Description (EN):

The target area could be characterised as 'the periphery of the periphery' with continuously worsening economic and social county and micro-regional level indicators (eg.: GDP, (un)employment, migration, shrinking communities, inefficient use of natural resources, education level, value-added,...) despite former, traditional rural development interventions. The overall objective of the project is significant contribution to enhanced intellectual property in the disadvantaged cross-border area of Southern Slovakia and Northern Hungary with the establishment and dissemination of innovative cooperation structures as a practical implementation of soci(et)al innovation. In the framework of the project we aim to build a network of civil partners, educational and research institutions and organize and implement joint professional programs, trainings and mentoring schemes with the participation of the target group, as local population from early childhood to pensioners including a high number of socially marginalised people. The main outputs are the establishment of sustainable cooperation structures as (1) Virtual Education and RDI Network (VERDI-NET) and (2) a Smart ICT Competence Centre. As a result, the project could provide real, practical alternatives for the target group that is the socially marginalised inhabitants of the border region. Our concept is that the area can break out from its lock-in situation through activities based on endogenous development and smart communities instead of intensive industry settlement. Priority sectors of the project are education and R&D&I with thematic focus on (1) sustainability and (2) info-communication technologies. Cross-border approach is needed because acting on national/regional/local level could only further increase regional disparities and inequalities that is clearly not an objective neither at policy, nor at project level.

Cieľové územie projektu je možné charakterizovať ako "periféria periférií", ktoré aj napriek tradičných opatrení v oblasti rozvoja vidieka tak na úrovni župy ako aj mikroregiónov disponuje priebežne zhoršujúcimi sa ekonomickými a spoločenskými indikátormi ako sú popri najnižšom HDP na úrovni EÚ, vysokej nezamestnanosti, nízkej miery zamestnanosti, starnutí, aj zmenšujúce sa komunity strácajúce vzdelaných odborníkov z dôvodu neustálej migrácie, neefektívne využitie prírodných zdrojov. Halvným cieľom projektu je v značnej miere prispieť rozvoju duchovného kapitálu v znevýhodnených prihraničných oblastiach južného Slovenska a severného Maďarska, tvorbou a rozšírením štruktúr partnerstiev vytvorených výsledkom praktickej aplikácie spoločenskej inovácie. Naším cieľom je vytvorenie siete partnerov z neziskového sektora, vzdelávacích a výskumných inštitúcií, ako aj organizovanie a uskutočnenie spoločných odborných programov, tréningov ďalej systému mentorovania za účasti cieľových skupín (znevýhodnené skupiny detí, študentov, dôchodcov) zapojením početných, sociálne marginalizovaných skupín ľudí. Výsledkom projektu vytvoríme dva udržateľné systémy spolupráce - z toho jednu Virtuálnu vzdelávaciu V+V+I sieť a jedno Kompetenčné Smart centrum IKT. Prostredníctvom nich projekt ponúkne reálne a uskutočniteľné alternatíva kariéry pre cieľovú skupinu. Naša koncepcia prostredníctvom aktivít "smart komunity" spustí vnútorný rozvoj namiesto intenzívneho budovania priemyslu a motivuje tak región ku vykročeniu zo svojej znevýhodnenej pozície. Špecifickou oblasťou projektu je vzdelávanie a Výskum - Vývoj - Inovácie, s tematickým fokusom na udržateľnosť a infokomunikačné technológie. Cezhraničný prístup je nevyhnutný, pretože podľa skúseností aktivity realizované nezosúladene len ďalej zvyšujú regionálne rozdiely, čo nemôže byť cieľom ani na politickej úrovni, ani na úrovni projektu.

A projekt célterülete a ’periféria perifériája’-ként jellemezhető, és a korábbi hagyományos vidékfejlesztési beavatkozások ellenére mind megyei, mind kistérségi szinten folyamatosan rosszabbodó gazdasági és társadalmi indikátorokkal (pl. GDP, munkanélküliség, foglalkoztatás, migráció, zsugorodó közösségek, a természeti erőforrások hatékonytalan használata, képzettségi színvonal, hozzáadott érték) rendelkezik. A projekt átfogó célkitűzése, hogy jelentős mértékben hozzájáruljon a szellemi tőke fokozásához a dél-szlovákiai és észak-magyarországi hátrányos helyzetű határtérségben, a társadalmi innováció gyakorlati alkalmazását eredményező innovatív együttműködési struktúrák létrehozásával és elterjesztésével. Célunk a civil partnerek, képzési és kutató intézmények hálózatának kiépítése, valamint közös szakmai programok, tréningek és mentori rendszer szervezése és megvalósítása célcsoportjaink részvételével, akik a kori gyermekkortól a nyugdíjasokig terjednek, magukba foglalva nagyszámú szociálisan marginalizálódott embert. A fő outputjaink projektszinten létrehozni két fenntartható együttműködési rendszert, mégpedig egy (1) Virtuális Képzési és K+F+I Hálózatot és egy (2) Okos IKT Kompetencia Központot. Ezek segítségével és eredményeképpen a projekt reális és megvalósítható életpálya alternatívákat kínálhat a célcsoportnak, akik a határtérség társadalmilag marginalizálódott lakosságát képezik. Koncepciónk, hogy az endogén fejlődésre alapozott tevékenységek és az intenzív ipartelepítés helyetti ’okos közösségek’ által a térség ki tudjon törni a rögzült hátrányos helyzetéből. A projekt kiemelt szektorai a képzés és a K+F+I, tematikus fókusszal (1) a fenntarthatóságra és (2) az info-kommunikációs technológiákra. A határon átnyúló megközelítés kiemelten szükséges, hiszen a csak nemzeti/regionális/helyi szinten való tevékenységek csak tovább növelnék a regionális diszparitásokat és egyenlőtlenségeket, amelyek nyilvánvalóan nem célok sem politikai, sem projekt szinten.
