Although local authorities (LAs) are tackling climate change, a majority of buildings in NWE are still energy inefficient and in need of deep renovation. If action is not taken it will lock LAs into a high carbon-footprint future. By targeting condominiums, the greatest number of private owners can benefit while creating significant financial and 50-70% carbon savings. Energy Cities, guided by a strategic energy transition vision and its capacity to ensure widespread success in its network, along with 6 LAs from 5 different countries in NWE will introduce and promote a governance arrangement that overcomes the legal, human and financial barriers of retrofitting condominiums. CoachCopro, a free collaborative tool developed by the Agence Parisienne du Climat, is central to this strategy and will be improved and adapted for use in other territories. In France, this web based platform has already successfully assisted condominium owners (demand) and building professionals (supply) through an iterative process which cultivates trust relationships and generates direct and indirect jobs (potentially 19 net jobs created per €1M investment). Main outputs: -An owners and condominium managing structures toolkit to empower this target group, overcome their barriers and increase and accelerate the energy retrofitting of condominiums; -An operational coaching framework to improve the building professionals’ capacity to renovate condominiums; -A governance arrangement facilitated by LAs linking the demand and supply sides as well as a NWE transferable ICT tool for information and project management based on CoachCopro; -An Energy Cities European campaign that 10 years after the project will involve hundreds of additional LAs and ensure that thousands of deep retrofits are achieved. The project will result in 15,000 households with improved energy classification per year.

Obwohl Kommunen bereits Verantwortung bei der Bekämpfung des Klimawandels übernehmen, ist ein Großteil der Gebäude in NWE weiterhin energetisch ineffizient und bedarf weitreichender Sanierungsmaßnahmen. Ohne diese werden Kommunen künftig mit hohen CO2-Emissionen rechnen müssen. Durch einen Projektfokus auf Wohneigentum können zahlreiche Privateigentümer finanziell und durch 50-70% CO2-Einsparungen profitieren. Das Projekt ACE-Retrofitting wird durch Energy Cities geleitet. Dank seiner Erfahrung wird Energy Cities zusammen mit 6 Kommunen aus NWE eine Lösungsstrategie entwickeln, um rechtliche, gesellschaftliche und finanzielle Barrieren bei energetischen Sanierungen von Wohneigentum zu überwinden. CoachCopro, ein kostenloses Tool der Agence Parisienne du Climat, ist zentraler Bestandteil dieser Strategie und wird weiter verbessert sowie auf andere Regionen übertragen. In Frankreich wurde die web-basierte Plattform bereits erfolgreich genutzt, um Wohnungseigentümer (Nachfrage) und Sanierungsspezialisten (Angebot) zusammenzubringen. Dies wirkt vertrauensfördernd und führt zur Schaffung von direkten und indirekten Arbeitsplätzen (potenziell je 19 Stellen durch Investition i.H. 1Mio€). Kernergebnisse: -Durch die Partner entwickeltes Management-Werkzeug für Eigentümer & Gebäudeverwaltungen, dass diese unterstützt um energetische Sanierungen zu beschleunigen. -ein funktionsfähiges Coaching-Netzwerk zum Ausbau der Fähigkeiten von Sanierungsspezialisten. -eine von den Kommunen getragene Governance-Vereinbarung, die Angebots- und Nachfrageseite zusammenbringt sowie ein auf NWE übertragbares Softwaretool für das Informations- und Projektmanagement basierend auf CoachCopro. -Europäische Energy Cities Kampagne, die 10 Jahre nach dem Projekt hunderte zusätzlicher lokaler Behörden einbezogen und tausende energetische Sanierungen durchgeführt haben wird. Das Projekt wird zur Verbesserung der Energieeffizienzklasse von 15.000 Haushalten pro Jahr führen.

Bien que le changement climatique soit pris en compte par les autorités locales (AL), une majorité des bâtiments de l’ENO sont de vraies passoires thermiques et ont besoin de rénovations. Sans action dans ce domaine, l’empreinte carbone des AL restera élevée. En ciblant les copropriétés, un grand nombre de propriétaires privés bénéficiera d’économies financières en réduisant de 50 à 70% les émissions de CO2. Energy Cities, guidée par sa vision de la transition énergétique et forte d’une grande expérience en matière de dissémination, et 6 villes de 5 pays différents de l’ENO, mettront en place une stratégie pour dépasser les barrières légales, humaines et financières à la rénovation des copropriétés. Le CoachCopro, outil collaboratif gratuit développé par l’Agence Parisienne du Climat et conçu pour être traduit et adaptable à d’autres territoires, est un élément central de cette stratégie. En France, cette plateforme web accompagne avec succès des copropriétaires (côté demande) et des professionnels du bâtiment (côté offre) grâce à un processus itératif qui permet d’instaurer des relations de confiance entre acteurs et de créer des emplois directs et indirects (potentiel de 19 emplois créés pour 1M € investis). Principaux résultats : -un toolkit pour les copropriétés pour leur permettre de dépasser les obstacles à la rénovation, augmenter et accélérer la rénovation énergétique des copropriétés, -un cadre de formation pour améliorer la capacité des professionnels du bâtiment à rénover les copropriétés, -un modèle de gouvernance animé par les AL qui relie l’offre et la demande, ainsi qu’un outil en ligne adaptable à l’ENO pour l’information et le suivi des rénovations basé sur le CoachCopro, -une campagne européenne gérée par Energy Cities qui, 10 ans après le projet, impliquera des centaines d´AL pour des milliers de rénovations. Le projet permettra d´améliorer la performance énergétique de 15 000 foyers par an.

Achievements (EN):

For a long time, and until now, they have been considered the black sheep: multi-flat buildings. As working with condominiums is very complicated for a number of reasons, it is not high priority in a lot of Member States. The transnational exchange of experiences through the ACE-Retrofitting project has allowed cities to be inspired and to jointly design innovative renovation coaching services. One of the major lessons learnt by the six local authorities from five different countries, Maastricht University and the environmental charity Changeworks, all involved in the ACE-Retrofitting project: They underestimated the slowness of the decision-making process in condominiums and how long it takes for retrofits to take place (3-5 years). Partners also learned from the Paris example and shifted from stimulating individual energy efficiency measures to the masterplan approach. It increases the ambition level for the condominium and involves wide aspects going beyond pure energy efficiency. This comprises health and safety, maintenance programmes, adaptation etc. Such a comprehensive approach, too, slows down the process of getting quick CO2 savings and improved household energy rating. However, it is better and more strategic in the long run. The condominium experts who shared their insights during the conference described the tools and processes they have jointly developed to better support renovation in this very specific building type. Co-owners and condominium boards struggle in communicating the gains of an energy retrofit, developing a feasible and acceptable plan and moving from the idea phase via an action plan to implementation. The speakers from cities as diverse as Paris, Frankfurt, Liège, Aberdeen or Maastricht explained what homeowners need to get the whole building on board. By developing a full range of tools and activities that help connect co-owners and building professionals in an easy and trustful way, they provided a key to increase the renovation rate in Europe.
