Due to the increasingly complex and competitive environment, companies in commodity-oriented regions such as Upper Austria and Lower Bavaria (OÖ & NB) must always supplement their products with new industrial and knowledge-based services. Knowledge in design and skills in the management of industrial services are crucial for success - especially for SMEs. Developing, producing and marketing industrial services, however, brings with it some changes in divisions. International studies (eg ESIC report) show that many companies in Upper Austria and Lower Bavaria have yet to implement these changes. Continuous measurement of one's own development is indispensable for achieving Industrial Service Excellence. Currently, there are no monitoring systems that help to determine the current status and to derive concrete measures. With this project, the two project partners Fachhochschule Oberösterreich (FH OÖ) and the Center for Market Research of the University of Passau (CFM) with the support of the two dissemination partners Business Upper Austria and Niederbayern Forum eV develop an Industrial Service Excellence Monitor (ISEM), which enables companies in Upper Austria and Lower Bavaria to determine their current status in defined disciplines of Industrial Service Excellence, to compare them with best practices and to receive recommended actions. The ISEM also provides policy makers with an overview of the service performance of economic sectors in order to initiate improvement measures and to develop concrete policies. The monitor can be adapted in other Interreg regions of Austria and Bavaria. The ISEM should also be filled with data after the end of the project in order to be available for future monitoring purposes.

Wegen des zunehmenden komplexeren und wettbewerbsintensiveren Umfelds müssen Firmen in sachgüterorientierten Regionen, wie Oberösterreich und Niederbayern (OÖ &NB) ihre Produkte stets um neue industrielle und wissensbasierte Dienstleistungen (d.h. um Industrial Services) ergänzen. Wissen in der Gestaltung und Kompetenzen im Management von Industrial Services sind dabei ausschlaggebend für den Erfolg - besonders für KMUs. Industrielle Services zu entwickeln, zu produzieren und zu vermarkten bringt jedoch einige Veränderungen in Unternehmensbereichen mit sich. Internationale Studien (z.B. ESIC- Report) zeigen, dass viele Firmen in OÖ und NB diese Veränderungen erst umsetzen müssen. Die fortlaufende Messung der eigenen Entwicklung ist dabei unumgänglich, um Industrial Service Excellence zu erreichen. Derzeit existieren keine Monitoring-Systeme, die helfen den aktuellen Stand zu ermitteln und konkrete Maßnahmen daraus abzuleiten. Mit diesem Projekt entwickeln die beiden Projektpartner Fachhochschule Oberösterreich (FH OÖ) und das Centrum für Marktforschung der Universität Passau (CFM) mit Unterstützung der beiden Disseminationspartner Business Upper Austria und Niederbayern Forum e.V. einen Industrial Service Excellence Monitor (ISEM), der Firmen in OÖ und NB ermöglicht, ihren aktuellen Stand in definierten Disziplinen der Industrial Service Excellence zu ermitteln, mit Best Practices zu vergleichen und Handlungsempfehlungen zu erhalten. Ebenso ermöglicht der ISEM den politischen Regionsverantwortlichen einen Überblick über die Service-Performance wirtschaftlicher Sektoren, um Maßnahmen zur Verbesserung einzuleiten und konkrete Policies zu entwickeln. Der Monitor ist so gestaltet, dass mittels eines speziell entwickelten Adaptionskonzeptes die anderen Interreg-Regionen Österreichs und Bayerns den ISEM für ihre Nutzung angleichen können. Der ISEM soll weiters nach Projektende mit Daten befüllt werden, umso für zukünftige Monitoring-Zwecke zur Verfügung zu stehen

Achievements (EN):

Industrial Service Excellence Monitor: “We have developed a monitor, we call it ISEM — Industrial Service Excellence Monitor — with which companies can measure how well they have their industrial services under control and how good they are to develop new services and business models and market them internationally.” (Study Director of Global Sales and Marketing, FH-Prof. DI Dr. Margarethe Überwimmer). With the development and provision of the ISE monitor as an innovative and previously non-existent online tool, the project made a significant contribution to increasing the competitiveness of manufacturing companies, especially SMEs. They benefit from the analysis of their status quo in the field of industrial services and through recommendations for action to improve individual industrial service performance. Manufacturing companies are supported in the successful development, production and marketing of industrial services and as a result the involved project regions — Upper Austria and Lower Bavaria — are strengthened as efficient economic and technology locations. The scientific evaluation of the generated data base of the monitor makes it possible to address weaknesses and potentials in both regions and to derive recommendations for action for the future. Companies in the program region can now continuously measure their performance in the service area and compare them with others and receive recommendations on which levers they can use to improve. The very good cooperation with the University of Applied Sciences Upper Austria in the field of industrial services should also be continued. It is also possible to extend the monitor to other countries." Both regions have different strengths in different economic sectors, which could be incorporated into the project. The cross-border approach also enabled an ongoing regional comparison of the Industrial Service Excellence degree. Practical experience of companies in the other region could be exchanged through joint activities such as round tables or the cross-border closing event. The competences and networks of the University of Applied Sciences Upper Austria and the University of Passau complement each other in an ideal way and thus contribute to cross-border added value. Good-practice companies from Bavaria gave insights for Upper Austrian companies and vice versa.

Mit der Entwicklung und Bereitstellung des ISE-Monitors als innovatives und bisher inexistentes Online-Tool leistete das Projekt einen wesentlichen Beitrag zur Erhöhung der Wettbewerbsfähigkeit von produzierenden Unternehmen, insbesondere KMU. Diese profitieren durch die Analyse ihres Status Quo im Bereich industrieller Services und durch Handlungsempfehlungen zur Verbesserung der individuellen Industrial Service Performance. Produzierende Unternehmen werden in der erfolgreichen Entwicklung, Produktion und Vermarktung von industriellen Services unterstützt und infolge dessen die involvierten Projektregionen – Oberösterreich und Niederbayern – als leistungsfähige Wirtschafts- und Technologiestandorte gestärkt. Die wissenschaftliche Auswertung der generierten Datenbasis des Monitors erlaubt es, Schwachstellen und Potenziale in beiden Regionen zu adressieren und Handlungsempfehlungen für die Zukunft abzuleiten. Unternehmen aus der Programmregion können nun fortlaufend ihre Performance im Service-Bereich messen und mit anderen vergleichen und erhalten Empfehlungen, welche Stellhebel sie zur Verbesserung einsetzen können. “Die sehr gute Kooperation mit der Fachhochschule Oberösterreich im Bereich der industriellen Dienstleistungen soll auch dadurch fortgeführt werden. Möglich ist zudem die Ausweitung des Monitors auf andere Länder.“ (GF des Centrums für Marktforschung der Universität Passau, Dr. Stefan Mang und Studiengangsleiterin von Global Sales and Marketing, FH-Prof. DI Dr. Margarethe Überwimmer) Die grenzüberschreitende Kooperation birgt besonders für KMUs ein enormes Nutzenpotenzial, da die Thematik der Industrial Service Excellence für Unternehmen beider Projektregionen als Produktions- und Exporthochburgen außerordentlich aktuell ist. Beide Regionen haben in verschiedenen Wirtschaftssektoren unterschiedliche Stärken, die in das Projekt eingebracht werden konnten. Der grenzüberschreitende Ansatz ermöglichte zudem einen fortlaufenden regionalen Vergleich des Industrial Service Excellence-Grades. Praktische Erfahrungen von Unternehmen der jeweils anderen Region konnten im Zuge von gemeinsamen Aktivitäten wie bei Round Tables oder bei der grenzüberschreitenden Abschlussveranstaltung ausgetauscht werden. Die Kompetenzen und Netzwerke der FH OÖ und der Universität Passau ergänzen sich in idealer Weise und tragen so zu einem grenzüberschreitenden Mehrwert bei. Good-Practice Firmen aus Bayern gaben Einsichten für oberösterreichische Unternehmen und umgekehrt.

Expected Outputs (DE): Durch den länderübergreifenden Monitor und die Disseminationsveranstaltungen werden KMUs untereinander und zu den Forschungseinrichtungen stärker vernetzt, Know-How transferiert und die Zusammenarbeit und der Informationsaustausch forciert.
