen Angeboten zu suchen. Ergänzend wird eine Plattform aller Einrichtungen aufgebaut, um den nachgefragten Bedarf mit geplanten Anboten abzustimmen. Die UNI Maribor unterstützt dieses neue regionale Gesundheits- und Sozialmanagement bei der Optimierung der Prozesse und evaluiert die Auswirkungen auf die Treffgenauigkeit der Leistungen und die Kosten des Systems. Die Sozialabteilung des Landes Steiermark und das Zentrum für Soziale Arbeit des Sozialministeriums von Slowenien haben großes Interesse an diesem neuen Ansatz und erwarten sich auch einen erheblichen Zusatznutzen durch den breit angelegten bilateralen Wissenstransfer. Beide Länder haben viele neue Lösungen entwickelt, die auch für das Nachbarland mit gleichen oder ähnlichen Problemen von großem Nutzen sein können.

V zadnjih desetletjih smo v obeh državah za različne problemske situacije kot so brezposelnost, revščina, dolgotrajna oskrba, brezdomstvo, bolezni telesa in duha, invalidnost, težave pri vzgoji, odvisnosti, nasilje, dolgovi in mnoge druge, v katerih se znajdejo ljudje, razvili podporne storitve . Vseh teh storitev pa zaradi demografskih sprememb in nihanj v gospodarskih gibanjih na dolgi rok nismo več sposobni financirati iz proračuna, nove potrebe pa lahko zadovoljimo le, če na drugi strani opustimo financiranje obstoječih. Regio Help je pobuda regij Voitsberg in Pomurja, s katero želimo pokazati, da je učinkovitejše upravljanje z viri (finančnimi, človeškimi, infrastrukturo) možno in smiselno že na ravni regije ali upravne enote. Izkušnje kažejo, da se ljudje v stiski obračajo na napačne institucijej (tudi do 10 institucij!), preden najdejo pravo za rešitev njihove težave. Projekt ponuja rešitev v obliki samo-učečega sistema za upravljanje znanja in podatkov, razviega na TU Gradec, s katerim bodo ljudje v stiski hitreje našli pravo institucijo . Ta sistem bo javno dostopen na informacijskih točkah, pri različnih javnih institucijah v regiji, preko telefona ali preko spleta. Skupna tehnična in podatkovna baza bo ljudem omogočala poiskati pomoč tudi v sosednji državi. Vzpostavljena bo platforma za sodelovanje relevantnih institucij s področja sociale in zdravje v regiji, preko katere bodo te prilagajale ponudbo podpornih storitev dejansko ugotovljenim potrebam na terenu. Univerza v Mariboru bo podprla novi sistem z optimizacijo procesov in evalvacijo učinkov projekta na izboljšanje natančnosti izbora prave institucije med uporabniki ter učinek na stroške sistema. Socialni oddelek Dežele Štajerska in Regionalna akcijska skupina za vlaganje v zdravje in razvoj Mura, ki vključuje regionalne institucije s področja sociale in zdravja, sta izrazila velik interes za novi pristop in si obetata koristi tudi od čezmejnega prenosa znanja in izkušenj.

Expected Results (SL): Stopnja trajnostnega institucionalnega sodelovanja na področju energije in obvladovanja tveganj ali zdravja in socialne kohezije v programskem območju

Expected Outputs (DE):

In vielen Bereichen wie Wirtschaft, Tourismus und Energie gibt es seit vielen Jahren eine intensive Zusammenarbeit zwischen Slowenien und Österreich. Im Gesundheits-und Sozialbereich hat es in den letzten Jahren zwar auch einige Projekte gegeben, insgesamt ist der bilaterale Austausch und die bilaterale Zusammenarbeit aber noch auf einem wesentlich niedrigeren Niveau. Das gegenständliche Projekt möchte einen Beitrag zur nachhaltigen Hebung des Kooperationsniveaus durch folgende Resultate leisten: 1. Die bilateralen Pilotregionen des Projektes werden die Informationsdatenbank auch nach Projektende gemeinsam betreiben und dadurch bilateral verbunden bleiben. 2. Die bilateralen Pilotregionen und die übergeordneten Behörden werden sich auch nach Projektende laufend austauschen und das System gemeinsam weiterentwickeln. 3. Hilfesuchende der Regionen werden auch nach Projektende die Möglichkeit haben, spezielle Unterstützungsleistungen in Partnerregionen in Anspruch zu nehmen.

Expected Outputs (SL):

Na mnogih področjih, kot so gospodarstvo, turizem in energetika Slovenija in Avstrija že vrsto let intenzivno sodelujeta. Na socialnem in zdravstvenem področju je bilo v preteklih letih sicer izvedenih nekaj projektov, vendar pa je bilateralna izmenjava in bilateralno sodelovanje še vedno na dokaj nizki stopnji. Cilj tega projekta je prispevati k trajnemu dvigu stopnje čezmejnega sodelovanja z naslednjimi rezultati: 1. Pilotne regije projekta bodo tudi po koncu projekta skupaj upravljale čezmejno bazo podatkov in bodo na tak način ostale povezane. 2. Institucije pilotne regije in se bodo tudi po koncu projekta redno srečevali in skupno razvijali sistem. 3. Iskalci pomoči v regijah bodo tudi po koncu projekta imeli možnost za uporabo posebnih podpornih storitev v partnerskih regijah. Dopolnitve – glej spremni dopis.
