Need and common challenges The participating regions have limited resources and knowhow to support the creation of student based knowledge-intensive cross-border companies. Combining competences from several relevant higher education programmes, student populations and enterprise development agencies are needed. Entrepreneurial talent and ambition are rare in each participating region and joint actions within the Central Baltic states are needed to get critical enough mass of prospective company founders. It is recognized that the entrepreneurial career path is a viable avenue for employment in the times of economic restructuring. An attractive cross-border initiative is needed to get the best students to seriously take up international entreprenurship. Approach The perspective of European territorial and international entrepreneurship from the outset Attracting entrepreneurial talent into the region Cross-media coverage and international promotion of cross-border startup development process Parallel cross-border competence development both of new venture teams and of coaches and enterprise development agencies How the project is implemented The project was planned together with all the partners. Partners participate in almost all the activities jointly in order to achieve a genuine cross-border competences and coopertaion model which works also after the project Cross-border cooperation is needed to collect critical enough mass of complementary competences and utilize different national business cultures. Expected results 10-15 knowledge intensive cross-border companies and 5-6 cooperation agreements. International visibility of the student-based entrepreneurial ecosystem. Enhanced competence and network model for supporting the creation and growth of knowledge-intensive cross-border companies jointly by universities and enterprise development agencies and private actors.

Achievements (EN):

STARPABS – Creating start-up passion among university students: The overall aim for the project “Start-up Passion in Baltic Sea Region” (STARPABS) was to raise interest towards entrepreneurship among university students, and help them to build internationally competitive teams. Three universities from the countries Finland, Estonia and Latvia participated. The main objective was to create student-based knowledge intensive cross-border companies and cooperation agreements. The project organized 18 events. In total about 800 participants were involved in the project activities. From initially 50-60 teams formed, 23 teams became operational, out of which 16 companies were registered, and 2 of them are joint cross-border companies. The established companies have prepared export and expansion plans for the next few years. After the project had ended, some of the teams were currently working on the development of their business idea, and some of them were in the seed funding stage. Other teams were “on hold” until graduation and planned to continue afterwards. Furthermore, the aim was to create a cross-border model to support start-ups in the Central Baltic region, and to enhance the attractiveness of CB region as a start-up platform for entrepreneurial talents. This was also achieved in the project. The training program “6-step to success” will continue in the form of our MOOC (“Massive Open Online Courses” consisting of hackathons and business idea development workshops for students), which can be used by new start-up teams after the end of the project.

Expected Results (EN): R1.1. Number of new joint or co-operating knowledge intensive enterprises

Expected Outputs (EN):

10-15 student-based knowledge intensive cross-border companies and 5-6 cooperation agreements. This result is what is measured under the relevant programme result indicator, ie. number of knowledge intensive cross-border companies. Established companies have also prepared export and expansion plans for the next few years. An interactive educational MOOC (massive online open course) on idea generation and entrepreneurship which continues to attract entrepreneurial talent into the Central Baltic region also after the project and which promotes Central Baltic as a technology intensive startup ecosystem in the world.Cross-media based international startup competition which attracts investors to the Central Baltic region and facilitates cross-border networking of other enablers of the startup ecosystem in the region.
