Obiettivo principale del progetto è la realizzazione di un bollettino valanghe congiunto multilingue che informi quotidianamente i cittadini sulla situazione valanghe nell’intero territorio dell’Euregio. A tal fine il progetto si propone di uniformare il lavoro degli addetti mediante un workflow unificato basato su standard EAWS per la redazione del bollettino e appositi periodici corsi di formazione. Le strutture di comunicazione sviluppate nell’ambito del progetto favoriranno e faciliteranno lo scambio di informazioni tra gli esperti dei tre territori, grazie anche a un sistema software che visualizzerà dati delle stazioni meteo, osservazioni, profili nivologici ed eventi valanghivi dell’intera regione e che permetterà di caricare il bollettino valanghe. Lo scambio di informazioni avverrà tramite interfacce e formati standardizzati che faciliteranno futuri ampliamenti e collegamenti. Il bollettino valanghe dell’Euregio si presenterà sul sito in modo intuitivo e uniforme grazie a una cartografia ottimizzata e a descrizioni basate su blocchi di testo predefiniti. Interfacce standardizzate con i media e i social network faciliteranno la diffusione del bollettino. I dati saranno liberamente accessibili supportando così l’iniziativa Open Data. Questo primo bollettino valanghe transfrontaliero costituirà un decisivo passo avanti nella prevenzione e nella gestione dei rischi nel territorio dell’Euregio.

Das Hauptziel des Projekts ist ein gemeinsamer, multilingualer Lawinenlagebericht, der die Öffentlichkeit täglich über die Lawinensituation in der gesamten Europaregion informiert. Dazu wird die Arbeit der Lawinenprognostiker mit Hilfe eines auf EAWS Standards basierenden, einheitlichen Workflows zur Erstellung des Lawinenlageberichts sowie durch regelmäßige Schulungen homogenisiert. Die entwickelten Kommunikationsstrukturen werden den Informationsaustausch zwischen den Experten der verschiedenen Regionen fördern und erleichtern. Dabei unterstützt werden sie durch ein Softwaresystem, welches Wetterstationsdaten, Beobachtungen, Schneeprofile und Lawinenereignisse der gesamten Region visualisiert und die Möglichkeit zur Eingabe des Lawinenlageberichts bietet. Der Austausch von Informationen erfolgt dabei über standardisierte Schnittstellen und Formate, wodurch zukünftige Erweiterungen und Einbindungen vereinfacht werden. Der Euregio-gemeinsame Lawinenlagebericht wird auf einer Website durch optimierte Kartendarstellungen sowie auf Textbausteinen basierenden Beschreibungen intuitiv und vergleichbar präsentiert. Standardisierte Schnittstellen zu Medien und sozialen Netzwerken erleichtern die Verbreitung des Lageberichts. Die Daten werden frei zugänglich sein und somit die Open Data Initiative unterstützen. Als erster grenzüberschreitender Lawinenlagebericht wird eine entscheidende Verbesserung in der Risikoprävention und dem Risikomanagement in der Europaregion erreicht.

Description (EN):

The project's main goal is the realization of a joint multilingual avalanche bulletin designed to daily inform citizens about the avalanche situation in the entire Euregio territory. In order to achieve this, the project aims at standardizing the work of the employees through a unified workflow based on EAWS standards for the preparation of the bulletin while organizing apposite periodic training. Communication structures developed within the project will promote and facilitate the exchange of information among experts of the three territories, thanks to a software system that will display the weather station data, observations, snow and avalanche profiles of the whole region and will enable loading of the avalanche bulletin. The exchange of information will occur through standardized interfaces and formats that will facilitate future extensions and connections. The Euregio avalanche bulletin will be presented on the Web site in an intuitive and uniform way thanks to optimized mapping and descriptions based on predefined text blocks. Standardized interfaces with the media and social networks will facilitate the broadcast of the bulletin. All data will be freely accessible thus supporting the Open Data initiative. This first cross-border avalanche bulletin is a decisive step forward in risk prevention and management in the Euregio territory.

Expected Results (IT):

La proposta di dare vita a un bollettino valanghe dell’Euregio è da parecchio tempo al centro dell’attenzione. Si registrano in proposito una risoluzione adottata dalla Dieta tirolese e una dichiarazione di intenti della Giunta provinciale di Bolzano. In occasione del Forum europeo di Alpbach 2015 si è parlato del bollettino valanghe euroregionale come di un intervento concreto in materia di gestione dei rischi naturali. Per quanto riguarda il GECT Euregio Tirolo-Alto Adige-Trentino la Giunta formata dai tre Presidenti riunitasi il 28.5.2015 ha inserito il progetto del bollettino valanghe nella strategia del GECT per la partecipazione ai programmi Interreg. L’argomento fondamentale è dato dalla crescente mobilità di turisti e scialpinisti a fronte della talora notevole diversità di condizioni per le gite scialpinistiche che caratterizzano il versante settentrionale e quello meridionale della cresta alpina principale. Attualmente le informazioni sul rischio valanghe nell'Euregio provengono da bollettini valanghe diversi e da altre fonti. Mettere a disposizione degli utenti un servizio giornaliero congiunto, transfrontaliero, armonizzato e standardizzato costituisce quindi l’obiettivo essenziale della strategia congiunta. Per rafforzare la collaborazione tra i servizi di prevenzione valanghe è necessario sviluppare standard, strumenti tecnici e processi operativi unitari che assicurino una cooperazione strutturata e sostenibile nel tempo. Strategie comunicative concordate con il coinvolgimento dei canali mediatici più diversi garantiranno al bollettino valanghe più ampia diffusione e favoriranno in entrambi i territori aderenti al progetto un’informazione più capillare. Grazie alle caratteristiche di armonizzazione e multilinguismo e alla sua ampia diffusione il bollettino valanghe dell’Euregio rappresenta un’opportunità concreta per accrescere la qualità dei servizi di allerta valanghe e quindi per migliorare le attività di gestione e prevenzione dei rischi.

Der Vorschlag eines Euregio-Lawinenlageberichts wird seit längerem intensiv diskutiert. Es liegen eine Landtagsentschließung in Tirol sowie eine Willensbekundung der Südtiroler Landesregierung vor. Im Rahmen des Tiroltags beim Europäischen Forum Alpbach 2015 wurde der Euregio-Lawinenlagebericht als eine konkrete Maßnahme im Bereich Naturgefahrenmanagement diskutiert. Im Rahmen des EVTZ Europaregion Tirol- Südtirol-Trentino wurde der Lawinenlagebericht vom Vorstand in Zusammensetzung der drei Landeshauptleute am 28.5.2015 in die EVTZStrategie zur Beteiligung an Interreg-Programmen aufgenommen. Als grundlegende Argumentationslinien des vorliegenden Projektantrags ist die steigende Mobilität der Touristen und Skitourengeher anzuführen, die durch mitunter deutlich abweichende Tourenbedingungen südlich und nördlich des Alpenhauptkamms ein beachtliches Ausmaß annimmt. Derzeit sind lawinen-relevante Informationen in der Europaregion nur über unterschiedliche Lawinenlageberichte und sonstige Informationsquellen zu beziehen. Ein gemeinsamer, grenzüberschreitender, harmonisierter und standardisierter täglicher Service für die Bevölkerung stellt somit das wesentliche Ziel der gemeinsamen Strategie dar. Die Entwicklung von einheitlichen Standards, technischen Werkzeugen und Arbeitsabläufen, die eine strukturierte und nachhaltige Kooperation gewährleisten, bilden die Basis für eine verstärkte Zusammenarbeit der Lawinenwarndienste. Abgestimmte Kommunikationsstrategien unter Einbeziehung unterschiedlichster Medienkanäle führen zu einer breiten Verteilung des Lawinenlageberichts und unterstützen in beiden beteiligten Ländern die Kommunikation risikorelevanter Information an die Bürger. Dieser Euregio-Lawinenlagebericht bietet aufgrund der Harmonisierung, der Mehrsprachigkeit und der breiten Informationsstreuung wesentliche Chancen und Potentiale für eine Qualitätssicherung in der Lawinenwarnung und damit einhergehend eine Verbesserung des Risikomanagements und der Risikoprävention.

OI6 - Numero di cooperazioni istituzionali nell’ambito della prevenzione dei rischi e della protezione civile; Numero 5,00; Il progetto ALBINA genererà una cooperazione tra i Servizi di prevenzione valanghe del Land Tirolo e delle Province autonome di Trento e di Bolzano che si tradurrà nella produzione di un bollettino valanghe euroregionale, il cui carattere transfrontaliero consentirà un notevole progresso nella prevenzione dei rischi. Una serie di opportune misure (sistema software, processi operativi, formazione, linee guida) garantiranno una cooperazione che continuerà anche a progetto ultimato.

OI6 - Anzahl institutioneller Kooperationen im Bereich Risikoprävention und Katastrophenschutz; Anzahl 5,00; Während dem Projekt ALBINA entsteht eine Kooperation der Lawinenwarndienste Tirol, Südtirol und Trentino. Mit Hilfe dieser Kooperation entsteht ein Euregio- Lawinenlagebericht, der durch seinen grenzübergreifenden Charakter einen deutlichen Fortschritt im Bereich der Risikoprävention bringt. Durch geeignete Maßnahmen (Softwaresystem, Arbeitsabläufe, Schulungskonzept, Leitfaden) wird eine Kooperation auch nach Projektende sichergestellt.
