Der Wintertourismus stellt für die Programmregion und insbesondere für alpine ländliche Regionen einen wesentlichen Wirtschaftsfaktor und Arbeitgeber dar. Wintertourismus ist schneeabhängig und die Tourismuswirtschaft ist gefordert, vernetzte Strategien zur klimaorientierten Angebotsdiversifikation der Destinationen frühzeitig voranzutreiben und neue Einnahmequellen zu erschließen. Hierbei bietet der evidenzbasierte Gesundheitstourismus eine Vielzahl von strategischen Entwicklungsmöglichkeiten, um bisher ungenutzte Potenziale des alpinen Natur- & Kulturraums auch im Winter in Wert zu setzen. Das Projekt WinHealth zielt daher auf eine nachhaltige gesundheitstouristische Inwertsetzung des alpinen Natur- & Kulturraums im Wintertourismus ab, um dem wachsenden Adaptions- & Diversifikationsdruck durch den Klimawandel und veränderte Gästebedürfnisse zu begegnen. Es sollen grenzüberschreitend innovative gesundheitstouristische Wertschöpfungsketten & Business Modelle für die Wintersaison entwickelt werden, welche die schneebasierten Kernangebote nicht ersetzen, sondern ergänzen. In einer grenzüberschreitenden Qualifizierungsoffensive soll die Wissens-&Innovationsbasis von Regionen & KMU zum Thema Winter und Gesundheit gestärkt werden. Über vernetzte und strategisch angelegte Maßnahmen wird damit eine Diversifikation des wintertouristischen Angebots erreicht und Gesundheitstourismus als strategischer Erfolgsfaktor im alpinen Wintertourismus im gesamten Programmraum positioniert.

Il turismo invernale è per l’area del programma, e in particolare per le regioni rurali alpine, un fattore economico e una fonte di lavoro fondamentale. Dipende dalla neve ed è sensibile al clima e al turismo è richiesto di adottare in tempo delle strategie per la diversificazione del prodotto delle destinazioni e di sviluppare nuove fonti di guadagno. Il turismo salutare basato su evidenze scientifiche offre tutta una serie di opportunità di sviluppo strategico per valorizzare turisticamente in modo sostenibile il potenziale finora non sfruttato del bacino naturale e culturale alpino. Il progetto WinHealth mira a una rivalutazione sostenibile del turismo salutare della zona alpina naturale e culturale nel turismo invernale per fronteggiarsi con la pressione crescente di adattamento e diversificazione a causa del cambiamento del clima e il mutamento delle richieste dei turisti. Si devono sviluppare catene di valore aggiunto innovative nel turismo salutare e business model per la stagione invernale, che non sostituiscono le offerte nucleo basate sulla neve ma le completano. In un’offensiva di qualifica frontaliera devono essere rinforzate le conoscenze e l’innovazione delle regioni e PMI riguardo al tema inverno e salute. Attraverso interventi interconnessi e strategici verrà così ottenuta la diversificazione dell’offerta turistica invernale e il turismo salutare si colloca come fattore strategico di successo del turismo invernale alpino nell'intera area del programma.

Winter tourism is a significant economic factor and an important employer in the program area and especially in rural Alpine regions. Although, there is an urgent need for the diversification of winter tourism products to react to the already noticeable impacts of climate change and altering customer demands. Therefore, Alpine regions have to develop innovative and environmentally responsible tourism products and services to secure the economic efficiency and competitiveness of regions & SME in the program area. Evidence-based health tourism offers a variety of strategic development opportunities for a sustainable economic utilization of Alpine natural and cultural resources in the winter season. Current health tourism offers predominantly focus on summer holidays, whereas the potential of health tourism winter products have not yet been exploited. The project WinHealth aims at a sustainable valorization of the health tourism potential in terms of Alpine natural & cultural resources. In cross-border cooperation, innovative economic value chains & business models will be developed, which shall not replace snow-related offers, but complement them. A broad-based cross-border qualification & know-how transfer initiative stimulates SME-& destination-driven innovation in terms of health tourism and strengthens their knowledge base. In this way, health tourism is positioned as strategic development factor for the diversification of Alpine winter tourism offers in the program area.

Expected Results (DE):

Der Wintertourismus ist für die Programmregion & insb. für die alpinen ländlichen Regionen im Projekt eine wesentlicher Wirtschaftsfaktor und Arbeitgeber. Gleichzeitig zählt der Wintertourismus aufgrund der großen Bedeutung natürlicher Rahmenbedingungen wie Höhenlage/Wetter zu den anfälligsten Wirtschaftszweigen hinsichtlich der negativen Auswirkungen des Klimawandels. Eine winterliche Erwärmung und damit verbundene Verkürzung/Unterbrechung der Saison sowie geringere Schneesicherheit in tieferen Lagen wirkt sich negativ auf den Tourismus aus. Einbußen im Tourismus im ländlichen Raum führen zu hohen regionalwirtschaftlichen Folgekosten. Der Verlust an Arbeitsplätzen kann oft nicht durch andere Branchen aufgefangen werden, wodurch der Abwanderungstrend weiter verstärkt wird. Regionen im Programmraum stehen damit vor der Herausforderung, innovative Produkte und Dienstleistungen zur Diversifikation des Winterangebots zur entwickeln, um die Wettbewerbsfähigkeit und Wirtschaftlichkeit von Regionen und KMU nachhaltig sicher zu stellen. Der evidenzbasierte Gesundheitstourismus bietet dabei eine Vielzahl an strategischen Entwicklungsmöglichkeiten, um bisher ungenutzte Potenziale des alpinen Natur- und Kulturraums nachhaltig touristisch in Wert zu setzen. Das übergeordnete Ziel des Projektes ist daher die nachhaltige Inwertsetzung des Natur- und Kulturraums über die Entwicklung von evidenzbasierten gesundheitstouristischen Winterangeboten. Dabei werden grenzüberschreitend innovative gesundheitstouristische Wertschöpfungsketten und Business Modelle entwickelt, wobei eine Fokussierung auf 3 Kernelemente erfolgt: (1)natürliche Gesundheitsressourcen (2)Bewegung–„White Exercise“ (3)regionale & betriebliche Qualifizierung. Über vernetzte und strategisch angelegte Maßnahmen wird damit eine Diversifikation des wintertouristischen Angebots erreicht und über eine grenzüberschreitende Qualifizierungsoffensive die Wissens- und Innovationsbasis von Regionen & KMU gestärkt.

Il turismo invernale è per la regione del programma, e in particolare per le regioni rurali alpine, un fattore economico e una fonte di lavoro fondamentale. Al contempo il turismo invernale, per la grande importanza di condizioni naturali come l‘altitudine/il meteo, è tra i settori economici più delicati in considerazione degli effetti negativi del cambiamento climatico. Un riscaldamento invernale e la conseguente riduzione/interruzione della stagione, oltre a una minore sicurezza di innevamento nelle località più basse, ha ripercussioni negative sul turismo. Queste ripercussioni turistiche nell’area rurale portano a elevati costi conseguenti nell’economia regionale. La perdita di posti di lavoro spesso non può essere assorbita da altri settori, con il conseguente rafforzamento della tendenza all’emigrazione. Le regioni che rientrano nel programma si trovano dunque di fronte alla sfida di sviluppare prodotti e servizi innovativi per diversificare l’offerta invernale, per garantire in modo sostenibile la competitività e la redditività di regioni e PMI. Il turismo salutare basato su evidenze scientifiche offre tutta una serie di opportunità di sviluppo strategico per valorizzare turisticamente in modo sostenibile il potenziale finora non sfruttato del bacino naturale e culturale alpino. L’obiettivo sovraordinato al progetto è perciò la valorizzazione del bacino naturale e culturale attraverso lo sviluppo di offerte invernali di turismo salutare basate su evidenze scientifiche, sviluppando innovative catene di valore aggiunto e modelli di business internazionale nel turismo salutare, e puntando su 3 elementi chiave: (1) risorse naturali per la salute (2) movimento –“white exercise” (3) qualificazione regionale e aziendale. Attraverso interventi interconnessi e strategici verrà così ottenuta la diversificazione dell’offerta turistica invernale e, con un’azione internazionale di qualificazione, verrà rafforzata la base di competenza e di innovazione di regioni e PMI.

OI4 - Anzahl der aufgewerteten Natur- und Kulturstätten; Anzahl 8,00; Es ist das Ziel, zumindest 8 regionale Natur- und Kulturstätten (2 pro Region) auch im Winter über entsprechende Angebote in Wert zu setzen. Bsp: Wintergesundheitswanderungen zu regionalen Kulturstätten; Besuch eines Heilstollens etc. OI5 - Anzahl der neuen Produkte zur Steigerung der Attraktivität des Natur- und Kulturerbes; Anzahl 8,00; Über das Projekt werden natürliche Gesundheitsressourcen und das Kulturerbe im Programmraum über die Entwicklung von naturbasierten gesundheitstouristischen Winterprodukten in Wert gesetzt. Dabei sollen mindestens 2 Produkte pro Region mit verschiedenen Produktbausteinen geschaffen werden. CO04 - Zahl der Unternehmen, die nicht finanzielle Unterstützung erhalten; Anzahl 200,00; Die Qualifizierungsoffensive zielt insbesondere auf touristische KMU ab, die dadurch ihre Wissensbasis und Innovationskapazität erhöhen. Sie sind damit keine direkt pekuniär Begünstigten im Projekt, jedoch die wichtigste Zielgruppe zur nachhaltigen Verankerung der im Projekt angestrebten gesundheitstouristischen Entwicklung im Winter. Die angebotenen Maßnahmen sind für alle Unternehmen und Stellen, unabhängig von der jeweiligen Region, offen. Es sollen aber pro Region ca. 50 KMU mit den Transfermaßnahmen erreicht werden. Außerdem soll das IKT-Tool in das Qualitätsmanagementsystem von mind. 20 KMU pro Region integriert werden.

Expected Outputs (IT):

OI4 - Numero di siti di interesse naturale e culturale valorizzati; Numero 8,00; L'obiettivo è di valorizzare almeno 8 centri naturali e culturali regionali (2 per regione) anche nella stazione invernale, mediante offerte adeguate. Es.: Escursioni salutari invernali presso i centri culturali regionali; visita ad una galleria curativa etc. OI5 - Numero di nuovi prodotti per la valorizzazione dell’attrattività del patrimonio naturale e culturale; Numero 8,00; Durante il progetto si valorizzeranno risorse salutari naturali e il patrimonio culturale nell'area del programma, sviluppando prodotti invernali di turismo salutare su base naturale. A tale proposito si devono creare 2 prodotti per regione con diversi elementi contenuti nel prodotto. CO04 - Numero di imprese che ricevono un sostegno non finanziario; Numero 200,00; L'azione di qualifica è rivolta in particolare alle PMI del settore turistico, che grazie ad essa aumentano la propria base di conoscenze e la propria capacità di innovazione. Non ottengono dunque dei vantaggi diretti durante il progetto, ma accolgono tuttavia i più importanti gruppo target per l'affermazione sostenibile dello sviluppo del turismo salutare perseguito nel progetto nella stazione invernale. Le misure offerte sono accessibili a tutte le aziende e i centri, a prescindere dalla rispettiva regione. Si devono comunque raggiungere almeno 50 PMI circa con le misure di trasferimento delle conoscenze. Inoltre lo strumento ICT deve essere integrato da almeno 20 PMI per regione.
