Each day, thousands of cross-border workers commute between Flanders and the Netherlands. Despite rapid relocation there are, to this day, practical obstacles in the way of law and legislation that hinder cross-border mobility. Grensinfovoorziening Vlaanderen-Nederland (Flanders-Netherlands border information provision) is showing cross-border workers the way. Each day, thousands of cross-border workers commute between Flanders and the Netherlands. Despite rapid relocation there are, to this day, practical obstacles in the way of law and legislation that hinder cross-border mobility. Differences in the tax systems, social security, healthcare and labour law make cross-border living, working and studying quite complex. Grensinfovoorziening Vlaanderen-Nederland (Flanders-Netherlands border information provision) is showing cross-border workers the way. The organisation is making all relevant information accessible via a uniform umbrella network, which will comprise of existing and new border information points. Within the framework of the Tendenzen zonder Grenzen (Trends without Borders), from Interreg IV, the Sectorbureau Grensarbeid (Border Working Sector Agency) has been set up as a pilot. The agency took the initial initiatives for facilitating cross-border labour mediation. The first steps were taken to organise information provision for cross-border employment in East Flanders, West Flanders and Zeeland. Thanks to this project, since the beginning of 2016 employees and employers have been able to address their questions to the East Flanders network for border info points in Eeklo, Zelzate, Ghent, Sint-Niklaas and Beveren. These info points can be found in the VDBA job centres, the East Flanders ACV and ABVV branches and at VOKA in East Flanders. Grensinfovoorziening VL-NL (Flanders-Netherlands border information provision) is taking this further by expanding the sector agency so that labour supply and demand in the border region can be matched even more efficiently and effectively. Shortages of technically qualified teaching or healthcare staff, for example, can be made up with cross-border commuters.

Dagelijks pendelen duizenden werknemers – ook ‘grenswerkers’ genoemd – tussen Vlaanderen en Nederland. Ondanks de vlotte verplaatsing zijn er tot op vandaag praktische hindernissen op het gebied van wet- en regelgeving die de grensoverschrijdende mobiliteit bemoeilijken. Via ‘Grensinfovoorziening Vlaanderen-Nederland’ worden grenswerkers de weg gewezen. Dagelijks pendelen duizenden werknemers – ook ‘grenswerkers’ genoemd – tussen Vlaanderen en Nederland. Ondanks de vlotte verplaatsing zijn er tot op vandaag praktische hindernissen op het gebied van wet- en regelgeving die de grensoverschrijdende mobiliteit bemoeilijken. Verschillen in bijvoorbeeld belastingsystemen, sociale zekerheid, zorg en arbeidsrecht maken het grensoverschrijdend wonen, werken en studeren behoorlijk complex. Via ‘Grensinfovoorziening Vlaanderen-Nederland’ worden grenswerkers de weg gewezen. Alle relevante informatie wordt ontsloten door de organisatie van een uniform en overkoepelend netwerk waar bestaande èn nieuwe grensinformatiepunten deel van zullen uitmaken. In het kader van het project ‘Tendenzen zonder Grenzen’, uit Interreg IV, werd het Sectorbureau Grensarbeid opgericht als pilot. Het bureau nam de eerste initiatieven om grensoverschrijdende arbeidsbemiddeling te faciliteren. De eerste stappen werden ondernomen om de informatievoorziening rond grensarbeid te organiseren in Oost-Vlaanderen, West-Vlaanderen en Zeeland. Dankzij dit project kunnen werknemers en werkgevers sinds begin 2016 met hun vragen terecht bij het Oost-Vlaams netwerk van grensinfopunten in Eeklo, Zelzate, Gent, Sint-Niklaas en Beveren. Deze infopunten zijn te vinden bij de werkwinkels van de VDAB, de antennes van het ACV en ABVV Oost-Vlaanderen en bij VOKA Oost-Vlaanderen. ‘Grensinfovoorziening VL-NL’ haakt hier verder op in door het sectorbureau verder uit te bouwen, zodat arbeidsvraag en -aanbod in de grensregio nog efficiënter en effectiever gematcht kunnen worden. Zo kunnen tekorten aan bijvoorbeeld technisch geschoold, onderwijzend of verzorgend personeel opgevangen worden door middel van grensarbeid.

With the progressive development of the European internal market, the various European Member States are increasingly integrated in the socio-economic field. Thousands of commuters commute up and down between the Netherlands and Flanders every day. There are still practical legal and regulatory obstacles to cross-border mobility that complicate living, working and studying across borders. In this Interreg project, several partners have been working together across borders since mid-2016. It is about: national, regional and local authorities, implementing institutions, public employment intermediaries and social partners. Purpose of cooperation: unlock all relevant information through the establishment of a uniform and overarching network to which existing and new information points will be part.Working on the most appropriate content and organisational structure, taking into account the specific concerns and characteristics of the different regions, a solid network of BIPs is being built where former, current and future frontier workers and their employers can obtain information free of charge on the consequences of cross-border work. A GIP acts as a well-reachable, accessible and regional front office, with a network of specialist back offices behind. The core values of the Border Info Points are therefore reliability, accessibility and helpfulness. There are also good initiatives in the field of cross-border labour market forces, such as the Sector Office for Border Work in Region West and Service Cross-Border Labour Intermediation in the East region. In addition, the desired connection between Grensinfovoorziening and cross-border employment placement in the other Dutch and Flemish regions will be examined. More than 20 Border Info Points have already been opened along the Flemish-Dutch border. And the number is still growing. An important focus in 2018 is the training of new and existing GIP employees, in order to meet the requirements defined by the project partners for a basic service level. This basic level means that a BIP: must be able to act as a central entry point in the region for answering first orientation general questions, has basic knowledge in order to be able to analyse customer demand and is able to refer to other bodies and/or specialists. The basic training covers the themes of social security, taxation, employment law, diploma recognition and job placement. After completing the basic training, the level of knowledge of the GIP employees through further training and in-depth sessions will be maintained/adjusted. Ensuring the quality of the service is an important point of attention. Aspects that are covered include the assessment of the level of knowledge of individual advisors, the quality of service of a GIP location, as well as measuring and monitoring customer satisfaction. Coordination will also take place with the GIP network at the German-Dutch border. Another important area of focus of the project is the further development of the collaboration with the back offices, not only with regard to training of GIP employees, but also with regard to coordination and referral of customer questions. At the moment, structural agreements have been made with the following back office organisations: Team GWO, FAMIFED, FPD, BBZ, RVA, RSZ and RIZIV. In case of proven need in the front office, the above list of back offices will be further expanded during the project period. Finally, intensive work is also being done on the sustainability of the border information structure after the Interreg project period.

Met de voortschrijdende ontwikkeling van de Europese binnenmarkt raken de verschillende Europese lidstaten op sociaaleconomisch gebied steeds verder geïntegreerd. Zo pendelen dagelijks duizenden forenzen tussen Nederland en Vlaanderen op en neer. Er zijn nog steeds praktische hindernissen op het gebied van wet- en regelgeving die de grensoverschrijdende mobiliteit bemoeilijken en die het grensoverschrijdend wonen, werken en studeren compliceren. In dit Interregproject werken sinds medio 2016 verschillende partners grensoverschrijdend samen. Het gaat om: nationale, regionale en lokale overheden, uitvoeringsinstellingen, publieke arbeidsbemiddelaars en sociale partners. Doel van de samenwerking: alle relevante informatie ontsluiten door de inrichting van een uniform en overkoepelend netwerk waar bestaande èn nieuwe informatiepunten deel van zullen uitmaken.Gewerkt wordt aan de inhoudelijk alsook organisatorisch best passende opzet, daarbij rekening houdend met de specifieke aandachtspunten en kenmerken van de verschillende regio’s. Er wordt een gedegen netwerk van GIP's gebouwd waar voormalige, huidige en toekomstige grensarbeiders en hun werkgevers kosteloos informatie kunnen inwinnen over de gevolgen van grensarbeid. Een GIP fungeert daarbij als een goed bereikbare, laagdrempelige en regionale frontoffice, met achterliggend een netwerk van specialistische backoffices. De kernwaarden van de Grensinfopunten zijn dan ook betrouwbaarheid, toegankelijkheid en behulpzaamheid. Ook op het gebied van grensoverschrijdende arbeidsmarktwerking bestaan er reeds goede initiatieven, zoals het Sectorbureau Grensarbeid in regio west en Service Grensoverschrijdende Arbeidsbemiddeling in regio oost. Daarnaast wordt onderzocht wat de gewenste verbinding tussen grensinfovoorziening en grensoverschrijdende arbeidsbemiddeling in de andere Nederlandse en Vlaamse regio’s is. Inmiddels zijn er al meer dan 20 Grensinfopunten geopend langs de Vlaams-Nederlandse grens. En het aantal is nog steeds groeiende. Belangrijk aandachtspunt in 2018 is het opleiden van nieuwe en bestaande GIP-medewerkers, om te kunnen voldoen aan de door de projectpartners gedefinieerde vereisten voor een basisdienstverleningsniveau. Dit basisniveau houdt in dat een GIP: in staat moet zijn om te fungeren als centraal inlooppunt in de regio voor de beantwoording van eerste oriënterende algemene vragen, beschikt over basiskennis om een analyse te kunnen doen van de klantvraag en in staat is om door te verwijzen naar andere instanties en/of specialisten. De basisopleiding beslaat de thema’s sociale zekerheid, fiscaliteit, arbeidsrecht, diploma-erkenning en arbeidsbemiddeling. Na het volgen van de basisopleiding wordt het kennisniveau van de GIP-medewerkersd.m.v. bijscholings- en verdiepingssessies op peil gehouden/aangescherpt. Het borgen van de kwaliteit van de dienstverlening is een belangrijk aandachtspunt. Aspecten die hierbij aan de orde zijn, betreffen o.a. de toetsing van het kennisniveau van individuele adviseurs, de kwaliteit van dienstverlening van een GIP-locatie alsook meten en monitoren van de klanttevredenheid. Hierbij vindt ook afstemming plaats met het GIP-netwerk aan de Duits-Nederlandse grens. Een ander belangrijk aandachtsgebied van het project is de verdergaande ontwikkeling van de samenwerking met de backoffices, niet alleen ten aanzien van opleiding van GIP-medewerkers, maar ook ten aanzien van afstemming over en doorverwijzing van klantvragen. Op dit moment zijn er structurele afspraken gemaakt met de volgende backoffice organisaties: Team GWO, FAMIFED, FPD, BBZ, RVA, RSZ en RIZIV. Bij gebleken behoefte in de frontoffice zal bovenstaande lijst van backoffices verder worden uitgebreid gedurende de projectperiode.Tenslotte wordt er ook al intensief gewerkt aan de verduurzaming van de grensinfostructuur na afloop van de Interreg projectperiode.
