The youth is the future, but it is our duty of today to offer them the best prospects. Hereby qualification plays an essential role and exactly this issue the L2P-2020PLUS project is dedicated to. The objective is to improve institutional cooperation in order to create future career prospects for young people in the industrial area close to the border. To do so, a common understanding of the situation of youth on the cross-border labor market is needed, which is made possible by the study "Youth on the cross-border job market". This study will identify concrete challenges that can be efficiently answered by an interregional educational scheme that may be offered bilaterally on both sides of the border and is developed with the help of local businesses. The education will be offered by the project partners BORG in Austria for Slovene and Austrian students for 2 years and a transfer to Slovenia is intensively prepared in a train-the- trainer format. Such an education is not only beneficial for the participating students, but also for the companies involved , which can counteract a shortage of skilled workers through their participation. Furthermore, an education that may lead to an enrollment in a local company is an effective solution to youth migration from rural areas. The 5 partners follow an innovative approach in the project implementation: In the frame of the L2P-2020PLUS project, the cross-border aspect that requires the cooperation of partners from both countries, means on the one hand a new view of the labor market in the programme area, since the partners start from the premise of a common cross-border labor market. On the other hand, it leads to the development of a new way of education: the one of a common interregional educational scheme.

Der Jugend gehört die Zukunft, aber es ist eine Aufgabe von heute ihnen die besten Perspektiven zu bieten. Dabei spielt Qualifizierung eine wesentliche Rolle und genau diesem Thema widmet sich das L2P-2020Plus Projekt. Die Zielsetzung dabei ist es die institutionelle Zusammenarbeit zu verbessern um berufliche Zukunftsperspektiven für Jugendliche im grenznahen Wirtschaftsraum zu schaffen. Dazu ist vor allem ein gemeinsames Verständnis über die Situation der Jugend auf dem grenzüberschreitenden Arbeitsmarkt notwendig, was durch die Studie „Youth on the cross-border job market“ ermöglicht wird. Auf die Herausforderungen eines gemeinsamen grenzübergreifenden Arbeitsmarktes ist ein interregionales Ausbildungsschema, das bilateral auf beiden Seiten der Grenze angeboten werden kann und mit Hilfe von lokalen Unternehmen entwickelt wird, die richtige Antwort. Die Ausbildung wird von dem Projektpartner BORG in Österreich für slowenische und österreichische Schüler 2 Jahre lang angeboten und ein Transfer nach Slowenien wird in einem Train-the-Trainer-Format intensiv vorbereitet. Von solch einer Ausbildung profitieren nicht nur die teilnehmenden SchülerInnen, sondern auch die involvierten Firmen, die durch ihre Mitwirkung einem Fachkräftemangel entgegenwirken können. Weiters bedeutet eine Ausbildung, die zu einer Einstellung in einem lokalen Unternehmen führen kann, eine wirkungsvolle Lösung auf Jugendabwanderung aus ländlichen Gebieten. Die 5 Projektpartner folgen bei der Projektumsetzung einem innovativen Ansatz: Der grenzüberschreitende Aspekt, der die Zusammenarbeit von Partnern aus beiden Ländern notwendig macht, bedeutet im Falle von L2P-2020Plus eine neue Betrachtungsweise des Arbeitsmarktes im Programmgebiet (die Partner gehen von einem gemeinsamen grenzüberschreitenden Arbeitsmarkt aus) sowie die Entwicklung einer neuen Art von Ausbildung: die eines gemeinsamen interregionalen Ausbildungschemas.

Mladini pripada prihodnost, naša naloga pa je, da ji omogočimo najboljše možnosti. Pri tem je bistvena vloga usposabljanja in prav to je tema projekta L2P-2020Plus. Cilj projekta je izboljšanje sodelovanja ustanov, da bi ustvarili poklicne možnosti za mlade v obmejnem gospodarskem prostoru. Zato je potrebno predvsem skupno razumevanje položaja mladih na čezmejnem trgu dela, kar bo omogočila študija »Youth on the cross-border job market« (Mladi na čezmejnem trgu dela). Pravi odgovor na izzive skupnega čezmejnega trga dela je medregionalni izobraževalni program, ki ga lahko ponudimo bilateralno na obeh straneh meje in ki ga bodo razvila tudi lokalna podjetja. Projektni partner BORG v Avstriji bo dve leti ponujal možnost izobraževanja za dijake iz Slovenije in Avstrije, prenos v Slovenijo se pripravlja z izobraževanjem učiteljev (na način train the trainer). To izobraževanje bo koristno ne samo za udeležene dijake, ampak tudi za podjetja, ki na ta način lahko izboljšajo svoj položaj na področju pomanjkanja strokovnih delavcev. Izobrazba, ki lahko vodi do zaposlitve v lokalnem podjetju, je učinkovit ukrep proti odseljevanju mladih s podeželja. Pet projektnih partnerjev pri izvedbi projekta sledi inovativnemu pristopu: čezmejni vidik, ki zahteva sodelovanje partnerjev iz obeh držav, pomeni v primeru projekta L2P-2020Plus nov pogled na trg dela v programskem območju (partnerji izhajajo iz skupnega čezmejnega trga dela) ter razvoj nove vrste izobraževanja: skupni, medregionalni izobraževalni program.

Expected Results (SL): Stopnja trajnostnega institucionalnega sodelovanja na področju energije in obvladovanja tveganj ali zdravja in socialne kohezije v programskem območju

Expected Outputs (DE):

Die erwarteten Ergebnisse sind: * Verbessertes Verständnis über die Situation der Jugend auf dem grenzüberschreitenden Arbeitsmarkt; * Gefördertes Bewusstsein untern den Stakeholdern für die Notwendigkeit von gemeinsamen Aktionen im Bereich. Jugendförderung und Qualifizierung; * Gemeinsame grenzüberschreitende duale Zusatzausbildung entwickelt; * Entwickelte Ausbildungs-Module von Schüler/Innen getestet; * Institutionelle Zusammenarbeit + Wissenstransfer zwischen zwei Gymnasien aus Österreich und Slowenien. All diese Hauptergebnisse liegen im Bereich des relevanten Resultatindikators des Programms, der vorsieht, das Niveau der institutionellen Kooperationen im Programmgebiet zu fördern. Die Akteure, die als Stakeholder in die Studie einbezogen werden bzw. jene, die in den Stakeholderpool des Ausbildungsschemas involviert werden, haben durch das Projekt die Chance eine erweiterte, ev. verbesserte Zusammenarbeit anzustreben. Konkret wird die Zusammenarbeit zweier Mittelschulen gefördert.

Expected Outputs (SL):

Pričakovani rezultati so: • izboljšano razumevanje položaja mladih na čezmejnem trgu dela; • ozaveščanje med deležniki o nujnosti skupnih dejavnosti na področju usmerjanja mladih in usposabljanja; • razvoj skupnega čezmejnega dualnega dodatnega izobraževanja; • preizkus razvitih izobraževalnih modulov na strani dijakov in dijakinj; • sodelovanje ustanov in prenos znanja med dvema gimnazijama v Avstriji in Sloveniji. Glavni rezultati so znotraj relevantnega indikatorja za rezultate programa, ki predvideva, da se izboljšuje raven sodelovanja ustanov v programskem območju. Akterjem, ki se v študijo vključijo kot deležniki, oz. tistim, ki so vključeni v skupino deležnikov izobraževalnega programa, je s projektom omogočeno, da dosežejo razširjeno in morda izboljšano sodelovanje. Konkretno se izboljšuje sodelovanje obeh srednjih šol.
