La CE definió en 2015 la eficiencia energética en edificios como ''PRIMER COMBUSTIBLE de la Economía EU'' pero alertó de que requiere una inversión inicial importante que necesita facilidad de financiación. El RETO COMÚN de Europa, del espacio SUDOE y de las regiones REHABILITE es la identificación y capitalización de Instrumentos Financieros (IFs) exitosos que permitan romper la barrera de la inversión, tanto en vivienda privada como en edificación pública. En el Espacio Sudoe, y en las 6 regiones Rehabilite, el sector de rehabilitación energética presenta falta de dinamismo debido a barreras no técnicas. Aun así, ninguna de las 6 regiones tiene Instrumentos Financieros (IFs) para el apoyo a la rehabilitación, usando actualmente el clásico sistema de subvención a fondo perdido, aunque 3 de ellas (Extremadura, ALPC, Navarra) llevan tiempo analizando los beneficios de los IFs. El OBJETIVO FINAL es modificar las políticas de apoyo a la rehabilitación energética, de tal modo que incluyan IFs innovadores, y probar la viabilidad de las nuevas políticas mediante acciones piloto. Para conseguirlo, Rehabilite desarrolla 4 PRODUCTOS PRINCIPALES dirigidos a administración, empresas y sector financiero: - Una Plataforma Transnacional de Apoyo a la Financiación en Rehabilitación (OI33_1) con más de 1.500 usuarios en acciones de formación, asesoramientos y acciones presenciales. - Cinco Estudios exante y estructura de IFs (OI33_2) con valores de inversión entre 30 y 80 ME - Una Metodología SUDOE para el Diseño de IFs Innovadores (OI33_3) - Siete Acciones piloto para mejora de EE en edificios con IFs (OI32_1) La COOPERACIÓN TRANSNACIONAL es clave para conseguir la capitalización de políticas innovadoras y la validación de nuevas herramientas políticas regionales de rehabilitación energética La INNOVACIÓN de los IFs vendrá de la mano de la coordinación e integración de todos los programas de inversión que afectan a SUDOE. Así los instrumentos unificarán estrategias locales y regionales con fondos nacionales y otros programas FEDER, o incluso otros fondos de Europeo tales como el Banco Europeo de Inversiones o el Plan Juncker.

La CE a défini en 2015 l'efficacité énergétique dans des édifices comme "PREMIER COMBUSTIBLE de l'Économie EU" mais il a alerté dont il requiert un investissement initial important qui a besoin d'une facilité de financement. Le DÉFI COMMUN de l'Europe, de l'espace SUDOE et des régions RÉHABILITE c'est l'identification et capitalisation d'Instruments Financiers (IFs) heureux qui permettent de casser la barrière de l'investissement, aussi bien dans les habitations privées et bâtiments publics. Dans l'Espace Sudoe, et dans les 6 régions Réhabilitez, le secteur de réhabilitation énergétique présente manque de dynamisme grâce aux barrières non techniques. Et encore, aucune de 6 régions n'a d'Instruments Financiers (IFs) pour l'appui à la réhabilitation, en utilisant actuellement le système classique de subvention à fond perdu. L'OBJECTIF FINAL est de modifier les politiques de l'appui à la réhabilitation énergétique, tellement qu'ils incluent IFs innovateurs, et de prouver la viabilité des nouvelles politiques au moyen des actions pilotes. Pour l'obtenir, Réhabilite développe 4 PRODUITS PRINCIPAUX dirigés à administration, des entreprises et un secteur financier : - Plate-forme Transnationale de l'Appui au Financement dans la Réhabilitation (OI33_1) avec plus de 1.500 utilisateurs dans actions de formation, consultations et actions présentielles. - Cinq Études exante et une structure d'IFs (OI33_2) avec valeurs d'investissement entre 30 et 80 ME - Méthodologie SUDOE pour le Dessin d'IFs Innovadores (OI33_3) - Sept Actions pilotes pour améliorations d'EE dans des édifices avec IFs (OI32_1) La COOPÉRATION TRANSNATIONALE est la clé pour obtenir la capitalisation des politiques innovantes et validation des nouveaux outils de réhabilitation L'INNOVATION des instruments financiers viendra de la main de la coordination et l'intégration de tous les programmes d'investissement qui affectent SUDOE. Ainsi les instruments unifieront des stratégies locales et régionales avec des fonds nationaux et d'autres programmes FEDER, ou inclus d'autres fonds tels de domaine Européen comme la Banque européenne d'investissement ou le Plan Juncker.
