L’area di programma offre un’ampia varietà di siti d’interesse naturalistico (es. parchi naturali, paesaggi ecc.), culturale e storico. L’area del progetto comprende anche luoghi meno conosciuti, con attrattive turistiche naturali e culturali. Tuttavia, le iniziative congiunte transfrontaliere di programmazione e gestione turistica sono scarse, eccettuati alcuni casi, come Alpine Pearls. È necessario sviluppare una visione del territorio come bene economico comune da proteggere e valorizzare. Il progetto, quindi, ha l’obiettivo di creare un modello di sviluppo territoriale basato sull’utilizzo sostenibile di destinazioni turistiche meno note e del loro patrimonio naturale e culturale. Per realizzarlo, si prevede di: 1) Migliorare la governance turistica locale, condividendo con cittadini e attori economici un’idea di gestione della destinazione turistica. A tale scopo, si svilupperà un modello di governance turistica. 2) Includere i principi della “European Chart for Sustainable Tourism” (ECTS) nella progettazione di prodotti turistici innovativi. A tale scopo, si svilupperà un toolkit per il turismo sostenibile da applicare in azioni pilota. 3) Progettare un’offerta turistica di elevata qualità che integri vacanza attiva, benessere, natura e cultura con l’agroalimentare, l’artigianato e il folclore. I nuovi prodotti sviluppati con gli stessi criteri verranno promossi e commercializzati come un unico circuito turistico transfrontaliero.

Das Programmgebiet bietet eine Vielfalt an Natur- (z.B. Naturparks, Landschaften usw.) und Kulturhistorische Stätten an. Das Projektgebiet schließt dazu weniger bekannte Orte mit Natur- und Kultursehenswürdigkeiten ein. Es mangelt aber an grenzübergreifenden Initiativen, die die touristische Planung und das Tourismusmanagement fördern, wie Alpine Pearls. Man braucht, ein neues Konzept, um die Regionen als gemeinsames zu schützendes und aufzuwertendes Gebiet zu entwickeln und wirtschaftlich in Wert zu setzen. Deshalb zielt das Projekt darauf ab, ein neues Regionalentwicklungsmodell zu erarbeiten, das auf die nachhaltige Nutzung von weniger bekannten Orten und deren Natur- und Kulturerbe gründet. Um das zu erreichen, wird das Projekt: 1) Die lokale Tourismus-Governance verbessern, indem Bürger und Wirtschaftsakteure eine gemeinsame Idee von Tourismusmanagement entwickeln. Zu diesem Zweck wird ein Governance-Modell erarbeitet. 2) Die Grundsätze der European Charter for Sustainable Tourism in Protected Areas” (ECST) in innovativen Tourismuskonzepten zu berücksichtigen. Zu diesem Zweck wird ein Toolkit für die Tourismusnachhaltigkeit entwickelt und in Pilotprojekten getestet. 3) Ein hochwertiges Tourismusangebot entwerfen, das Aktivurlaub, Wohlbefinden, Natur und Kultur mit Land- und Ernährungswirtschaft, Handwerk und Volkskunst zusammenstellt. Die neuen mit den gleichen Kriterien entwickelten Produkte werden als ein einziges grenzübergreifendes Tourismusnetzwerk vermarktet.

The programme area boasts a wide variety of natural (e.g. national parks, landscapes etc.) and cultural as well as historical attractions. Moreover, the project area includes less known places with interesting cultural and natural peculiarities for tourism attractiveness. From a cross-border perspective, initiatives for joint planning and management of tourism are rare, except for few remarkable cases (e.g. Alpine Pearls). The project area needs to develop a vision of the territory as a common economic asset to protect and enhance. Therefore, the project overall objective is to create a model for territorial development based on the sustainable use of less known tourism destinations, their natural and cultural heritage. To achieve this, the project will: 1) Improve local tourism governance by involving citizens and economic actors in a common concept of tourist destination management. To this aim, a model for tourism governance will be produced. 2) Incorporate the principles of the “European Charter for Sustainable Tourism in Protected Areas” (ECST) into the design of innovative tourism products. To achieve this, the project will first develop a toolkit for sustainable tourism and then apply it to pilot actions. 3) Design a high-quality tourism offer integrating active, wellness, natural & cultural vacation with agro-food production, handcrafts, and folklore. The new products developed with same criteria will be promoted and marketed as one cross-border tourism network.

Expected Results (IT):

L’area del programma possiede un patrimonio naturale e culturale molto ricco, determinante per la qualità della vita e l’identità regionale. Con 400 siti di rilievo culturale e la presenza sul 21% del territorio di aree protette della Rete Natura 2000, tale patrimonio costituisce una risorsa dal punto di vista economico e un elemento di attrazione turistica che contribuisce a creare lavoro e reddito. In un periodo in cui l’economia globale fatica a riprendersi, il turismo, infatti, sembra non conoscere crisi, con dati prospettici di quasi 2 miliardi di arrivi internazionali per il 2030 (UNWTO). Il progetto si sviluppa in un’area alpina montana e pedemontana, caratterizzata da un crescente indice di vecchiaia della popolazione e da una decrescita delle giovani generazioni con difficoltà a integrarsi nel mercato del lavoro. Inoltre le Alpi, pur avendo una lunga tradizione turistica, devono affrontare la concorrenza di mete economicamente più vantaggiose perché il turismo ormai è globale. La facilità e convenienza dei viaggi low cost, in un mercato veloce e connesso, aumentano la competizione e chiedono un cambiamento cruciale nel concetto di turismo, puntando non più solo sul richiamo della località ma sulle motivazioni e le esperienze che i turisti cercano. Questo significa creare e gestireun’offerta che è l’insieme dei molti elementi caratteristici del territorio, quali la natura, il paesaggio, le tradizioni locali (cucina, prodotti tipici, artigianato, cure di benessere, feste ecc.), l’arte ecc. Per questa ragione è necessario conservare e valorizzare maggiormente il ricco patrimonio alpino e impegnarsi per un turismo di qualità, che presenta interessanti trend di crescita in tutta l’area del progetto. Bisogna, infine, affrontare tale sfida creando un’offerta che favorisca l’utilizzo attento di tutte le risorse, affinché esso diventi un’opportunità in più per tutti i cittadini e non entri in competizione con le loro attività.

Das Programmgebiet besitzt ein besonders reichhaltiges Natur- und Kulturerbe, das für die Lebensqualität und regionale Identität grundlegend ist. Mit 400 kulturell bedeutsamen Stätten und 21% des Gebiets innerhalb der Naturschutzgebiete des Netzwerks Natura 2000 ist dieses Erbe auch in wirtschaftlicher Hinsicht eine Ressource und eine Touristenattraktion, die zur Schaffung von Arbeitsplätzen und Einnahmen beiträgt. Denn in einer Zeit, in der sich die Weltwirtschaft nur langsam erholt, scheint der Tourismus, der für das Jahr 2030 mit fast 2 Milliarden internationalen Gästen rechnen kann (UNWTO), krisenfest zu sein. Das Projekt wird im Alpengebiet (Täler und Gebirge) ausgearbeitet, das von einer zunehmenden Alterung und einem Rückgang der jungen Generationen, die nur schwer einen Platz auf dem Arbeitsmarkt finden, geprägt ist. Außerdem sind die Alpen trotz ihrer langen Tourismustradition angesichts der Globalisierung des Tourismus mit der Konkurrenz von wirtschaftlich günstigeren Zielen konfrontiert. Der Kostenvorteil der leicht zugänglichen Low-Cost-Reisen trägt in einem schnellen, verbundenen Markt zum Anstieg der Konkurrenz bei und macht eine deutliche Änderung des Tourismuskonzepts notwendig, indem man nicht mehr nur auf die Attraktivität der Orte, sondern auf die Motivationen und Erfahrungen setzt, die die Touristen suchen. D.h., dass man ein Angebot schaffen und verwalten muss, das die zahlreichen Charakteristiken des Gebiets wie die Natur, Landschaft, örtlichen Traditionen (Küche, typische Produkte, Handwerkt, Wellness, Feste etc.), Kunst etc. kombiniert. Deshalb muss das reichhaltige Erbe der Alpen besser erhalten und aufgewertet werden und ein Qualitätstourismus gefördert werden, der im ganzen Projektgebiet zum Wachstum neigt. Dieser Herausforderung wird man durch die Schaffung eines Angebots gerecht, das die sorgfältige Nutzung aller Ressourcen fördert, sodass sie eine zusätzliche Gelegenheit für alle darstellt und nicht mit ihren Tätigkeiten konkurriert.

OI4 - Numero di siti di interesse naturale e culturale valorizzati; Numero 6,00; 2 siti di interesse naturale e culturale valorizzati in ciascuna regione coinvolta nel progetto. I siti saranno compresi nei nuovi Prodotti Turistici Integrati che verranno progettati e promossi dal progetto. OI5 - Numero di nuovi prodotti per la valorizzazione dell’attrattività del patrimonio naturale e culturale; Numero 6,00; 2 nuovi prodotti in ciascuna regione coinvolta nel progetto per la valorizzazione dell’attrattività del patrimonio naturale (vacanza attiva, trekking, cicloturismo, sport acquatici, wellness) e culturale (enogastronomia, artigianato, architettura storica, paesaggio, ecc.). CO04 - Numero di imprese che ricevono un sostegno non finanziario; Numero 21,00; 7 imprese per regione. Si tratta di imprese che parteciperanno ai tavoli di progettazione partecipata (WP3) e ai workshop sul miglioramento della qualità (WP5). Il numero delle imprese raggiunte sarà, però superiore perché i materiali utilizzati per le attività citate verranno divulgati tramite il sito web.

Diese Natur- und Kulturstätten werden durch die vom Projekt geplanten und vermarkteten Integrierten Touristischen Produkten aufgewertet. OI5 - Anzahl der neuen Produkte zur Steigerung der Attraktivität des Natur- und Kulturerbes; Anzahl 6,00; 2 neue Produkte je Projektregion für die Steigerung der Attraktivität des Natur- und Kulturerbes – z.B. Aktivurlaub, Trekking, Radtouren, Wassersport, Wellness, Kulinarik, traditionelles Handwerk, Architektur, Landschaft usw. CO04 - Zahl der Unternehmen, die nicht finanzielle Unterstützung erhalten; Anzahl 21,00; 7 Unternehmen je Projektregion. Diese Unternehmen werden sowohl an den Treffen für die partizipative Planung (WP3) ans auch an den Workshops über die Qualitätssteigerung (WP5) teilnehmen. Die Anzahl der erreichten Unternehmen wird aber größer sein, weil die für diese Aktivitäten vorbereiteten Informationsmaterialien durch die Webseite verbreitet werden.
