Per la conservazione delle foto e per renderle accessibili - nell’area progettuale in questione - vengono usati procedimenti di digitalizzazione, di conservazione e di archiviazione delle immagini analogiche e digitali. Ad oggi non esistono ancora linee guida specifiche, adatte a persone che lavorano su base volontaria nella cronistoria, negli archivi, nei musei e nell’educazione permanente. Esiste un forte bisogno di una strategia specifica qualitativa. Nell’arco di un intenso processo di ricerca e di partecipazione verranno sviluppate – ai sensi del valore aggiunto transfrontaliero - delle linee guida come strumento di mediazione per le diverse figure professionali in Tirolo ed in Alto Adige. Tutto ciò verrà realizzato tramite workshops, corsi di formazione online e consulenze. In base alle strategie di sviluppo regionali, nazionali ed europee il progetto intende prendere come riferimento i principi dell’ “open government data”. L’obiettivo è quello di rendere libero l’accesso ai file immagine ed ai metadati conservati dalla pubblica amministrazione, soprattutto alle start-up del settore. La “piattaforma fotografia” raccoglie in una sede centrale tutti i risultati del progetto (linee guida, open data, fondi pilota, mostre virtuali, app per dispositivi mobili). In questo modo la piattaforma avrà la funzione di un portale di referenza sostenibile, transistituzionale ed informativo per le suddette figure e per tutte le persone interessate alla fotografia analogica e digitale.

Um Fotos zu konservieren und zugänglich zu machen, werden im Projektgebiet vielerorts Digitalisierungs-, Sicherungs- und Archivierungsvorhaben umgesetzt. Vor allem für ehrenamtlich Tätige im Chronik-, Archiv-, Museumsbereich und in der Erwachsenenbildung fehlen aber bisher zielgruppenspezifische Leitlinien für den Umgang mit dem analogen und digitalen „Kulturschatz Lichtbild”. Hier bedarf es dringend einer gezielten Strategie der Qualitätssicherung und -steigerung. In einem intensiven Recherche- und Partizipationsprozess werden Handreichungen entwickelt und als konsequente Vermittlungsmaßnahme im Sinne des grenzüberschreitenden Mehrwerts den Zielgruppen in Tirol und Südtirol in Workshop- Modulen, via Online-Learning-Kursen und in Beratungsgesprächen weitergegeben. Entsprechend europäischer, nationaler und regionaler Entwicklungsstrategien greift das Projekt das Thema Government Open Data auf und setzt das Prinzip der offenen Zugänglichkeit von Bilddateien, Metadaten der öffentlichen Verwaltung und deren Weiterverarbeitung vor allem durch Start Ups erstmals pionierartig im Bereich der „Historischen Fotografie“ um. Die „Plattform Lichtbild“ sammelt an zentraler Stelle alle Ergebnisse des Projekts (Handreichungen, Open Data, Pilotbestände, virtuelle Ausstellungen, Applikation für mobile Endgeräte) und fungiert als nachhaltiges institutionenübergreifenden wissenssicherndes Referenzportal für die Zielgruppen sowie alle an analoger und digitaler Fotografie interessierten Personen.

For the conservation and public access of photos, measures of digitizing, preservation and archiving are be realized in the project area. Especially for people who work on a voluntary basis as chroniclers, in museums or archives and for the field of adult education, there are no specific guidelines for the handling of the digital and analogue “cultural treasure of photos“ yet. Therefore, a systematic strategy for quality management and improvement is strongly needed. Through an intensive process of research and participation handouts are going to be elaborated and handed on to the target group in Tyrol and South Tyrol via workshop-modules, Online-Learning courses and consultations – as a consequent measure of knowledge transmission for the purpose of a transnational additional value of the project. Considering European, national and regional development strategies, the project also deals with the issue of Government Open Data and realizes the principle of public access to the data and meta data of the public administration and their processing mainly through Start Ups – realized for the first time ever in the field of “historical photography“. The “platform photography” collects the outcome of the project (handouts, Open Data, new photo collections, virtual exhibits, app for mobile equipment). It acts as a main portal to combine knowledge of different institutions and secure it in a sustainable way for the target groups and people interested in analogue/digital photography.

Expected Results (IT):

Per il personale su base volontaria e non, nel settore della cronistoria, degli archivi, dei musei e dell’educazione permanente, in Tirolo ed in Alto Adige, la conservazione di foto non è una novità, ma la gestione delle foto porta con se ancora delle lacune da colmare. Per questo motivo nasce l’esigenza di mettere a disposizione delle linee guida unitarie ed accessibili gratuitamente. Tramite i canali tradizionali, nell’area progettuale, i file immagine ed i metadati non sono disponibili per il libero utilizzo e per la commercializzazione. Per permettere il libero accesso dei dati, secondo i principi dell’open data (OGD), è necessario un profondo cambiamento nel modo di pensare. Il progetto si pone quindi due obiettivi. In primo luogo dovranno essere fornite competenze per rendere possibile una gestione efficace del materiale fotografico. In secondo luogo deve essere creato, a livello interregionale e su base istituzionale, un accesso aperto per il materiale fotografico. Per questo il Tiroler Photoarchiv, centro di competenza nel settore, svilupperà con i partner, elementi standardizzati per la gestione delle immagini. Questi standard verranno trasmessi attraverso workshops, online learning, OER (Open Educational Resources) e consulenza. L’utilizzo delle linee guida verrà favorito dal dialogo con le istituzioni e dall’interazione costante con i partner associati e gli utenti finali. Al fine di rendere possibile l’accesso aperto in base alle vigenti norme e strategie OGD - europee, nazionali e regionali (ad esempio Südtirol Digital Agenda ossia Accordo di governo del Tirolo 2013- 2018) - sui portali istituzionali delle due regioni verranno messi a disposizione – per uso commerciale e non - i metadati ed i file immagine sotto forma di licenza Creative Commons. Nella “piattaforma fotografia” saranno visibili tutti i risultati: linee guida e foto-applicazioni georeferenziate, online learning, OER, Open Data, mostre virtuali, foto con licenze CC per il download.

Sicherung von historischen und digitalen Fotos ist in Tirol und Südtirol unter ehrenamtlich Tätigen in Chronik, Museen, Archiven und Erwachsenenbildung aktuell, schafft aber Unsicherheiten im Umgang damit. Es braucht zielgruppenspezifische, einheitliche, kostenlos zugängliche Leitlinien. Über herkömmliche Kanäle sind Bilddateien und Metadaten im Projektgebiet nicht zur freien Verwendung und wirtschaftlichen Vermarktung im Sinne des europäischen Open Data (OGD)-Gedankens verfügbar. Es braucht ein Umdenken der Institutionen, um den offenen Zugang zu ermöglichen. Das Projekt verfolgt daher zwei Ziele. Zum einen sollen die Zielgruppen mit den notwendigen Kompetenzen für den Umgang mit Fotos ausgestattet werden. Zum anderen sollen interregionale offene Zugänge für historische und digitale Fotos auf institutioneller Ebene geschaffen werden. Zur Erreichung der Ziele entwickelt das Tiroler Photoarchiv als Lichtbild-Kompetenzzentrum mit seinen Partnern Standards für die Fotobearbeitung und gibt sie in Workshops, Online-Learning, als OER (Open Educational Resources) und Beratungsangebot weiter. Die Verwendung und Akzeptanz der Leitlinien wird durch den Dialog der Institutionen und den kontinuierlichen Austausch mit den assoziierten Partnern bzw. Endnutzern vorangetrieben. Für den offenen, barrierefreien Zugang gemäß den geltenden europäischen, nationalen und regionalen Normen und Strategien zu OGD (z. B. Südtirol Digital Agenda bzw. Regierungsübereinkommen Tirol 2013-2018) werden den Wirtschaftstreibenden auf den institutionellen Portalen der beiden Länder Metadaten und Bilddateien unter Creative Commons-Lizensierung zu gewerblichen und sonstigen Zwecken kostenlos zur Verfügung gestellt. Auf der Plattform „Lichtbild“ als niederschwelliges Forum finden sich alle Projekt-Ergebnisse (dt./ital.): Leitlinien und georeferenzierte Foto- Applikation (auch Englisch), Online Learning, OER, Open Data, virtuelle Ausstellungen, Fotos mit CC-Lizenzen zum Download.

CO44 - Numero di partecipanti alle iniziative locali congiunte per l'occupazione e alle attività di formazione congiunta; Persone 100,00; - almeno 100 partecipanti alle iniziative di educazione permanente (moduli specifici di workshop, tool di online learning e consulenza personale). OI9 - Numero di nuovi concetti e servizi creati per migliorare la cooperazione tra amministrazioni ecittadini; Numero 4,00; 1) almeno 5.000 metadati e file immagine in formato OGD sulla „piattaforma fotografia“ e sui portali Open Data delle amministrazioni di Bolzano e di Innsbruck. 2) 5 pubblicazioni con linee guida elaborate ex novo (storia della fotografia nell’area di progetto, diritti di immagine, conservazione e catalogazione, digitalizzazione e ritocco, archiviazione a lungo termine) intesi come servizio offerto dall’amministrazione per i cittadini, per incrementare le competenze nella gestione delle fotografie e per sensibilizzare sul tema „patrimonio fotografia“ in combinazione con iniziative di formazione di alta qualità. 3) almeno due mostre (reali rispettivamente virtuali). 4) presentazione di almeno 12.000 nuove fotografie - tratte dai fondi pilota - catalogate, digitalizzate e pubblicate online sulla piattaforma durante l’andamento del progetto, una parte di esse con il rilascio della licenza CC.
