BE-GOOD is a pioneering project aiming to unlock, re-use and extract value from Public Sector Information (PSI) to develop innovative data-driven services in the area of infrastructure & environment.In a digital world, data is a key asset and a major source for innovation and economic growth. The market potential for re-using NWE PSI such as geospatial data is significant. Currently, the market for PSI-based services is limited as innovators face major barriers: - Lack of public body experience with the publication of PSI, limiting the availability of data.- Limited attention to end-user (commercial) potential of data, limiting relevance of data. - Shortage of links between PSI initiatives and SME solution providers, limiting market uptake.An estimated €300B added value remains untapped in Europe. BE-GOOD will tap into a portion estimated at €50M, and deliver 10 pilots to deliver commercial value from PSI, validated in >6 countries, and guidance on public data release and re-use. BE-GOOD uses a novel demand-driven approach, starting with public service delivery challenges common for public bodies across NWE to unlock appropriate datasets and engage with the marketplace. BE-GOOD’s main outputs will be: 10 novel commercial PSI-based services prototyped operationally, with the aim to market commercialise 5. Examples include applications, visualisations, software, or algorithms for traffic management, air and water quality monitoring and infrastructure maintenance planning. The long-term effects are twofold. Directly, the solutions will deliver financial and environmental benefits to 6 public bodies participating and inhabitants in related territories. SME solution providers can exploit the solution on the NWE and global market place. Indirectly, the project will disseminate through neutral platforms procedures on data release (including technical requirements, and licensing models) demonstrating public bodies viable ways to implement the PSI Directive 2013/37/EC.

BE-GOOD hat der Ziel, Wert aus den Informationen des öffentlichen Sektors (PSI) zu schöpfen, freizusetzen und weiterzuverwenden, um innovative datengesteuerte Dienstleistungen in den Bereichen Infrastruktur und Umwelt zu entwickeln. In einer digitalen Welt sind Daten eine Quelle für Innovation und wirtschaftliches Wachstum. Das Marktpotenzial für NWEs PSI, wie bspw raumbezogene Daten, ist signifikant. Innovatoren im Bereich PSI-datenbasierter Services begegnen Hindernissen: - Mangel an Erfahrung in die Veröffentlichung von PSI; beschränkt die Datenverfügbarkeit. - Eingeschränkte Aufmerksamkeit auf das Endnutzerpotenzial von Daten; beschränkt die Datenrelevanz. - Mangel an Vernetzung zwischen PSI Initiativen und KMU Lösungsanbietern; beschränkt die Marktdurchdringung. Ein geschätzter Wert von €300Mrd bleibt in Europa unausgeschöpft, wovon BE-GOOD circa €50Mio erschließen möchte. Hierzu werden 10 Pilotprojekte entwickelt um kommerziellen Wert aus PSI (verifiziert in >6 Ländern) sowie eine Anleitung zur Veröffentlichung und Wiederverwendung von Daten. BE-GOOD nutzt einen neuartigen nachfrageorientieren Ansatz. Wir beginnen mit den Aufgaben von Regierungen NWEs, um entsprechende Datensätze zu erschließen und um der Markt ein zu setzen. BE-GOODs outputs: 10 neuartige, kommerzielle, PSI-basierte Services in Form von funktionsfähigen Prototypen, zB: Applikationen, Visualisierungen oder Software für das Verkehrsmanagement, die Überwachung der Luft- und Wasserqualität, Infrastrukturwartungsplanung. Die Langzeitwirkung: die Lösungen werden den 6 teilnehmenden Regierungen und Bewohnern direkten finanziellen und Umwelt Nutzen bringen. KMU können die Ergebnisse auf den Märkten nutzen. Das Projekt wird sich über neutrale Plattformen mit verbesserten Arbeitsprozessen für Datenveröffentlichungen (zB technischer Anforderungen) verbreiten und so realisierbare Wege zur Implementierung der PSI Direktive 2013/37/EC aufzeigen.

BEGOOD est précurseur dans le développement de services innovants par les PME grâce à la réutilisation des Informations du Secteur Public (ISP), comme prévu par la directive de 2013. Des freins empêchent cependant un développement significatif de ce marché prometteur et fécond d’une valeur ajoutée estimée à 300Md€: Vision limitée des besoins des usagers finaux limitant le potentiel commercial, les autorités se limitant souvent à des données descendantes; Manque d´expérience du secteur public dans la publication des ISP, limitant la disponibilité des données à haute valeur ajoutée pour les PME; Pénurie de liens entre les initiatives de l´ISP et les fournisseurs de solutions, ce qui réduit l´absorption par le marché; Par une nouvelle approche ciblée sur des défis du secteur public et par une réponse possible de la part des services orientés ISP, BE-GOOD déverrouillera et préparera les données pour convaincre les PME de développer de meilleures solutions. Les résultats: 10 prototypes commerciaux et transnationaux de services basés sur l´ISP des secteurs de l´environnement et des infrastructures, notamment la gestion du trafic en cas d´urgence, la qualité de l´air, la qualité de l´eau et la maintenance des infrastructures; Des guides validés pour une dissémination internationale des procédures de publication des données publiques selon la directive PSI 2013/37/CE. Les 2M€ du projet serviront aux partenaires à développer des solutions nouvelles de 50M€ d’investissement réel, la création de nouveaux emplois (>100) et des économies annuelles (>100M€) en reliant l´infrastructure technologique de leurs 6 programme d’ISP et leurs besoins d’acquisition. BE-GOOD, grâce au partenariat, amplifiera la trajectoire créatrice de richesse pour mettre en œuvre la directive PSI pour l’Europe du Nord et exploiter son potentiel de croissance de 300Md€ jusquen 2020 (COM(2015)192).

Achievements (EN):

Data is a major asset of the EU knowledge economy. In this context, the Interreg NWE VB project BEGOOD (Building an Ecosystem to Generate Opportunities in Open Data) has been developed to generate value from and stimulate sustainable ecosystems for open data in regions in North–West Europe. BE-GOOD is a pioneering project having aimed and succeeded in the processes to unlock, re-use and extract value from Public Sector Information (PSI) to develop data-driven services in the area of infrastructure and the environment. BE-GOOD 1.0 delivered 11 new data-centered services to extract commercial value from PSI. The project used a novel demand-driven approach. By unlocking datasets and improved engagement with the marketplace, the development of applications, software or algorithms was made possible. The services that have been developed are based on business cases which in turn enable market uptake for Small and Medium Enterprises (SMEs) and job creation. The invested funding has improved citizen interaction and created new digital public services that allow for greater productivity and efficiencies.

Expected Outputs (EN): BE-GOOD taps €50m of the €300B EU market through the development of 10 new commercial services, previously non-existing: baseline 0. €200k investment per challenge is leveraged to €4-5M in cost savings of service contracts and generate 15 jobs directly.
