The project's main activities are: An active examination of the region's natural and cultural heritage; an enhancement of the "gentle tourism" offerings in the lower Passiria and Ötz Valleys in the context of sustainable growth; and the implementation of trans-boundary connections by foot and by mountainbike. The new mountainbike trail – one of the most-beautiful routes over the Alps – will be a unique component of this. A museum facility at the pass will visualize its 10,000-year history as an important transit route and augment the already-existent pass museum on the Austrian side (which presents only the history of road construction in the Ötz Valley). An additional small building on the Italian side will complete the museum concept. Both small structures will be connected by a circular path. Furthermore, the various different historical anniversaries being celebrated in 2018 will represent an opportunity for developing and marketing the touristic offerings: the 100th anniversary of the end of WW I; the 50th anniversary of the High-Alpine Road on the Italian side; and the 20th anniversary of the Schengen Treaty. The importance of this transit route for regional identity and trans-boundary cultural communication are more topical than ever. The development of products and offerings should stimulate in particular the summer season, provide new impetus to this outlying border area, and help promote nature-based, environmentallyfriendly tourism.

Die aktive Auseinandersetzung mit dem Natur- und Kulturerbe, die Aufwertung der sanften Tourismusangebote im hinteren Passeier- und Ötztal im Sinne des nachhaltigen Wachstums und die Realisierung der grenzüberschreitenden Verbindungen zu Fuß und mit dem Mountainbike sind die Hauptaktivitäten des Projektes. Einzigartig wird dabei der neue Mountainbiketrail, landschaftlich eine der schönsten Routen über die Alpen. Eine museale Einrichtung am Joch soll die dokumentierte 10.000jährige Transitroute über das Timmelsjoch veranschaulichen und eine wichtige Ergänzung zum bereits bestehenden Passmuseums auf österreichischer Seite, in welchem nur die Straßenbaugeschichte der Ötztaler Seite aufgearbeitet ist, sein. Durch die Schaffung einer weiteren kleinen Struktur auf italienischer Seite ergibt das Museumskonzept ein Ganzes. Beide kleine Strukturen sollen mittels eines Rundweges verbunden werden. Ansatzpunkt für die Entwicklung und Vermarktung der touristischen Angebote sollen weiters die verschiedenen Jubiläen im Jahr 2018 sein: 100 Jahre Ende des ersten Weltkrieges, 50 Jahre Timmelsjochstraße auf italienischer Seite und 20 Jahre Schengen. Aktueller denn je ist die regionale Identitätsstiftung und grenzüberschreitende Vernetzung dieses Kulturerbes. Die Produkt- und Angebotsentwicklung soll speziell die Sommersaisonen beleben, neue Impulse für das abgelegene Grenzgebiet setzen und innovative Ansätze für einen naturnahen, ressourcenschonenden Tourismus vorantreiben.

Il progetto è inteso principalmente al confronto attivo con il patrimonio naturale e culturale, alla valorizzazione di offerte di turismo dolce in Alta Passiria e Ötztal nell'ottica di una crescita sostenibile e alla realizzazione di collegamenti transfrontalieri percorribili a piedi e in mountain bike. La nuova pista per mountain bike sarà unica nel suo genere e, dal punto di vista paesaggistico, tra le più belle rotte lungo le Alpi. Un allestimento museale illustrerà l’attraversamento documentato da 10.000 anni del Passo e costituirà un’importante integrazione al museo già presente sul lato austriaco, dove la storia della strada è affrontata solo dalla parte della Ötztal. Con la creazione di un’altra piccola struttura sul lato italiano, il concetto museale diventerà un’unica entità. I due edifici saranno collegati da un percorso circolare. Punto di partenza per lo sviluppo e la commercializzazione delle offerte turistiche saranno inoltre i vari anniversari che cadranno nel 2018: 100 dalla fine della Prima Guerra Mondiale, 50 anni della strada del Passo Rombo sul lato italiano e 20 anni di Schengen. Più attuali che mai la creazione di un’identità regionale e il collegamento transfrontaliero di questa eredità culturale. Lo sviluppo di prodotto e offerta dovrà vivacizzare soprattutto la stagione estiva, dare nuovi impulsi a questa zona di confine isolata e velocizzare il moderno approccio a un turismo naturalistico e a ridotto consumo di risorse.

Der österreichisch-italienische Grenzraum rund um das Timmelsjoch ist im Süden geprägt von einem sehr strukturschwachen, abwanderungsgefährdeten Gebiet der Südtiroler Gemeinde Moos in Passeier und im Norden von rückläufigen Sommersaisons-Nächtigungszahlen im hinteren Ötztal. Immer mehr touristische Unterkunftsbetriebe in Obergurgl lassen im Sommer geschlossen. Vor allem die fehlende grenzüberschreitende Vernetzung der infrastrukturellen Angebote im Grenzraum in den beiden Naturparks Ötztal (A) und Texelgruppe (I) stellt ein Problem für das nachhaltige Wachstum des Tourismus dar. Im Rahmen der Marktbearbeitung enden bestehende Wegrouten jeweils an der Grenze. Dies führt zu Wettbewerbsverlusten für die Klein- und Mittelunternehmen beidseitig des Timmelsjochs. Der Einfluss des Klimawandels mit tendenziell mehr Regen im Sommer verbunden mit fehlenden grenzüberschreitenden Produktvernetzungen und Schlechtwetteralternativen führt zu weiteren negativen Auswirkungen auf die Wirtschaftskreisläufe in der Timmelsregion. Chancen ergeben sich durch die gemeinsame, grenzüberschreitende Kooperation im Bereich innovativer Produktentwicklung und Marktbearbeitung mit dem Ziel der Entsaisonalisierung und der Abwendung der zeitweisen Schließung von KMU Betrieben. Durch die touristische Inwertsetzung von kulturellen Gütern kann die Bekanntheit und Attraktivität der abgelegenen Region gesteigert werden. Ein nachhaltiges Mobilitätskonzept soll die Erreichbarkeit der Natur- und Kulturerbestätten verbessern und einen Teil des KFZ Verkehrs auf das Rad, auf das Zu-Fuß- Gehen und auf den Timmel-Bus verlagern. Ein wichtiges Vorhaben ist die Bewahrung des Naturerbes im Naturpark Ötztal und im Naturpark Texelgruppe durch Besucherlenkung: mittels umwelt- und ressourcenschonender Erschließung in Form eines Schmugglerpfades und der Transalp- Mountainbikeroute über das Timmelsjoch sollen die Gäste kanalisiert werden. Damit kann das Risiko der Zersiedelung eingedämmt werden.

La zona di confine attorno al Passo Rombo è caratterizzata a sud da un territorio poco sviluppato e a rischio emigrazione, quello del comune altoatesino di Moso in Passiria, e a nord da un calo di presenze durante la stagione estiva nella Ötztal posteriore. Sempre più strutture ricettive restano chiuse in estate a Obergurgl. In particolare, la mancanza di un collegamento transfrontaliero tra le offerte infrastrutturali nella zona di confine nei due parchi Ötztal (A) e Gruppo di Tessa (I) rende problematica una crescita sostenibile del turismo. Nel quadro delle operazioni di mercato, gli itinerari esistenti terminano al confine. Ciò si traduce in perdite di concorrenza per le piccole e medie imprese da entrambe le parti del Passo Rombo. L’effetto dei mutamenti climatici, che consiste in una maggiore tendenza a rovesci estivi, correlato con l’assenza di una rete transfrontaliera di prodotti e di alternative alle avverse condizioni meteo, produce ulteriori ripercussioni negative sui cicli economici nella regione del Passo Rombo. Opportunità possono nascere dalla cooperazione congiunta e transfrontaliera nel campo dello sviluppo innovativo dei prodotti e della gestione del mercato con l’intento di destagionalizzare e impedire la temporanea chiusura delle PMI. Una promozione turistica dei beni culturali consentirebbe di aumentare la popolarità e l’interesse per questa isolata regione. Un piano di mobilità sostenibile potrebbe migliorare la raggiungibilità dei patrimoni culturali e naturali e deviare parte del traffico veicolare su percorsi ciclabili o pedonali e sulla linea Timmelbus. Fondamentale è il progetto per la conservazione del patrimonio naturale dei parchi Ötztal e Gruppo di Tessa, attraverso la gestione dei flussi turistici: creare infrastrutture rispettose dell’ambiente e delle risorse, come il sentiero battuto dai contrabbandieri e la pista per mountain bike Transalp, consentirà di canalizzare i turisti e di arginare il rischio di espansione urbana.
