Description (EN):

E=0 will address poor energy performance of residential buildings by generating a new mass market for net zero energy retrofits across NWE. Current retrofit measures are piecemeal & not integrated to deliver whole-house warrantied performance. This trend is driven by the lack of holistic policies & compartmentalised funding. E=0 is based on the successful Energiesprong programme in NL, delivering net zero energy (E=0) retrofits with a 30+ years performance warranty; installed within one week at a cost paid off by the guaranteed energy savings (http://energiesprong.nl/interreg/). The retrofit greatly improves quality & comfort, leading to wider urban renewal. This game changing approach is based on aggregating demand from the housing supply side and letting them procure a performance-based product meeting this new standard. This challenges industry and their supply chain to innovate. To widen the opportunity for supply chain integration, this E=0 retrofit market must scale up to the NWE region. The H2020 project Transition Zero is a first step toward Energiesprong scale-up. It funds the setting up of national market development teams in the UK & FR to work on: (a) First studies of business models, regulation, financing & guarantees; (b) Aggregating demand for houses to be retrofitted; (c) Establishing an outcome-based procurement framework for net zero energy retrofit. In addition to that, INTERREG E=0 will boost this development of net zero energy markets in FR, UK, NL & LU, with a focus on: (a) Transnational cooperation, to share best practice in NWE to widen the market & to accelerate deployment to 11200 retrofits; (b) Setting up demonstrators (41 E=0 retrofits) & financing to learn how best to implement E=0 retrofits within existing planning & regulatory frameworks; (c) Activating solution providers (incl. SMEs & start-ups) to spur innovation by scaling into the NWE market and achieve a 25% cost reduction on the current (2015) E=0 retrofit price point in NL.

E=0 will einen nachhaltigen Massenmarkt für energetische Sanierungen in Wohngebäuden in NWE etablieren. Heutige Sanierungen sind auf Einzelmaßnahmen basiert und führen daher nicht zu Gesamthaus-Konzepten. Dieser Trend wird verstärkt durch fehlende Gebäudeeffizienzstrategien und nicht integrierte Fördermaßnahmen. E=0 baut auf der erfolgreichen Energiesprong-Initiative in NL auf, die Wohnungen zu Nullenergiehäusern saniert: auf den Umbau, der nur eine Woche dauert, gibt es 30+ Jahre Garantie; die Refinanzierung erfolgt über die Energiekosteneinsparungen (http://energiesprong.nl/interreg/). Die Sanierung erhöht zudem die Wohn- und Lebensqualität im gesamten Umfeld und trägt somit auch zur Stadterneuerung bei. Energiesprong bündelt Wohneinheiten verschiedener Eigentümer, die dann durch gemeinschaftliche Ausschreibung auf Grundlage einer definierten Energieleistung (E=0) Industrieunternehmen auffordern, hochwertige Sanierungslösungen zu entwickeln. Um diesen industrialisierten Sanierungsansatz auszuweiten, will die Initiative den europäischen Markt erschließen. Ein erster Schritt ist das H2020 Projekt Transition Zero; es finanziert Teams in UK & FR, die (a) Investitionsmodelle im Kontext von bestehenden finanziellen & rechtlichen Bedingungen erstellen, (b) Bestandswohnungen für die energetische Sanierung bündeln, und (c) einen Rahmenvertrag für die Vergabe von energetischen Sanierungen erstellen. Das E=0 Projekt wird diese Maßnahmen verstärken durch die Schaffung eines E=0 Marktes in FR, UK, NL & LU (11 200/5 jahre) ; E=0 beinhaltet: (a) transnationale Kooperation, um den Markt zu erweitern & von guten Umsetzungsbeispielen zu lernen, (b) Pilotprojekte (41 E=0 Sanierungen), umgesetzt in bestehenden Planungs- & Verordnungsrahmen, und (c) die Aktivierung bestehender & neuer Unternehmen (einschließlich KMUs & Gründer), um Innovation zu stärken, eine Marktskalierung in NWE zu erreichen und eine Reduzierung der Kosten um 25% gemessen am heutigen (2015) Preis in NL zu erzielen.

Le projet E=0 vise à accélérer la rénovation énergétique des logements en la massifiant, pour faire émerger un marché de masse de rénovations lourdes zéro énergie. La tendance de marché est aux rénovations partielles et sans garanties de performance énergétique lorsque des niveaux de performance élevés sont visés. E=0 s’appuie sur l’initiative Energiesprong qui a fait ses preuves aux Pays-Bas, en proposant des rénovations zéro énergie avec garantie de performance énergétique de 30 ans. Le tout réalisé en 1 semaine, remboursé par les économies d’énergie et avec une qualité de vie et un confort amélioré, contribuant au renouvellement urbain : http://energiesprong.nl/interreg. Cette approche n’est possible que par une massification de la demande et par une industrialisation des offres pour améliorer les performances et baisser les coûts. Pour plus de performances et des coûts moindres, il faut changer d’échelle et étendre ce marché hors des Pays-Bas. Le projet H2020 Transition Zero permet d’initier ce déploiement d’Energiesprong en finançant des équipes de développement de marché en FR et UK, travaillant sur : (a) Modèles d’affaire, contexte règlementaire, financements et garanties, (b) Analyse du patrimoine de bailleurs sociaux pour identifier des logements adaptés à l’approche, (c) Conduite de dialogues compétitifs innovants associés. De façon complémentaire et distincte, E=0 vise à accélérer ce marché en FR, UK, NL et LU (11200 dans 5 ans), en travaillant sur : (a) Coopération transnationale, pour partager les bonnes pratiques en NWE pour que chacun puisse faire mieux et plus vite, (b) Mise en œuvre et financement de 41 démonstrateurs, qui sont clés pour comprendre la bonne façon de déployer en s’insérant dans le cadre existant, (c) Soutien à l’innovation des fournisseurs de solutions (dont PME et startup) qui pourront ainsi accélérer leur developement, rassurés sur l’émergence d’un tel marché transnational avec l’objectif d’une baisse de coût des solutions de 25%.

Achievements (EN):

“They brought the solution to where there was a need. I’m saving a lot of money on heating as everything is so much better insulated than before”, says Amélie Goblas from Longueau, Northern France. Amélie belongs to one of the families benefiting from the French pilot site of the E=0 project, which is creating a market for top-class and affordable net-zero energy house refurbishments, where consumption is nearly equal to the energy production. The concept is based on a one-week smooth implementation and follows a successful model from the Netherlands, which already delivered 2,000 refurbishments in the country. Thanks to the project, 17 pilot homes in Nottingham (UK) were completely refurbished, which will allow the roll-out to more than 300 other households. In France, 22 pilots in the villages of Hem and Longueau opened the way for the retrofit of 6500 other homes. As a recognition of its success, the project won the 2019 EU Sustainable Energy Award under the innovation category. Building on the success of E=0, a follow-up initiative focused on buildings named Mustbe0 was launched in May 2019.

Expected Outputs (EN):

E=0 will establish transnational cooperation (T1) to deliver net zero energy demonstrators (I1-5) across NWE (T2); this will include solutions for the owner-occupiers market. The supplier’s ecosystem (T3) will drive down cost to increase consumer uptake. The current price point for not yet existing net zero energy retrofits in FR, UK and LUX is estimated at 85.000 EUR per house (or less for apartments); E=0 aims to reduce these installation cost in line with the Dutch cost reduction trajectory.
