The REGIONET initiative has set up a model of regional and cross-border cooperation between SMEs in the border region Austria-Hungary. As a result of this networking based structuring of the regions, the cross-sector and cross-border business relations of the border region have been able to budge from their stagnant state. Simultaneously, despite the cross-border efforts, the created networks are in the majority of cases only active within their own core regions. The cooperation between entrepreneurial networks is only limited to solving individual economic issues, they are not strategically dispositioned, and as an effect, the opportunities lying in strategic cross-border cooperations are not being utilized. The impulses of open and motivated entrepreneurial networks tremendously strengthen the international competitiveness of enterprises. To make better use of the opportunities provided by cross-border cooperations aimed at strategic economic development, the networks are being reshaped with the involvement of economic development organizations to regional entrepreneurial initiatives, that form four bilateral economic development groups in the immediate border region thereafter. As a result, the entrepreneurial networks will be able to venture outside of their own (regional-national) economic zones and will be able to cooperate more effectively, hence they can step in a catalisator role to spur the market growth of SMEs’ of the border region. The strategic cooperation of bilateral economic groups for development, the establishment of cooperations yielding sectoral, innovation stimulating opportunities and the activities aimed at improving entrepreneurial competencies and establishing international business relations strengthen the international competitiveness of the border region’s SMEs.

Die REGIONET Initiative hat im österreichisch-ungarischen Grenzgebiet das Modell der regionalen und grenzüberschreitenden Zusammenarbeit im Netzwerk erschaffen. Als Ergebnis der netzwerkbasierten Organisationsform der Regionen haben sich die branchenübergreifenden und grenzüberschreitenden Geschäftsbeziehungen des Grenzgebietes aus ihrer Stagnation befreit. Jedoch sind trotz der grenzüberschreitenden Bemühungen die Netzwerke weiterhin überwiegend in ihren eigenen Kernregionen tätig. Die Zusammenarbeit der Unternehmensnetzwerke beschränkt sich auf die Lösung eines wirtschaftlichen Problems und ist nicht strategisch ausgerichtet. Daher bleiben die Möglichkeiten der grenzüberschreitenden strategischen Kooperation ungenutzt. Die von den offenen und motivierten Unternehmensnetzwerken geschaffenen Impulse tragen viel zu der internationalen Wettbewerbsfähigkeit der Unternehmen bei. Um die Möglichkeiten der Kooperation in grenzüberschreitender strategischer Wirtschaftsentwicklung besser auslasten zu können erfolgt mit Einbeziehen von Wirtschaftsentwicklungsorganisationen die Entwicklung der Netzwerke zu sogenannten regionalen Unternehmensinitiativen, die danach in der unmittelbaren Grenzregion 4 bilaterale Arbeitsgemeinschaften für Wirtschaftsentwicklung etablieren. Als Ergebnis werden sich die Unternehmensnetzwerke über ihre (regionalen-nationalen) Wirtschaftszonen hinweg entwickeln und werden besser zusammenarbeiten können. Dadurch erfüllen sie die Rolle des Katalysators im Marktwachstum der KMU´s des Grenzgebiets. Die strategische Kooperation der bilateralen Arbeitsgemeinschaften für Wirtschaftsentwicklung, die Etablierung von branchenspezifischen innovationsanregenden Kooperationen, sowie Aktivitäten zur Kompetenzentwicklung der Unternehmen und der Etablierung von internationalen Geschäftskontakten tragen zu der Stärkung der internationalen Wettbewerbsfähigkeit der KMU’s des Grenzgebiets bei.

Az osztrák-magyar határtérségben a KKV-k térségi és határon átnyúló hálózati együttműködésének modelljét hozta létre a REGIONET kezdeményezés. A térségek hálózatalapú szerveződésének köszönhetően a határtérség ágazatokon átívelő és határon átnyúló üzleti kapcsolatai kimozdultak a stagnáló állapotból. Ugyanakkor a határon átnyúló erőfeszítések ellenére a hálózatok túlnyomórészt továbbra is csak saját magterületükön aktívak. A vállalkozói hálózatok együttműködése eseti jelleggel egy-egy gazdasági probléma megoldására korlátozódik, nem stratégiai jellegű, ezért a határon átívelő stratégiai együttműködésekben rejlő lehetőségek kiaknázatlanok maradnak. A nyitott és motivált vállalkozói hálózatok által generált impulzusok nagymértékben segítik a vállalkozások nemzetközi versenyképességét. A határon átnyúló stratégiai gazdaságfejlesztési együttműködésekben rejlő lehetőségek hatékonyabb kihasználása érdekében a gazdaságfejlesztési szervezetek bevonásával a hálózatok ún. térségi vállalkozói kezdeményezéssé fejlődnek, majd ezt követően a közvetlen határ régióban 4 bilaterális gazdaságfejlesztési munkacsoportot hoznak létre. Ennek eredményeként a vállalkozói hálózatok ki tudnak lépni saját (térségi–nemzeti) gazdasági zónájukból, hatékonyabban tudnak együttműködni és ezáltal egyfajta katalizátor szerepet betölteni a határtérségi KKV-k piaci növekedésében és innovációs aktivitásuk elősegítésében. A bilaterális gazdaságfejlesztési munkacsoportok stratégiai együttműködése, az ágazatspecifikus, innováció-ösztönző együttműködéseinek kiépítése, valamint a vállalkozói készségfejlesztésre és nemzetközi üzleti kapcsolatépítésre irányuló tevékenységek a határtérségi KKV-k versenyképességének erősítéséhez vezetnek.

Achievements (EN):

During the REGIONET Competitive project, a 30-month period ended with the closure of the project. In the entire Hungarian-Austrian border region, 5 Austrian and 5 Hungarian project partners and three strategic partners participated in the economic development networking. The 5 Hungarian and 5 Austrian organizations cooperating in the implementation of the project provide entrepreneurial consulting and advocacy tasks as their core business, so the pre-planned entrepreneurial network development was not a new area for them. Entrepreneurial networks and regional entrepreneurial groups operated in the project area on the one hand as a result of a bottom-up initiative and on the other hand thanks to the support of the antecedent project REGIONET Active. In the first phase of the area-based network development work of the REGIONET Competitive project, network development activities were launched resp. concentrated in the 13 regions involved. The entrepreneurial platform networks were further developed in such a way that an economic development organization was involved in the networks, thus strengthening the network structure and thus the regional entrepreneurial initiatives were formed. These coordinated networks mapped the needs and future prospects of regional businesses in the framework of strategy-forming workshops and compiled comprehensive regional economic development strategies based on cross-border relations. Next, network development work moved to a cross-border, bilateral level. The 13 regional entrepreneur initiatives have set up economic development working groups in coordination with economic development organizations. With the establishment of the working groups, practically 4 bilateral economic development axes were established, which are the following: 1. among the member organizations of REGIONET regional entrepreneurship initiatives of district Mosonmagyaróvár– Northern Burgenland [northern areas] (mainly district Neusiedl a.S.) – Römerland Carnuntum area 2. among the member organizations of REGIONET regional entrepreneurship initiatives of district Sopron - Northern Burgenland (mainly district Eisenstadt) - Mattersburg district 3. among the member organizations of REGIONET regional entrepreneurship initiatives of districts Kőszeg-Szombathely - Central Burgenland - Bucklige Welt-Wechselland (NÖ) region 4. among the member organizations of the Western Zala (districts Zalaegerszeg, Lenti), Southern Burgeland, Joglland, Hartbergerland and Wechselland regional entrepreneurship initiatives All information (including bilateral economic development strategies) is also available on the project website, www.regionetcompetitive.eu. The members of the working groups also organized several events to get to know each other better, build closer relationships and consult. Network development workshops, company visits, study tours took place, and as a result of the common work, the working groups developed common strategies, taking into account the findings and recommendations of the previously developed regional economic development strategies. As a final step in the network development process within the project, the coordinators of the economic development axes concluded framework agreements. The framework agreements contain the framework for the operation of the working groups, the forms of communication and the emphasized economic aspects of the economic development axes. The framework agreements ensure the continuation of the network work after the project closure, the long-term cooperation of the economic development working groups, thus ensuring the sustainability of the achieved results. Networking support for cross-border businesses, cross-border business activities and the facilitation and acceleration of information flows are available to businesses in the border region. In addition to area-based network development, sector-based network development work was also underway within the project. The intensive work over 30 months has yielded tangible results in the four pre-defined focus areas of the Austro-Hungarian focus (food and local supply, tourism, plastics, metal industry). A total of 41 bilateral sectoral co-operation agreements were concluded in the four sectors (involving 41-41 different Hungarian and Austrian SMEs in the sector). In each sector, the co-operation took place along completely different aspects, entrepreneurial, market interests and common points, which posed a great challenge to the partnership. Nevertheless, as a result of efficient work and commitment, the commitments for the plastics and metals industries have been fulfilled, while for the food and local supply and tourism industries, the commitments have been exceeded. Both agreements for a more specific business and agreements of a more comprehensive nature have been concluded. Efforts have been remarkable within the food and local supply sectors, with a number of cooperation agreements involving the same SMEs (ie not between different SMEs). This is due to the fact that the regional brewers have initiated collaborations in organizing a common event and even brewing beer (for all the companies involved) as a common activity.

Im Rahmen des Projektes REGIONET Competitive ging mit dem Abschluss des Projektes eine Periode von 30 Monaten zu Ende. In der gesamten ungarisch-österreichischen Grenzregion beteiligten sich 5 österreichische und 5 ungarische Projektpartner sowie drei strategische Partner an der Wirtschaftsentwicklungskooperation. Die bei der Umsetzung des Projekts kooperierenden 5 ungarischen und 5 österreichischen Organisationen führen Beratungs- und Interessenvertretungstätigkeiten für Unternehmen als Kernaktivität aus, so war die vorgeplante Netzwerkentwicklung zwischen den Unternehmen für sie kein neuer Bereich. Wirtschaftsnetzwerke, regionale Plattformen von Unternehmen waren im Projektgebiet einerseits als Ergebnis der Bottom-up-Initiative tätig und andererseits durch die Unterstützung des vorherigen Projekts REGIONET Aktiv. In der ersten Phase der territorialen Netzwerkentwicklungsarbeit des Projekts REGIONET Competitive wurden Netzwerkentwicklungsaktivitäten in den 13 betroffenen Regionen gestartet und auf diese konzentriert. Die Wirtschaftsplattformen wurden weiterentwickelt, indem eine Wirtschaftsentwicklungsorganisation in die Netzwerke integriert wurde, wodurch die Netzwerkstruktur gestärkt und regionale Unternehmensinitiativen geschaffen wurden. Diese koordinierten Netzwerke haben im Rahmen von Workshops für Strategiebildung, die Erfassung der Bedürfnisse regionaler Unternehmen, der Zukunftsaussichten durchgeführt und regionale Wirtschaftsentwicklungsstrategien erarbeitet, die die Basis grenzüberschreitender Beziehungen gebildet haben. Danach hat die Netzwerkentwicklung eine grenzüberschreitende bilaterale Ebene erreicht. Die 13 regionalen Unternehmensinitiativen haben unter der Koordinierung von Wirtschaftsentwicklungsorganisationen Arbeitsgruppen für Wirtschaftsentwicklung etabliert. Mit der Etablierung von Arbeitsgruppen wurden praktisch vier bilaterale Achsen für die Wirtschaftsentwicklung geschaffen, und zwar: 1. unter den Mitgliedsorganisationen von den REGIONET regionalen Unternehmensinitiativen: Bezirk Mosonmagyaróvár – Nordburgenland [Nordteil] (insbesondere Bezirk Neusiedl) – Region Römerland Carnuntum 2. unter den Mitgliedsorganisationen von den REGIONET regionalen Unternehmensinitiativen: Bezirk Sopron – Nordburgenland [Südteil] (insbesondere Bezirk Eisenstadt) - Bezirk Mattersburg 3. unter den Mitgliedsorganisationen von den REGIONET regionalen Unternehmensinitiativen: Bezirke Kőszeg-Szombathely - Mittelburgenland - Bucklige Welt-Wechselland (NÖ) 4. unter den Mitgliedsorganisationen von den REGIONET regionalen Unternehmensinitiativen: West-Zala (Bezirke Zalaegerszeg und Lenti), Südburgenland, Region Joglland, Region Hartbergerland und Region Wechselland Alle Informationen (u.a.: die bilateralen Wirtschaftsentwicklungsstrategien auch) sind auch auf der Projektwebsite www.regionetcompetitive.eu verfügbar. Die Mitglieder der Arbeitsgruppen organisierten mehrere Veranstaltungen, um sich besser kennenzulernen, engere Beziehungen aufzubauen und für Beratung. Workshops zur Netzwerkentwicklung, Firmenbesuche und Studienreisen wurden zum Ergebnis der gemeinsamen Arbeit. Unter Berücksichtigung der Feststellungen und Empfehlungen der zuvor entwickelten regionalen Wirtschaftsentwicklungsstrategien, haben die Arbeitsgruppen gemeinsame Strategien entwickelt. Als letzten Schritt des Netzwerkentwicklungsprozesses - innerhalb des Projekts - haben die Koordinatoren der Wirtschaftsentwicklungsachsen Rahmenvereinbarungen unterschrieben. Die Rahmenvereinbarungen umfassen die Arbeit der Arbeitsgruppen, die Kommunikationsformen und die besonderen wirtschaftlichen Aspekte der Wirtschaftsachsen.Die Rahmenvereinbarungen sichern die Fortsetzung der Netzwerkarbeit nach Abschluss des Projekts, und eine langfristige Zusammenarbeit zwischen den Arbeitsgruppen für Wirtschaftsentwicklung und stellen somit die Nachhaltigkeit der erzielten Ergebnisse sicher. Für Unternehmen, die in der Grenzregion tätig sind, ist die Unterstützung der Netzwerke für den Kontaktaufbau, die Erleichterung grenzüberschreitender Geschäftstätigkeiten und des Informationsflusses ständig verfügbar. Neben der territoerialen Netzwerkbildung erfolgte eine branchenbezogene Vernetzung ebenfalls im Projekt. Die intensive 30 motatige Arbeit hat zu greifbaren Ergebnissen in den vorherig festgelegten vier österreich-ungarischen Schwerpunktbranchen (Lebensmittel und nahversorgung, Tourismus, Kunststoffindustrie, Metallindustrie) gebracht. In den vier Branchen wurden insgesamt 41 bilaterale branchenspezifische Kooperationsvereinbarung unterzeichnet (mit 41-41 verschiedenen ungarischen und österreichischen KMU aus den jeweilgigen Branchen). In jeden Branchen basiert die Entwicklung der Zusammenarbeit auf völlig unterschiedlichen Aspekten, Unternehmertum, Marktinteressen und Gemeinsamkeiten, was eine große Herausforderung für die Partnerschaft bildete. Dank effektiver Arbeit und Engagement wurden die Zielen in der Kunststoff- und Metallindustrie erfüllt, während eine Übererfüllung in der Lebensmittelindustrie- und Nahversorgung, sowie in der Tourismussektor erfolgte. Es wurden sowohl geschäftsspezifische Vereinbarungen als auch umfassendere Vereinbarungen unterzeichnet. Die Arbeit war in der Branche Lebensmittelindustrie- und Nahversorgung besonders hervorragend, und es wurden zahlreiche Kooperationsvereinbarungen regionale Brauerzwischen denselben KMU abgeschlossen (dh. nicht zwischen verschiedenen KMU). Der Grund dafür ist, dass regionale Brauer als gemeinsame Aktivität begonnen haben, eine gemeinsame Veranstaltung zu organisieren und sogar die Produzierung eines gemeinsames Biers zu initiieren (betreffend alle beteiligten Unternehmen).

A REGIONET Competitive projekt keretében a projekt zárásával egy 30 hónapos periódus zárult le. A teljes magyar-osztrák határtérség területén 5 osztrák és 5 magyar projektpartner és három stratégiai partner vett részt a gazdaságfejlesztési hálózatépítésben. A projekt megvalósításában együttműködő 5 magyar és 5 osztrák szervezet alaptevékenységként vállalkozói tanácsadást, érdekképviseleti feladatokat lát el, így az előzetesen tervezett vállalkozói hálózatfejlesztés nem volt új terület számukra. A projekttérségben egyrészt alulról jövő kezdeményezés eredményeként, másrészt a REGIONET Aktív előzmény projekt támogatásának köszönhetően működtek vállalkozói hálózatok, regionális vállalkozói csoportok. A REGIONET Competitive projekt területi alapú hálózatfejlesztési munkájának első fázisában a bevont 13 térségben indultak el, illetve koncentrálódtak a hálózatfejlesztési tevékenységek. Megtörtént a vállalkozói platform hálózatok továbbfejlesztése oly módon, hogy a hálózatokba bevonásra került egy-egy gazdaságfejlesztési szervezet, így erősítve a hálózati struktúrát és ezzel kialakultak a térségi vállalkozói kezdeményezések. Ezek a koordinált hálózatok stratégia alkotó műhelytalálkozók keretében feltérképezték a térségi vállalkozások igényeit, jövőbeli kilátásait és átfogó, a határon átnyúló kapcsolatokat megalapozó térségi gazdaságfejlesztési stratégiákat állítottak össze. Ezt követően a hálózatfejlesztési munka határon átnyúló, bilaterális szintre lépett. A 13 térségi vállalkozói kezdeményezés a gazdaságfejlesztési szervezetek koordinálásával gazdaságfejlesztési munkacsoportokat alakított ki. A munkacsoportok létrejöttével gyakorlatilag 4 bilaterális gazdaságfejlesztési tengely jött létre, amelyek a következők: 1. Mosonmagyaróvári járás – Észak-Burgenland [északi területei] (főként a Nezsideri járás) – Römerland Carnuntum térsége REGIONET térségi vállalkozói kezdeményezések tagszervezetei között 2. Soproni járás – Észak-Burgenland [déli területei] (főként Eisenstadti járás) – Mattersburg-i Járás REGIONET térségi vállalkozói kezdeményezések tagszervezetei között 3. Kőszegi-Szombathelyi járások - Közép-Burgenland - Bucklige Welt-Wechselland (NÖ) térsége REGIONET térségi vállalkozói kezdeményezések tagszervezetei között 4. A munkacsoportok tagjai egymás jobb megismerése, szorosabb kapcsolatépítés és konzultáció céljából több rendezvényt is szerveztek. Hálózatfejlesztési workshopok, céglátogatások, tanulmányutak valósultak meg, és a közös munka eredményeként a korábban kidolgozott térségi gazdaságfejlesztési stratégiák megállapításait, ajánlásait figyelembe véve, a munkacsoportok közös stratégiákat dolgoztak ki. A hálózatfejlesztési folyamat - projekten belüli – utolsó lépéseként a gazdaságfejlesztési tengelyek koordinátorai keret-megállapodásokat kötöttek. A keret-megállapodások tartalmazzák a munkacsoportok működésének kereteit, a kapcsolattartás formáit és a gazdaságfejlesztési tengelyek hangsúlyos gazdasági vonatkozásait. A keret-megállapodások biztosítják a hálózati munka projektzárást követő folytatását, a gazdaságfejlesztési munkacsoportok hosszú távú együttműködését, így biztosítva az elért eredmények fenntarthatóságát. A határtérségben működő vállalkozások számára folyamatosan elérhető a hálózatok által nyújtott kapcsolatépítési támogatás, határon átnyúló üzleti tevékenységek segítése, és az információáramlás könnyítése-gyorsítása. A területi alapú hálózatfejlesztés mellett, ágazati alapú hálózatfejlesztési munka is zaljott a projekt keretében. A 30 hónapon át tartó intenzív munka kézzel fogható eredményeket hozott az előzetesen meghatározott négy osztrák-magyar súlyponti ágazat (élelmiszeripar és helyi ellátás, turisztika, műanyagipar, fémipar) esetében. A négy ágazatban összesen 41 (41-41 különböző magyar és osztrák adott ágazati KKV bevonásával) bilaterális ágazati együttműködési megállapodás megkötésére került sor. Minden ágazatban teljesen eltérő szempontok, vállalkozói, piaci érdekek, közös pontok mentén történt az együttműködések kialakítása, amely nagy kihívás elé állította a partnerséget. Mindazonáltal a hatékony munka és elköteleződés eredményeként a vállalások a műanyagipar és a fémipar tekintetében teljesítésre, míg az élelmiszeripar és helyi ellátás, valamint a turisztikában túlteljesítésre kerültek. Egyaránt létrejöttek egy-egy teljesen konkrét üzletre vonatkozó megállapodások és átfogóbb jellegű megállapodások. Az erőfeszítések az élelmiszeripar és helyi ellátás ágazatán belül jártak kiemelkedő eredménnyel, mivel számos ugyanazon KKV-kat érintő (tehát nem különböző KKV közötti) együttműködési megállapodás jött létre. Ennek oka, hogy a regionális sörkészítők közös tevékenységként közös rendezvény megszervezésén és akár közös sör készítéséről is együttműködéseket kezdeményeztek (minden bevont vállalkozást érintően).
