North-West Europan urban areas are struggling with high GHG-emissions as a result of increasing car traffic. Different cities and regions in the area are considering cycle highways as a new and cost efficient solution for medium distance (5-20 kilometres) commuting towards and from urban employment poles. Especially in combination with the growing number of e-bikes, cycle highways can effectively get commuters out of their cars. The CHIPS project will develop transnational standards and approaches and test, demonstrate and roll out solutions and tools that enable regions to tap into the full potential of cycle highways as an attractive commuting option. Cooperation between leading and following bicycle regions in the Netherlands, the UK, Belgium and Germany will enable the project to prepare the ground for a new, more attractive generation of bicycle highways and related services that optimize synergies with public transport and even cars. In an equally innovative approach, the project will examine how bicycle highways can play a role in future-proofing spatial policy in the NWE region. By re-designing cycle highways in 5 regions to high quality standards, both with regard to infrastructural and non-infrastructural aspects, CHIPS will demonstrate the potential impact of this mobility concept on a sustainable modal shift towards low carbon commuting in the NWE region. As a result of funded investment and campaigns, we forecast a 1,5 to 3 fold increase in the actual number of cyclists on the bicycle highways. The CHIPS-consortium will provide policy makers, city planners, employers and commuters in the whole of NWE with a proven, well documented, viable and sustainable alternative to car-dominated commuting approaches. The involvement of companies that offer bicycle highway related products and services will lead to innovations, clearly increasing turnover in bicycle highway related businesses.

Aufgrund des zunehmenden Autoverkehrshaben vor allem die städtischen Gebiete Nordwesteuropas mit starken Treibhausgasemissionen zu kämpfen. Daher erwägen verschiedene Städte und Regionen die Planung von Radschnellwegen für mittlere Pendlerdistanzen (5-20 km) zu den Standorten, an denen sich die Arbeitsplätze konzentrieren. Radschnellwege stellen - insbesondere in Verbindung mit der zunehmenden Anzahl von Elektrofahrrädern - eine neue, effiziente und kostengünstige Lösung im Alltagsverkehr dar. Das CHIPS-Projekt wird das volle Potential von Radschnellwegen als attraktive Pendleroption testen und dieses in führenden Regionen der Niederlande, von Belgien, Deutschland, Großbritannien und solchen mit Nachholbedarf demonstrieren. Das Projekt wird die Grundlage liefern für eine neue, attraktivere Generation von Radschnellwegen und ergänzenden Dienstleistungen, die die Synergien mit dem Öffentlichen Verkehr und sogar mit dem Auto optimieren. Das Projekt wird zudem untersuchen, wie neue oder verbesserte Radschnellwege und deren Nutzung zu einer zukunftweisenden Modernisierung der Raumplanung in Nordwesteuropa beitragen können. Durch die Aufwertung von Radschnellwegen in 5 Regionen wird CHIPS zeigen, welchen Einfluss dieses Mobilitätskonzept auf den Modal Split hin zu einem umweltverträglichen, CO2-armen Pendeln in Nordwesteuropa haben kann. Aufgrund fundierter Schätzungen ist eine Steigerung der Nutzerzahlen durch Radschnellwege mit einem Faktor von 1,5 bis 3 ein realistisches Ziel. Das CHIPS-Konsortium wird Politikern, Stadtplanern, Arbeitgebern und Pendlern in ganz Nordwesteuropa eine bewährte, gut dokumentierte, praktikable und nachhaltige Alternative zu autobasierten Pendlerkonzepten bieten. Die Einbeziehung von Unternehmen in Nordwesteuropa, die radschnellwegbezogene Produkte und Dienstleistungen anbieten, wird Innovationen auslösen und somit diesen Wirtschaftszweig stärken.

En raison de la croissance du nombre de voitures, les villes d’Europe occidentale souffrent d’une augmentation de la quantité de gaz à effet de serre. Plusieurs villes et régions considèrent les autoroutes cyclables comme une option alternative efficace et financièrement intéressante pour les trajets domicile-travail de moyenne distance (5-20km) vers les pôles d’emplois urbains. Combiné au vélo électrique, cela pourrait créer une synergie positive et sortir les navetteurs de leurs voitures. Le projet CHIPS tend à développer des standards internationaux, à tester, évaluer et analyser les autoroutes cyclables pour proposer des solutions et créer des outils qui permettront aux régions de profiter du plein potentiel de ces itinéraires cyclables. La coopération de pays plus ou moins avancés en matière de politique cyclable (Pays-Bas, Angleterre, Belgique et Allemagne), permettra de développer une nouvelle façon de se déplacer combinable avec les transports en commun voire même la voiture. L’approche novatrice du projet examinera également comment améliorer les autoroutes existantes et intégrer de nouvelles dans les plans d’aménagements du territoire. En travaillant dans 5 régions sur la standardisation et la conception d’autoroutes cyclables de haute qualité, en termes d’infrastructure et de non-infrastructure, CHIPS entend montrer un transfert modal vers des moyens de transport moins générateur de GES. Nous prévoyons une augmentation 1.5 à 3 fois le nombre de cyclistes grâce aux autoroutes cyclables. Le consortium CHIPS, fournira aux décideurs politiques, aux aménageurs du territoire, aux employés et navetteurs d’Europe occidentale une solution alternative bien étayée, viable et durable à la voiture pour les trajets domicile-travail. Enfin, la participation d’entreprises fournissant des services liés aux vélos permettra de soutenir l’innovation et créera également des effets de spillover.

Life Cycle Highway: The Cycle Highway Manual is a product of the CHIPS project (Cycle Highways Innovation for smarter People transport and Spatial planning) financed by Interreg North-West Europe. It summarises 3 years of knowledge sharing and research between partners from Belgium, the Netherlands, Germany, UK and Denmark. It aims to be a help for professionals that deal with cycle highway planning, design, construction, selling, maintenance, monitoring or evaluation. The CHIPS project partners have created a four-stage approach to develop cycle highways. Stage 1 PLAN involves planning the cycle highway where the focus is on the potential use of the new infrastructure and the impact for the region. A cycle highway facilitates citizens to move by bicycle from one place to another. It connects residential areas with business districts, city centers or transportation hubs. To determine the right location and make the right connection a calculation of the expected use is needed, taking into account the future developments to plan a future proof cycle highway. The virtual planning tool is one of the useful tools of this stage. In the second DESIGN AND BUILD stage different criteria are distinguished to design a cycle highway. The challenge is to design the best suitable cycle highway for that specific location. Therefor different criteria such as attractiveness, wayfinding, size and directness have to be taken into account. Guidelines for the infrastructure and best practices of cycle facilities can be used for this stage. Stage 3 SELL focus on promoting the cycle highways by using different campaigns. Communication and campaigns will help to stimulate (new) cyclists to use the cycle highway. Commuters are the main target group. The engagement of employers is key to reach the commuters and create a modal shift from car to (e)-bike. How do you brand and sell the cycle highway? In the last stage EVALUATE the use of the cycle highway is monitored to get insights in the effects of the development. Are people using the new cycle infrastructure? There are several methods to collect data about the use of the infrastructure. By monitoring the use the effect on CO2 reduction can be calculated.

Expected Outputs (EN): Bicycle share in commuting now varies from less than 5% (Belfast) to 25% (Gelderland). CHIPS will increase the number of cyclists on demonstrator cycle highways by a factor of 1,5 to 3. About half of these new users will be (former) car users.
