Vědy o živé přírodě a biotech a nanotech sektor ve zvýšené míře závisejí na podpoře výzkumných infrastruktur (VI) se specializovaným vybavením a vysoce kvalifikovanými odborníky a tento trend roste a je nevyhnutelný. Projekt přispívá ke společné výzvě přeshraničního regionu „Výzkum a inovace“ pomocí vytváření nových synergií vedoucích ke zvýšení kapacity institucí. Projekt se zaměřuje na využití potenciálu synergických spoluprací přeshraničních výzkumných infrastruktur na úrovni technologické i řídící a na vztvoření a validaci udržitelného modelu přeshraniční spolupráce VI. Výsledky těchto spoluprací zvýší kvalitu a rozsah poskytovaných služeb VI, vývoje nových aplikací a zařízení a rozšíří možnosti přístupu k VI uživatelům z celého přeshraničního regionu. Tímto způsobem projekt vyváženě přispívá k rozvoji přeshraničního centra life sciences a ke zvýšení konkurenceschopnosti regionu v oblasti V&V. Dvě nejvýznačnější centra působící v VI pro biomedicínu a technologii v česko-rakouské přeshraničních region jsou Vienna Biocenter Core Facilities ve Vídni (VBCF) a Středoevropský technologický institute v Brně (CEITEC). Provedli jsme analýzu vybavení a odborností v VI, jež k sobě na obou stranách patří, a identifkovali hlavní překážky a příležitosti specifické pro tyto přeshraniční VI, které je třeba zvládnout, respektive využít, aby se posílila kvalita jejich výzkumu a nabízených služeb. Primární cílovou skupinou budou výzkumníci, pracovníci VI, a biotechnologické a nanotechnologické firmy. Hlavními výstupy budou: Zvýšení znalostí v managementu VI a odborných znalostí v oblasti poskytování špičkových služeb Inovovaná výzkumná zařízení a služby jako výsledek společného využívání komplementárního vybavení v přeshraničním regionu Usnadnění přístupu k VI externím uživatelům z CZ-AT programového regionu Zvýšené využívání VI uživateli přicházejícími z méně urbanizovaných oblastí Těchto výstupů dosáhneme prostřednictvím 1) výměnných stáži pracovníků VI a jejich školení, 2) inovativních společných výzkumných projektů, které využívají komplementární přeshraniční odborné znalosti, a 3) workshopů a programu otevřené přístupu jako formy propagace těchto služeb. Tyto kroky nelze uskutečnit bez přeshraniční spolupráce, protože závisejí na infrastruktuře a odborných znalostech na jednotlivých stranách, které nelze snadno replikovat. Tato spolupráce představuje jedinečnou příležitost vytvořit konkurenční výhodu pro přeshaniční region. Zapojením dalších partnerů, zejména FNUSA-ICRC a ISTA chceme rozšířit těsnou spolupráci mezi VBCF a CEITECem také na tyto instituce.

Life Sciences und Bio/Nanotech-Sektor sind in zunehmendem Maß auf die Unterstützung durch Forschungsinfrastrukturen (FI) mit spezieller Geräteausstattung und höchst qualifizierten Spezialisten angewiesen. Das ist ein Trend, der sich verstärkt und gleichzeitig unausweichlich ist. Das Projekt leistet einen Beitrag zum gemeinsamen Problem der Forschung und Innovation in der grenzüberschreitenden Region, indem es neue Synergien schafft und die institutionellen Kapazitäten stärkt. Das Projekt zielt darauf ab, das synergistische Potential von grenznahen FI im technologischen und administrativen Bereich auszuloten und ein nachhaltiges Modell grenzüberschreitender Kooperation von FI zu entwickeln und zu validieren. Als Ergebnis wird Qualität und Umfang der Services der FI stark erhöht, die Entwicklung neuer Messverfahren stimuliert, und der Zugang zu FI für Nutzer der grenzüberschreitenden Region ausgeweitet. Auf diese Weise wird das Projekt durch Innovation in FI einen kohärenten Beitrag zur Entwicklung eines grenzüberschreitenden Life-Sciences-Standortes leisten und die Wettbewerbsfähigkeit der Region in F&E stärken. Die zwei wichtigsten Zentren der grenznahen AT-CZ-Region, die biomedizinische und technische FI betreiben, sind die Vienna Biocenter Core Facilities (VBCF) in Wien und das Central European Institute of Technology (CEITEC) in Brno. Wir haben Geräteausstattung und Knowhow einander entsprechender Core Facilities analysiert und wesentliche, für die FI dieser Grenzregion spezifische Schwächen und Entwicklungsmöglichkeiten identifiziert. Diese müssen beseitigt bzw. genutzt werden um die Qualität der Forschung und der erbrachten Services in die Höhe zu treiben. Die Hauptzielgruppen sind Forscher, FI-Betreiber, und Bio- und Nanotech-Firmen. Die Hauptergebnisse werden sein: Verbessertes Knowhow für das Management von RI und die Erbringung von State-of-the-Art-Forschungsservices. Neue, innovative Forschungsinstrumente und -services durch die grenzüberschreitende Nutzung komplementärer Geräteausstattung. Ermöglichung von Zugang zu FI für externe Nutzer aus der CZ-AT-Programmregion. Verstärkte Einbeziehung von Nutzern aus weniger urbanisierten Gebieten in die Nutzung von FI. Diese Ergebnisse werden erreicht durch 1) Trainings und Personalaustausch zwischen FI, 2) innovative gemeinsame Forschungsprojekte, die auf der komplementären, jenseits der Grenze vorhandenen Expertise aufbauen, und 3) Workshops und “Open Access“ Programme um diese Services bekannt zu machen. Diese Aktivitäten können ohne die grenzüberschreitende Kooperation nicht stattfinden, da sie auf Infrastruktur und Expertise auf beiden Seiten beruhen, die auf der jeweils anderen Seite nicht vorhanden ist bzw. nicht repliziert werden kann. Diese Kooperation stellt eine einzigartige Gelegenheit dar, einen kompetitiven Vorteil für die grenzüberschreitende Region zu erzeugen. Die Kooperation wird auf die Partner ICRC und ISTA ausgeweitet.

The Life Sciences and Bio/Nanotech sectors are increasingly dependent on the support of research infrastructures (FI) with special equipment and highly qualified specialists. This is a trend that is gaining traction and is, at the same time, unavoidable. The project contributes to the common problem of research and innovation in the cross-border region by creating new synergies and strengthening institutional capacities. The aim of the project is to explore the synergistic potential of cross-border FIs in the technological and administrative area and develop and validate a sustainable model of cross-border cooperation between FIs. As a result, the quality and scope of FI services will be greatly increased, the development of new measurement methods stimulated, and access to FI for users of the cross-border region expanded. In this way, through innovation in FI, the project will provide a coherent contribution to the development of a cross-border Life Sciences site and strengthen the competitiveness of the region in terms of R&D. The two most important centres of the AT-CZ border region, which operate biomedical and technical FI, are the Vienna Biocenter Core Facilities (VBCF) in Vienna and the Central European Institute of Technology (CEITEC) in Brno. We have analysed the equipment and knowhow of each other's corresponding core facilities and identified major weaknesses and development opportunities specific to the FI of this border region. These must be eliminated and/or used to increase the quality of research and the services provided. The main target groups are researchers, FI operators, and bio and nanotech companies. The main results will be: Improved expertise in the management of RI and the provision of state-of-the-art research services. New, innovative research tools and services through the cross-border use of complementary equipment. Enabling access to FI for external users from the CZ-AT programme region. Increased involvement of users from less urbanised areas in the use of FI. These results are achieved through 1) training and staff exchanges between FI, 2) innovative joint research projects that build on the complementary expertise beyond the borders, and 3) workshops and "open access" programmes to make these services better known. These activities could not be performed without cross-border cooperation because they are based on infrastructure and expertise on either side, which is not present on the other or cannot be replicated. This cooperation represents a unique opportunity to create a competitive advantage for the cross-border region. The cooperation will be extended to the ICRC and ISTA partners.

Hlavním cílem předloženého projektu není pouze vyvinutí a nabídka inovativních služeb VI, nýbrž také jejich zpřístupnění pro uživatele z přeshraničního regionu a tím stimulace inovací v celém regionu. Tyto aktivity přispějí ke vzniku přeshaničního znalostního centra life sciences. Specifické projektové aktivity se zaměřují na oblasti, které se rychle vyvíjí a také na méně urbanizované části regionu. Intenzivní spolupráce a inovace služeb jsou základními předpoklady pro dosažení vyšší zaměstnanosti, vuyžívání národních a evropských fondů, a tudíž přispění k HDP, což je rozhodující faktor pro navýšení investic do V&V a tedy k dosažení výzkumné kvóty.

Expected Outputs (DE):

Das letztendliche Ziel des vorliegenden Projektes ist nicht nur das Entwickeln und Anbieten innovativster FI Services sondern auch das Zugänglichmachen für Nutzer der Grenzregion und damit die Stimulation von Innovation in der gesamten Region. Damit soll ein Beitrag zum Entstehen eines vernetzten, grenzüberschreitenden Life-Sciences-Standortes geleistet werden. Spezifische Projektaktivitäten richten sich auf Gebiete, die sich schnell entwickeln und auf weniger urbanisierte Gegenden der Region. Eine intensive Zusammenarbeit und Innovationen bei den Services sind grundlegende Voraussetzungen um einen höheren Beschäftigungsstand zu erreichen, nationale und europäische Fördermittel auszuschöpfen und damit einen Beitrag zum BIP zu leisten, das eine bestimmende Größe für Erhöhungen von Investitionen in F&E und damit für die Erreichung der Forschungsquote darstellt.
