Description (HU):

A projekt alapvetően a „RECOM” előzményprojektek által feltárt kihívásokra kíván fókuszálni. Ilyen mindenekelőtt a határ mindkét oldalán a terület- és településfejlesztés egyes tématerületein megnyilvánuló információhiány a szomszédos ország/régió, vagy éppen az Európai Unió vonatkozásában. A projekt alapvető célja a határ mindkét oldalán rendelkezésre álló tudás és információ megosztása, hiszen a közös, ténylegesen határon átnyúló területfejlesztési tevékenység alapvető feltétele a közös tudásbázis megléte. Átfogó cél egy a határon átnyúló régiós szakmai tudásbázis kialakítása és megosztása („mi a helyzet a határ túloldalán/EU-ban?”), regionális menedzsment/irányítási struktúrák kölcsönös megismerése („ki miért felelős a határ túloldalán/EU-ban?”), kulturális és szervezeti sajátosságok megismertetése („milyen módon történik a problémák kezelése a határ túloldalán/EU-ban?”). A projekt keretében határon átnyúló képzési akadémia, határon átnyúló terület- és régiópolitikai stratégiák programszinten történő adaptálása történik, valamint a közvetlen szervezetközi kapcsolatokat erősíteni hivatott people-to-people tevékenységek valósulnak meg. Közvetlen haszonélvezők a területfejlesztés különböző szintjein dolgozó szakemberek, települési és regionális döntéshozók, civil szervezetek. A projekt módszertanilag három egymásra épülő szintre fókuszál: - Az EU-s támogatáspolitika, határon átnyúló tervezés, terület- és település-fejlesztés Magyarországon és Ausztriában. - A határtérség szakpolitikáinak kapcsolódása a makroregionális politikákhoz (Duna-stratégia, Centrope, stb.). - People-to-people tevékenységek és hálózatok ki- és felépítése lokális szinten.

Das Projekt beabsichtigt grundsätzlich auf die Herausforderungen, die das vorherige Projekt „RECOM“ entdeckte, zu fokussieren. Dazu gehört, vor allem, das oft fehlende Wissen in einigen Themenbereichen der Raum- und Regionalentwicklung in Bezug auf die Nachbarländer/Regionen oder sogar die Europäische Union, auf beiden Seiten der Grenze. Das grundlegende Ziel des Projektes ist die auf beiden Seiten der Grenze verfügbare Kenntnisse und Informationen zu teilen, denn die Grundvoraussetzung für eine gemeinsame, tatsächliche, grenzüberschreitende Raumentwicklungsaktivität ist die Existenz einer gemeinsamen Wissensbasis. Die Gesamtziele sind eine grenzüberschreitende regionale fachliche Wissensbasis herauszuarbeiten und teilen („was ist mit der anderen Seite der Grenze/in der EU?“), die regionalen Managementstrukturen/Verwaltungseinheiten gegenseitig kennen zu lernen („wer ist wofür verantwortlich auf die andere Seite der Grenze/in der EU?“), die kulturellen und organisatorischen Eigenheiten bekannt zu machen („wie werden die Probleme auf die andere Seite der Grenze/in der EU bewältigt?“). Im Rahmen des Projektes werden eine grenzüberschreitende Bildungsakademie, Strategien für grenzüberschreitende Raum- und Regionalpolitik auf regionale und Programmebene gebracht, sowie people-to-people Aktivitäten, die die direkten organisationsübergreifenden Beziehungen stärken sollen, durchgeführt. Die direkten Nutznießer sind die Experten, die auf alle Ebene der Raumentwicklung arbeiten, die lokalen und regionalen Entscheidungsträger, die Nichtregierungsorganisationen. Das Projekt fokussiert methodisch auf drei aufeinander aufbauenden Ebenen: - Die EU-Beihilfepolitik, grenzüberschreitende Planung, Raum- und Siedlungsentwicklung in Ungarn und in Österreich. - Die Verbindung der Politik der Grenzregion zur makroregionalen Politik (Donaustrategie, Centrope). - Der Auf- und Ausbau von people-to-people Aktivitäten und Netzwerken auf lokaler Ebene.

Description (EN):

The main focus of the project CONNREG is based on the challenges identified in the previous RECOM projects including the lack of information on spatial development of the nearby region/country and the European Union. The main goal of the project is to share the knowledge and information because one of the essential conditions of common cross-border spatial development is the existence of common knowledge base. The overall objective is to establish and share professional regional knowledge base („What is going on on the other side of the border / in the EU?”), mutual understanding of regional management structures ("Who is responsible for what across the border / EU?"), raising awareness on cultural and organizational characteristics ("How problems are solved across the border / EU?"). Cross-border training academy, and thematic expert materials / summary will be created as the base of the academy, as well as people-to-people activities will be implemented to strengthen direct relations between organizations. The direct beneficiaries will be the professionals working on different levels of regional development, local and regional decision-makers, civil society organizations. The project focuses on three successive levels: - Aid policy of the EU, cross-border planning, spatial and settlement development in Hungary and Austria. - Relations between the local and macro-regional policies (EU Strategy for the Danube Region, Centrope, etc.). - Establishing and implementing of people-to-people activities and networks on local level.

Expected Outputs (HU): A projekt eredményeként közös tudásbázis épül ki a határon átnyúló képzések által, új szervezetközi kapcsolatok (körülbelül 10) jönnek létre. Mindezek által a határon átnyúló szervezeti és személyi együttműködés minősége és intenzitása nő.

Expected Outputs (DE): Das Projekt ergibt 1 gem. Wissensbasis durch grenzüberscreitende Qualifizierung,neue Beziehungen werden zwischen Institutionen-ca.10- entstehen.Diese tragen zur Erhöhung der Qual.&Intensität der grenzübersch. Institutionellen und pers. Zusammenarbeit bei.
