Description (HU):

A parlagfű pollenje különösen agresszív módon vált ki allergiás megbetegedést, ezzel éves szinten hatalmas károkat okozva a nemzetgazdaság számára. Míg Magyarország régóta érintett és a védekezési intézkedéseket mind szervezeti mind jogi szempontból sikeresen lerögzítette már, addig Ausztriában még csak az elmúlt pár évben terjedt el igazán a növény. A terjedése elsősorban a keleti szomszédos országok irányából történik, ezért Burgenland különösen érintett. Mindezek ellenére osztrák oldalon jelenleg még nincs sem szabályozott eljárásmód a parlagfű feltárásra és védekezésre vonatkozóan sem együttműködés a magyar hatóságokkal. A közigazgatási rendszerek cselekvőképességi egyensúlyának hiánya a határtérséget nagy kihívás elé állítja. Mivel a parlagfű számára az országhatár nem jelent akadályt, a probléma csakis közös fellépés útján kezelhető. A projekt céljául tűzte ki a tartós intézményi együttműködés létrehozását a releváns osztrák és magyar szereplők között, a parlagfű elleni védekezés terén. Ezáltal lehetővé válik egy olyan tudásátadás, amely mindkét fél számára hasznos, ill. amely által a közszolgáltatás minősége és így a lakosság életminősége javul. A felmérés és kutatás során nyert alapvető adatok és információk alapján határon átnyúlóan összeegyeztetett ajánlások kerülnek kidolgozásra a védekezés és az elterjedés megfékezésére vonatkozóan (fő kimenet 1: Egyetemek határon átnyúló együttműködése a kutatási munkálatok keretében). A közös parlagfű jelző rendszer felépítésével pedig most először válik lehetővé a határon átnyúló adatcsere. A bilaterális parlagfű munkacsoport létrehozásával, melybe bevonásra kerülnek mindkét ország szakértői, egyben megalapozásra kerül a hosszú távú intézményi együttműködés is (fő kimenet 2: a parlagfű elleni védekezés releváns osztrák és magyar szereplőinek határon átnyúló együttműködése).

The pollen of ragweed are known to be particularly aggressive allergens and cause a tremendous economic loss each year. Whereas Hungary has already been affected for a long time and thereby successfully established control measures both in organizational and legal terms, the plant has in Austria increasingly spread only in the last years. Since the spread takes place via Eastern neighboring countries, the province of Burgenland is particularly strongly affected. However, on the Austrian side exists at the moment neither a regulated procedure for detection and control of ragweed, nor any collaboration with Hungarian authorities. This imbalance of capacity for action of administrative systems constitutes a major challenge for the border region. As ragweed does not stop at the border, this problem can only be combated by acting together. The project has set the objective of establishing a sustainable institutional cooperation on the issue of ragweed control between relevant Austrian and Hungarian actors. This enables a know-how transfer that benefits both sides and improves the quality of public service and thereby also life quality of the population. In the framework of the survey and research, fundamental data will be collected (main output 1: cross-border cooperation of universities in the frame of the research activities) on the basis of which coordinated recommendations can be made in order to control and to prevent the spread. A cross-border data exchange is first made possible by establishing a common ragweed reporting system. The establishment of a bilateral ragweed task force with experts of both countries lays the foundations for a long-lasting institutional cooperation (main output 2: cross-border cooperation of relevant actors in the field of ragweed control).

Die Pollen des Unkrauts Ragweed gelten als besonders aggressiver Allergie-Auslöser und verursachen jährlich einen enorm hohen volkswirtschaftlichen Schaden. Während Ungarn seit langem betroffen ist und Bekämpfungsmaßnahmen sowohl organisatorisch als auch rechtlich erfolgreich verankert hat, hat sich die Pflanze in Österreich erst in den letzten Jahren verstärkt ausgebreitet. Da die Verbreitung v.a. aus den östlichen Nachbarländern erfolgt, ist das Burgenland besonders stark betroffen. Jedoch gibt es derzeit auf AT Seite weder eine geregelte Vorgehensweise zur Erfassung und Bekämpfung von Ragweed noch eine Zusammenarbeit mit den HU Behörden. Dieses Ungleichgewicht in der Handlungsfähigkeit der Verwaltungssysteme stellt eine große Herausforderung für die Grenzregion dar. Da Ragweed vor der Grenze nicht halt macht, kann das Problem nur durch gemeinsames Handeln bekämpft werden. Das Projekt hat sich zum Ziel gesetzt, eine nachhaltige institutionelle Kooperation zw. den relevanten AT und HU Akteuren zum Thema Ragweed-Bekämpfung aufzubauen. Dadurch wird ein Know-how-Transfer ermöglicht, von dem beide Seiten profitieren und durch den die Qualität des öffentlichen Dienstes und damit auch die Lebensqualität der Bevölkerung verbessert werden. Im Rahmen einer Erhebung und Forschung werden grundlegende Daten und Informationen erhoben (Ko 1: Grenzüberschreitende Zusammenarbeit von Universitäten im Rahmen der Forschungsarbeiten), auf deren Basis grenzüberschreitend koordinierte Empfehlungen für eine Bekämpfung und Verhinderung der Ausbreitung gemacht werden. Durch den Aufbau eines gemeinsamen Ragweed-Meldesystems wird erstmals ein grenzüberschreitender Datenaustausch ermöglicht. Mit der Etablierung einer bilateralen Ragweed-Arbeitsgruppe mit Experten aus beiden Ländern wird der Grundstein für eine langfristige institutionelle Zusammenarbeit gelegt (Ko 2: Grenzüberschreitende Zusammenarbeit von relevanten Akteuren im Bereich Ragweed-Bekämpfung).

Expected Outputs (DE): Die im Projekt etablierten Partnerschaften und die durch die institutionelle Kooperation geschaffenen harmonisierten Strategien erleichtern die Ambrosia-Bekämpfung. Die Verwaltung kooperiert enger und steigert dadurch ihre Effizienz.
