Common cross-border challenges the project aims to address are related to navigation safety, cross-border information exchange, port service quality and standards and marketing in the Baltic Sea region (BSR). The objective of SmartPorts project is to improve and integrate small ports’ network by: (1) integrating regions small port network via modern ICT solution (implementation of systems that facilitate the cross border information exchange and cooperation – this has never been done before); (2) harmonize quality of existing services by investing into port technology, safety- and environment protection equipment; (3) long term joint (cross-border) marketing tools and activities in order to double the number of visitors by the sea. This project integrates different stakeholders (ports, NGOs, local governments etc) in BSR to fully exploit the knowledge, experience and synergy of every participant. The method of the project is worked out by experienced sailors, port operators and cruisers of Latvia and Estonia (with a lot of help and advice from other Baltic Sea Cruisers), they know, what to want from the next port to set sails for. A number of activities will be implemented - from modern ICT network solution, investments into harbour infrastructure (safe navigation, crucial port services and facilities, docking and environment protection) and to marketing and promotion events in project region and target markets. Outcome of the project is an improvement in level of services in 16 ports, in 4 countries (services are harmonized) by end of 2017, increase in number of foreign visitors by the sea (doubled by 2020), increase in length of stay of foreign visitors by the sea (doubled by 2020). Ports are: Port of Purtse, Kärdla, Kalev Yacht Club, Lõunaranna, Kõiguste, Pāvilosta, Mērsrags, Liepāja, Ventspils, Roja, Salacgriva, Skulte, Lielupe, 1 port in Sottunga kommun, 2 ports in Archipelago (Lidö and Arholma).

Achievements (EN):

Interactive information system for small harbours created by SmartPorts: Thanks to the project, 16 small guest harbours were improved with better infrastructure and safety in four countries (most ports in Estonia and Latvia). Ports invested in new safety and environment protection equipment to make ports more secure, sustainable, comfortable and to provide better services in harbours. Ports have purchased navigation marks, buoys, meteorological stations, directional lights, and improved port facilities. E.g. Kõiguste installed self-service kiosk, navigation marks, line marks and gate system, and Purtse developed new webpage, purchased rowing boat, surveillance and port gate opening system. The SmartPorts project created an interactive information system for small harbours. Modern ICT solution (www.marinamia.eu) was launched to integrate region's small port network and contribute to tourism development. The app, HelloPort, includes Port & Buoy Navigation, Marina info and payment. https://hello-port.com/. Common marketing strategies and plans were developed for the participating ports and regions. During the project, partners held training sessions and meetings to discuss methods how to increase visitors’ number and provide sailors even better service quality. The most useful communication for project partners was attending at the maritime fairs in Germany, Sweden, and Finland. Thanks to the fairs, the partners could introduce and promote their ports to visitors. It provided great opportunity to answer to sailors’ questions and concerns. Also, a lot of sailors were interested in the best sailing routes in Baltic Sea. The number of foreign visitors by the sea is increasing. The visitors are also expected to stay longer in the improved ports. Notable parts of the result are the improved safe navigation and docking services in the small ports as well as improved environmental protection and pollution prevention services. The cooperation was very effective and successful between Estonia and Latvia. With Finland and Sweden, the communication was weaker, but the project was well implemented.

Expected Results (EN): R3.2. Share of Central Baltic small ports with good services

Expected Outputs (EN):

1) Jointly developed and piloted cross-border interactive information system for small harbours.Its main functions will be:- cruising routes and suggestions, contacts to marina services;- online weather stations and webcams in marinas; - customer alerts: pollution, accident etc.;- feedback from customers about marina services, comments for fellow sailors and suggestions for marina operator;- sharing tourist information about the region behind the marina;Majority of the sailors have smart digital devices: tablet computers, laptops or smart phones which are the main tools for using the interactive information system by logging in to the harbour WIFI. A digital touchscreen self-service and information stand will be put to every port. During the project the information system will be developed and piloted in the ports of Estonia and Latvia, but it can also be easily adopted to the the small ports of Finland and Sweden.2) Second result will be improved safe navigation and docking services (incl m-payments) of the small ports:- investments into navigation signs, smart buoys, meteorological stations- improvement of berths and services- gate and door access-control systems- implementation of video-surveillance systems3) Improved environment protection and pollution prevention services through:- installation of waste- and toilet water handling systems for leisure boats- installation of toxic and dangerous waste collection systems- pollution displacement equipment with relevant trainingAll the improved services will be offered by the participating ports during and after the project ends.4) 4th result will be joint marketing tools (information stands in every port) created and joint marketing materials (leaflets, articles etc), participating in boat shows and tourist fairs and homepage. After the project ends all the partners will continue promoting the small ports network and sharing the joint marketing materials created in the project.
