Municipality 21, the district of Vysocina has been collaborating with the state of Lower Austria for a long while. The actions of the Economy committee, which, due to the cooperation agreement between South Moravia, South Bohemia and Vysočina and the province of Lower Austria, has regularly met since 2014, in Jihlava on 17 February 2015, showed interest in a new project to reinvigorate rural, economically weak areas particularly in the border area. The development of the border regions through classical economic development has only partially worked in recent years. The migration of the population has been reduced, however, it still exists and mainly affects young people. Municipalities in the border area are most threatened. A critical situation also exists among young people (especially women) who migrate to larger cities. In some municipalities, almost half of the population is older than 60 years. In some municipalities, especially near the big cities, relatively well-developed satellite cities exist, however, their city centres are becoming dilapidated. These communities can get a second lease on life if there are some people who want to participate in the development of the community, outside of the traditional structures. Your personal commitment can be strengthened through the creation of a well functioning cross-border network for the transfer of best practice examples and know-how. The main objective of the project is to reinforce cooperation between the network of municipalities, which is based on the implementation of the LA21 method/Municipality 21 (as one of the quality methods recognised in the CZ public administration) and development of the local economy and improvement of inhabitants’ quality of life. During preparatory meetings, representatives from the individual project partners identified burning issues that are needed in the area of the economic recovery of the border regions and the prevention of their further depopulation. These include: how the inhabitants identify with their place of residence, support for women and men returning to work after maternity/parental leave, reinvigorating community centres to help strengthen economic and communal municipality development. Each of the regions has its own access to the solution. The aim of the project can only be achieved through jointly coordinated cross-border cooperation. Creating a common methodology and a cross-border transfer of best-practice examples brings new attitudes and potential solutions in line with the community legislature on both sides of the border. Thus far, the municipalities have tended to guard their know-how. Only meetings of the microregions served to transfer the experiences. It would be ideal to create a network of cooperating municipalities in the LA21 area at the level of the entire programme area.

S Dolním Rakouskem v oblasti MA21/Gemeinde 21 spolupracuje Kraj Vysočina již dlouhodobě. Na jednání skupiny Hospodářství, která se schází pravidelně od roku 2014 na základě Dohody o spolupráci regionů Kraj Vysočina, Jihočeský Kraj a Jihomoravský Kraj a Dolní Rakousko, byl dne 17. 2. 2015 v Jihlavě projeven zájem o zpracování nového projektu, který by oživil venkovské hospodářsky slabé oblasti především v příhraničí. Rozvoj příhraničních regionů prostřednictvím klasického hospodářského rozvoje v posledních letech fungoval pouze částečně. Odliv obyvatel se sice zpomalil, ale stále existuje a týká se především mladých lidí. Nejvíce jsou ohroženy obce v příhraničí. Kritická je také situace u mladých lidí (hlavně žen), kteří odcházejí do větších měst. V jednotlivých obcích je už téměř polovina lidí starších 60ti let. V řadě obcí, především v blízkosti větších měst, existuje poměrně rozvinutá satelitní výstavba, avšak jejich centrum chátrá. Pro tyto obce může být šance, pokud se v nich najdou lidé ochotní podílet se na rozvoji obce i mimo tradiční struktury. Jejich osobní angažovanost může být posílena vytvořením dobře fungující přeshraniční sítě pro přenos příkladů dobré praxe a know-how. Hlavním cílem projektu je posílení spolupráce sítě obcí, které jsou zapojené do realizace metody MA21/Gemeinde 21 (v ČR uznaná jako jedna z metod kvality ve veřejné správě) a využití nových nástrojů pro rozvoj lokální ekonomiky a zlepšení kvality života jejich obyvatel. Na přípravných jednáních projektu byla zástupci jednotlivých projektových partnerů vytipována nejpalčivější témata, která jsou potřebná řešit v oblasti hospodářského oživení příhraničních oblastí a zamezení jejich dalšího vylidňování – identita obyvatel s místem bydliště, podpora zaměstnanosti žen a mužů, vracejících se do pracovního procesu po mateřské/rodičovské dovolené, oživení center obcí k posílení hospodářského i komunitního rozvoje obce. Každý z regionů má specifický přístup k řešení. Cíle projektu může být dosaženo pouze společným koordinovaným přeshraničním přístupem. Vytvoření společné metodiky a vzájemný přeshraniční přenos příkladů dobré praxe přinese nové přístupy a způsoby řešení v souladu s legislativou obcí na obou stranách hranice. Doposud si obce svoje know-how spíše chránily. K předávání zkušeností sloužily pouze setkávání na úrovni mikroregionů. Ideálním stavem je vytvořit síť spolupracujících obcí v oblasti MA21 na úrovni celého programového území.

Achievements (EN):

The Magnet project implemented a number of different measures to counter migration from communities in the border region. The aim of the project Magnet was to revive municipalities on the border between Austria and the Czech Republic. This goal was approached with different actions and measures. An educational module with, among others, the following topics was offered: Development of potentials, team building, conflict management but also sustainable action, project management and project implementation. A cross-border avenue was planted together and a digital map was developed on which all the activities and events of the region can be seen: https://www.mapotic.com/e-mapa-dobre-praxe . In addition, after intensive consultations in conferences, the project team compiles a catalogue of measures for re-entry into the world of work after leaving. All of this is intended to counteract the emigration from the commons and to increase the quality of life and the sense of community of the citizens.

Achievements (DE):

Im Projekt Magnet wurde eine Reihe von unterschiedlichen Maßnahmen umgesetzt, um der Abwanderung aus Gemeinden in der Grenzregion entgegenzuwirken. Ziel des Projektes Magnet war es, Gemeinden an der Grenze zwischen Österreich und Tschechien zu beleben. An dieses Ziel ging man mit unterschiedlichen Aktionen und Maßnahmen heran. Es wurde ein Bildungsmodul mit unter anderem folgenden Themen angeboten: Entfaltung von Potentialen, Teambildung, Konfliktbewältigung aber auch nachhaltigem Handeln, Projektmanagement und Projektumsetzung. Es wurde gemeinsam eine grenzüberschreitende Allee gepflanzt und man erarbeitete eine digitale Karte auf der alle Aktionen und Veranstaltungen der Region zu sehen sind: https://www.mapotic.com/e-mapa-dobre-praxe . Außerdem stelle das Projektteam nach intensiven Beratungen in Konferenzen einen Maßnahmenkatalog für den Wiedereinstieg in die Arbeitswelt nach der Karenz zusammen. All dies soll dazu dienen, der Abwanderung aus den Gemeinen entgegenzuwirken und die Lebensqualität und das Gemeinschaftsgefühl der BürgerInnen zu erhöhen.

Expected Outputs (CS):

Hlavním výsledkem je zlepšení a posílení přeshraniční institucionální spolupráce realizátorů MA21/G 21. Tato spolupráce bude zakotvena v aktualizované Dohodě mezi zemí Dolní Rakousko a krajem Vysočina a Jihomoravským a Jihočeským krajem. Díky vytipování nových nástrojů, které přinesly obcím zlepšení podmínek jejich rozvoje a zlepšení kvality života jejich obyvatel umožníme jejich společnou úpravu pro přeshraniční využití a pilotní odzkoušení. Zpracování vzorového materiálu, který může sloužit ostatním obcím jako inspirace (4 metodiky). Jeho představení v rámci společné přeshraniční akce (5). Vytvoření mapy těchto společných příkladů pro budoucí využití (1x interaktivní mapa). Proškolení osob, které se na realizaci rozvojových aktivit v obcích nejvíce podílejí (9 dní školení).

Das Hauptergebnis ist eine Verbesserung und Stärkung der grenzüberschreitenden institutionellen Zusammenarbeit zwischen Koordinatoren der LA21/G 21. Diese Zusammenarbeit wird in der aktualisierten Vereinbarung über die Zusammenarbeit zwischen Kreis Südböhmen, Südmähren und Vysočina und dem Land Niederösterreich verankert. Durch Auffinden von neuen Mitteln, die für Gemeinden bessere Entwicklungsbedingungen und eine Verbesserung der Lebensqualität ihrer Bewohner bedeuten, ermöglichen wir eine gemeinsame Bearbeitung für die grenzüberschreitende Nutzung und Pilotprobe. Eine Bearbeitung des Musters, das den anderen Gemeinden als eine Inspiration dienen kann (4 Methodiken). Sein Vorstellung im Rahmen der gemeinsamen grenzüberschreitenden Veranstaltung (5). Schaffen einer Karte mit diesen gemeinsamen Beispielen für eine zukünftige Nutzung (1x interaktive Karte). Ein Lehrgang für Personen, die sich an der Umsetzung von Entwicklungsaktivitäten in Gemeinden am meisten beteiligen (Lehrgang–9 Tage)
