Description (EN):

Celebrating Biodiversity Governance (BioGov) uses participatory governance to improve natural and cultural heritage policies. Participatory governance focuses on stakeholder cooperation; governance structure, size and scope of the multistakeholder partnership, and number of stakeholders influencing policies varies according to regional context. Stakeholders include nature organization staff, land owners, citizens and government staff. Stakeholder cooperation includes information sharing, dialogue, deliberation and exploring new models of shared decision-making. This involves formal and informal rules for decision-making and how to enforce those rules. These models are described in our action plans for policy improvement. BioGov focuses on Operational Programmes that include Thematic Objective 6 - Environment and Resource Efficiency - Biodiversity, Green Infrastructure, Ecosystem Services and Natura 2000 and other regional policies that deal with biodiversity conservation. Expected changes include more effective policies due to improved governance and broad stakeholder support, projects using participatory governance and/or policy instruments that actively encourage participatory governance as a new priority. Interregional meetings and peer reviews complement online meetings. As outcomes, partners will increase their capacity to facilitate Multi-Stakeholder Partnerships in their region, to engage in interregional learning, to learn to produce and communicate best practice narratives. Study visits - as part of interregional partner meetings - enable project staff to meet regional stakeholders and dialogue about policy improvement. Biodiversity and cultural landscapes are at the core of our regional identities. In our view, effective natural and cultural heritage policies are rooted in deliberation about, as well as care for and celebration of nature that sustains us.

Achievements (EN):

In terms of activities, the project has organised a total of 89 policy learning events. It has also identified 20 good practices, produced 8 action plans and led to the increased capacity of 70 people. In terms of results, the project has succeeded in improving 3 regional development policies for a total amount of funds influenced of EUR 525,536. 39.

Expected Results (EN):

The overall objective is to develop and improve regional policies for natural heritage, cultural heritage and biodiversity conservation in complementary European policy contexts through new forms of participatory governance. Sub-objectives include: 1. To identify methods and tools to develop broad stakeholder support for policy plans for natural heritage, cultural heritage and biodiversity conservation. 2. To develop concrete action plans for regional policies for natural heritage, cultural heritage and biodiversity conservation. 3. To design and implement the project in such a way that collaborative leadership and peer learning emerges among partners.

Expected Outputs (EN):

OUTPUTS: Exchange of experiences. 6 Interregional project partner meetings: 4 in Phase 1, 2 in Phase 2. 8 Regional stakeholder groups created. 74 regional stakeholder group meetings. 1 Peer Review handout. 8 Peer Reviews visits. 8 Baseline/Endline studies. 16 best practices (2 per partner region) based on the seven principles for facilitating effective MSPs. 8 Regional Action Plans for policy improvement. 54 people with increased professional capacity. Communication & Dissemination: 1 Communication Strategy. 1 Website (integrated in Interreg Europe website) – frequently updated. 1 Project visual identity (integrated with Interreg Europe identity). 9 Project posters put up at partner locations. 1 Set of rollup banners. 8 Regional editions of joint project brochure . 64 narratives posted as podcasts or short videos. 10 Local press releases - peer review related. 27 appearances in press/media (9 partners x 3). 1 final conference in Phase 2 (150 participants). 1000 New unique visitors/semester of project website. Project management: 6 Steering Committee meeting reports. 1 BioGov inception meeting report. 1 Partnership agreement. 6 Progress reports. 1 Final report (Phase 2). RESULTS: Improved implementation of 8 regional policy instruments help halting biodiversity loss: 1. NL: increased rural areas with biodiversity targets with participatory governance. 2. BE: increased area with biodiversity measures under 'Compensation for services'. 3. RO: increased area in Mures county under participatory governance for biodiversity conservation. 4. ES: increased number of landscape action plans on forest and pastures zones as green infrastructure endorsed by stakeholders applying collective criteria. 5. SE: increased area within the existing nature reserves in the Valle area is brought under governance of (participatory) management plans. 6. SI: increased number of forest management plans using participatory governance. 7. PO: Increased number good practices of participatory biodiversity governance to improve the regional operational programme. 8. BG: Increased number of Natura 2000 management plans developed with protected area managers, public authorities, land owners and communities.
