The cooperation level of the chambers, economic development organizations, agencies concerned in regional economy development at the Slovenian-Hungarian border area is not satisfactory. Among other things, its consequence is that the number of cooperative economic operators both in trade flow, in industrial and in agricultural activities is low. It would be necessary to exploit the opportunities in both countries, to expand the existing contacts, especially among SMEs. According to our experiences, both country search cooperation possibilities in other directions, although there are a lot of similarities in the economy of the two countries, and they encounter with the same obstacles and difficulties. To overcome these barriers is an institutional task, which can be satisfied by a higher level of cooperation of the institutions in the border area. Our aim is to connect the experience, knowledge and existing best practices of these organizations, to integrate them into a harmonized system which we support with a professional, expert mentor programme, thus assisting the economic cooperation and the exploitation of the advantages of neighbourhood. The implementation will have a result that will make our region the centre of European economic renewal. Within the framework of the project we renew and expand the institutional relations concerned in economic development, we assess its capacity and we try to clarify the needs of economic operators. Since they are the building stones of the economy development, there is a need for information and supporting background to fulfil their function. We support this by the establishment of a common, innovative, Slovenian-Hungarian language regional development platform; to which we implement the needed knowledge extension. We provide the durability of the cooperation with the establishment of an info point and a knowledge centre network.

A szlovén-magyar határtérségben a regionális gazdaság fejlesztésében érintett, e területen tevékenykedő kamarák, gazdaság- és térségfejlesztéssel foglalkozó szervezetek, ügynökségek együttműködési szintje nem kielégítő. Többek között ennek a következménye, hogy mind a kereskedelmi forgalomban, mind az ipari és mezőgazdasági tevékenységek körében minimális az együttműködő gazdasági szereplők száma. Szükség lenne mindkét ország gazdaságában a lehetőségek kihasználására, a meglévő kapcsolatok bővítésére, főként a KKV-k körében. Tapasztalataink szerint mindkét ország más irányokban keresi az együttműködési lehetőségeket, pedig sok a hasonlóság a két ország gazdaságában, általában ugyanazon akadályokkal, nehézségekkel kell szembenéznük a szereplőknek. Ezek lebontása intézményi feladat, melynek csak az együttműködés egy magasabb szintjén tudnak eleget tenni a határtérség intézményei. Célunk, hogy ezen szervezetek tapasztalatát, tudását, meglévő jó gyakorlatait kapcsoljuk össze, integráljuk egy harmonizált rendszerbe, amit egy professzionális, szakértői mentorprogrammal támogatunk, így segítve a gazdasági kooperációt, a szomszédságból fakadó előnyök kihasználását. A megvalósítás olyan átütő eredményeket fog hozni, amelyek térségünket rövidesen az európai gazdasági megújulás központjává teszik. A projekt keretében megújítjuk, kibővítjük a határségben a regionális gazdasági fejlesztésben érintett, jelenleg működő intézményi kapcsolatrendszert, felmérjük annak kapacitását, kísérletet teszünk arra, hogy pontosítsuk a térség gazdasági szereplőinek igényeit. Mivel ők az építőkövei a gazdaság fejlődésének, ezért ezen funkciójuk betöltéséhez információkra, támogató háttérre van szükség, amit a határtérségben egy közös, innovatív, magyar-szlovén nyelven elérhető regionális információs és térségfejlesztési platform kialakításával segítünk, melyhez a szükséges tudásbővítést is megvalósítjuk. Az együttműködés tartósságát egy infopont és tudásközpont hálózat kialakításával biztosítjuk.

Raven sodelovanja med zbornicami, ter institucijami in organizacijami, ki delujejo na področju regionalnega gospodarskega in teritorialnega razvoja v slovensko-madžarskem obmejnem območju ni zadovoljiva. Posledica tega je minimalno sodelovanje na področju komercialnih dejavnosti ter na področju industrijskih in kmetijskih dejavnosti delujočih gospodarskih udeležencev. V gospodarstvu obeh držav bi bilo potrebno izkoristiti priložnosti za širitev obstoječih odnosov, zlasti med MSP. Glede naših izkušenj si priložnosti za sodelovanje obe državi iščeta v drugih smereh. Vendar je veliko podobnosti v gospodarstvu obeh držav, udeleženci se običajno soočajo z enakimi ovirami, težavami. Odprava le-teh je naloga institucij in ga je možno doseči le z višjo stopnjo institucionalnega sodelovanja na obmejnem območju. Naš cilj je povezati izkušnje, znanja in obstoječe dobre prakse teh organizacij ter jih integrirati v usklajen sistem, ki je podprt s strokovno mentorskim programom. Tako povečamo gospodarsko sodelovanje in izkoriščanje prednosti sosedskih odnosov. Realizacija bo prinesla prebojne rezultate, ki bodo našo regijo kmalu spremenile v evropsko središče gospodarskega preporoda. V okviru projekta bomo obnovili, razširili obstoječi sistem institucionalnega odnosa, ki trenutno deluje v obmejni regiji na področju regionalnega gospodarskega razvoja, ocenili njegove zmogljivosti ter skušali bomo opredeliti potrebe gospodarskih udeležencev v regiji. Ker so oni gradniki gospodarskega razvoja, za izpolnitev teh funkcij potrebujejo informacije ter podporo iz ozadja, ki ga v obmejni regiji z vzpostavitvijo skupne inovativne, madžarsko-slovenske regionalno informacijske in teritorialno razvojne platforme nudimo, ter za katero zagotovimo tudi potrebno usposabljanje. Trajnost sodelovanja bomo zagotovili z vzpostavitvijo mreže info točk in centrov znanja.

Expected Results (SL): Raven čezmejnega sodelovanja na ravni institucionalnega sodelovanja v programskem območju

Expected Outputs (HU):

Komplex munkatervet dolgoztunk ki, amelynek kiemelt eredménye lesz, hogy a partnerek és a résztvevő intézmények összehangolt együttműködésének köszönhetően hozzájárul a programterület gazdasági fejlődéséhez, a régió területi kohéziójának megerősítéséhez, a gazdaságban rejlő egyenlőtlenségek enyhítéséhez. A gazdasági élet számos területén fellelhető együttműködési igények összehangolásával, a partnerségek támogatásával jelentősen javul a térség gazdasági ereje, a megvalósuló közös fejlesztések, ötletek, innovatív elképzelések hozzájárulnak ahhoz, hogy a szlovén-magyar határtérség egy homogénebb gazdasági régióvá váljék. Ez a nemzetközi piacon is helyzeti előnyt jelent az itt tevékenykedő gazdasági szereplők számára, valamint a térség tőke vonzó hatása is növekszik, hiszen a befektetők számára egy jól működő, informatív gazdasági környezet kiemelt desztinációt jelent. Az üzleti információk gyűjtésében, összekapcsolásában és közvetítésében töltenek be szerepet mindazon intézmények, melyeket a projektbe be kívánunk vonni, és amelyek összefogása jelenti a programspecifikus eredményindikátor közvetlen elérését. Az eredményeket a projekt fő céljának elérése érdekében bevont intézmények számával mérjük, megkötött együttműködési megállapodások alapján. A tevékenységek során igazolt módon min. 30 szervezetet kívánunk elérni, melyek közül a partnereknek már a projekt tervezésekor van legalább 20 partnerük összesen, akik nyitottak a jövőbeni együttműködésre. A projektünk által együttműködésbe bevont intézmények, szakmai irányításunkkal, bilaterális illetve multilaterális megállapodásokat kötnek. Minimum 20 bilaterális megállapodást és 5 multilaterális megállapodást irányoztunk elő, mely egyezmények célzottan a legfontosabb problémák kezelésére fókuszálnak: 1. Foglalkoztatási problémák; 2. Információ hiány, harmonizálás, tudástranszfer; 3. Innováció és digitalizálás; 4. Közösségi tervezés, regionális stratégiák; 5. Beszállítói, kereskedelmi, üzleti partnerségek előmozdítása.

Expected Outputs (SL):

Izdelali smo kompleksen delovni načrt, ki bo dal ključne rezultate, kjer koordinirano sodelovanje vključenih institucij in organizacij prispeva h gospodarskemu razvoju programskega območja, izboljšanju teritorialne kohezije regije ter zmanjšanju neenakosti v gospodarstvu. Na vseh nivojih gospodarske sfere je potreba po usklajenem sodelovanju ter podpiranju partnerstva, kar bistveno pripomore k izboljšanju gospodarske moči regije. Realiziran skupni razvoj, ideje, inovativne zamisli prispevajo k temu, da slovensko-madžarsko obmejno območje postane gospodarsko bolj homogena regija. To za tukaj aktivno delujoče subjekte na mednarodnem trgu predstavlja potencialno prednost. V regiji se poveča učinek povratnega kapitala, kar z vidika investitorjev pomeni destinacijo vlaganja v dobro delujoče gospodarsko okolje. Pri zbiranju, povezovanju in posredovanju poslovnih informacij bodo imele vlogo vse tiste institucije, katere nameravamo vključiti v projekt in katerih povezovanje prispeva k neposrednemu doseganju specifičnih kazalnikov rezultatov programa. Rezultati se za namene doseganja glavnega cilja projekta merijo s številom vključenih institucij in na podlagi sklenjenih sporazumov o sodelovanju. V teku izvajanja aktivnosti na že preizkušen način želimo doseči minimalno 30 organizacij, kateri imajo že v času načrtovanja projekta skupno vsaj 20 partnerjev in ki so odprti za nadaljnje sodelovanje. Institucije, katere bomo vključili v projekt, bodo pod našim strokovnim vodstvom sklepale bilateralne oziroma multilateralne sporazume. Predvideli smo minimalno 20 bilateralnih sporazumov in 5 multilateralnih sporazumov, kjer se bomo osredotočili na reševanje najpomembnejših vprašanj/problemov: 1. Vprašanja zaposlovanja; 2. Pomanjkanje informacij, usklajevanje, prenos znanja; 3. Inovacije in digitalizacija; 4. Načrtovanje skupnosti, regionalna strategija; 5. Spodbujanje dobaviteljskih, trgovskih in poslovnih partnerstev.
