Description (EN):

According to the EU directive 31/2010 all new public buildings to be built after 31 December 2018, and all new other buildings to be built after 31 December 2020 will need to be nearly zero-energy (NZE) buildings, which means their annual energy dema nd has to be produced by renewable energy resources. This can increase contruction costs by 10-20%. Our objective is to adjust this regulation in a cost effective way by exchanging experiences and increasing the level of the institutional cooperati on. Regarding to the fact that Slovakia and Hungary has the very similar problems and challenges according to the energy politics and the real estate market, we we can define this task as a joint challenge, so much the more that there is no significa nt international cooperation neither zero-energy buildings, nor e-mobility – neither in public, nor in private sector. We give joint answers to the joint questions in our project. After the comparison of the national regulation we create a joint act ion plan which will be made available for the decision makers in both countries. We work out an education material, which makes a proposal for public institutions to the application of the directive. 2 conceptual plans are made as pilot-project: 1 f or new building and one for a renovation, which presents the most cost-effective, most up-to-date technologies. As it is very important to share information, we do a campaign with several pillars. We publish articles on social media, implement a webs ite and establish an info-point. We do trainings and publish a magazine, spreading the information for both public instituions and inhabitants otf the border region.

Podľa smernice EU č. 31/2010 všetky nové budovy postavené po 31.12 2018, a všetky iné budovy postavené po 31.12. 2020 budú musieť spĺňať štandardy tzv. budov s takmer nulovou spotrebou energie (NZEB), čo znamená že ich ročná potreba energie bude zabezpečená obnoviteľnými zdrojmi energie. To zvyšuje investičné náklady o 10-20%. Našim cieľom je nastaviť túto reguláciu nákladovo efektívnym spôsobom prostredníctvom výmeny skúseností a zvýšením inštitucionálnej spolupráce. Slovensko a Maďarsko majú veľmi podobné problémy a stoja pred obdobnými výzvami vyplývajúcimi z energetickej politiky ako aj z požiadaviek trhu, môžeme to pokladať za spoločnú výzvu. Navyše v tejto oblasti nie je významnejšia medzinárodná spolupráca či už v oblasti NZEB, elektromobility - ani vo verejnom sektore ani v súkromnom. Spoločný projekt predkladá spoločné odpovede. Po spracovaní národných legislatív v tejto oblasti bude vypracovaný spoločný akčný plán, ktorý bude pomôckou pre kľúčových hráčov, prijímajúcich príslušné rozhodnutia v oboch našich krajinách. Vypracujeme informačno-vzdelávací materiál, ktorý bude predstavovať návrh pre verejné inštitúcie ako pristupovať k implemntácii tejto smernice EU. Okrem toho budú vypracované dve koncepcie ako pilotné projekty: 1 pre novú budovu a 1 pre obnovu verejnej budovy, nákladovo efektívnej a využívajúcej aktuálne technológie. Pretože zdieľanie informácií je mimoriadne dôležité, zrealizujeme kampna s niekoľkými piliermi: budeme publikovať články na sociálnych sieťach, impelementujeme webstránku a vytvoríme tzv.info-point. Pripravíme podujatia a budeme publikovať časopis, ktorý bude namierený na poskytovanie infomácií cieľovýcm skupinám v príhraničniom regióne.

A 2010/31-es EU irányelvnek megfelelően, a 2018 december 18-a után épített új középületnek, valamint a 2020 december 31 után épült minden más épületnek Közel Nulla Energiaigényű (KNE) épületnek kell lennie, azaz az éves energiaigény 25%-át megújuló energiaforrásból kell előállítani. Ez akár 10-20%-al is drágábbá teheti az építés költségét. Célunk, hogy tapasztalatcserével és emelt szintű intézményi együttműködéssel költséghatékony módon tudjunk igazodni ezen irányelvhez. Tekintettel arra, hogy Szlovákia és Magyarország hasonló kihívásokkal küzd az energiapolitika területén és az ingatlan szektorban, ezért a feladatot közös kihívásként értékeljük, annál is inkább, mert jelenleg nincs szignifikáns nemzetközi együttműködés sem a nulla energiaigényű épületek, és az e-mobilitás terén, sem a köz- sem a versenyszférában. A közös kihívásokra közös választ adunk projektünk keretében. A nemzeti szabályozások összehasonlítása után közös akciótervet készítünk, amelyet mindkét ország döntéshozóinak a rendelkezésére bocsátunk. Oktatási anyagot készítünk, mely közintézmények számára tesz majd javaslatot a direktíva alkalmazására. Pilot projektként két koncepció terv készül: egy az új, egy pedig a felújítandó épületekre, mely a leghatékonyabb, legmodernebb technológiákat mutatja be. Tekintettel az információ-megosztás és -terjesztés fontosságára több szintű kommunikációs kampányt valósítunk meg. Közösségi médiákban teszünk közzé cikkeket, weboldalt fejlesztünk és információs pontot üzemeltetünk. Tréningeket valósítunk meg és magazint adunk ki, információhoz juttatva mind az állami intézményeket, mind a határmenti régió lakosait.

Achievements (EN):

According to the EU directive 31/2010 all public buildings built after 31 December 2018, and all other buildings to be built after 31 December 2020 will need to be nearly zero-energy (NZE) buildings, which means their annual energy demand has to be produced by renewable energy resources. The objective of our project was to adjust this regulation in a cost effective way by exchanging experience and increasing the level of the institutional cooperation. We gave joint answers to the joint questions in our project. As a result of the two countries national regulations we created a joint action plan available for the decision makers in both countries. The elaborated education material contains proposals for public institutions how to apply the directive. Two conceptual plans were prepared as a pilot in our project, one for new buildings and one for buildings to be renewed. The plans contain the most cost-effective, most up-to-date technologies. We elaborated a diverse communication campaign through social media, website development and maintaining info points reaching more than 47 000 people. The developed educational material was distributed to various target groups. We held 3 trainings for 60 people, 6 professional events, 10 presentations, published 4 paid articles in professional magazines reaching more than 35 000 people. We published own magazines, a sum of knowledge 8 times in 10 000 pieces containing the most important information passing them to the main decision makers. Through presenting the project’s results on fair CONECO we reached the attention of several economic actors as well. The outcomes were presented as a short video reportage by tv TA3 which is broadcasted nationwide reaching more than 2 000 people. Analysing and comparing the regulations and giving proper proposal of the directive’s implementation in practice serves as a stable ground for the general public and on institutional level as well.
