Nach dem Hochwasser 2013 sind im Großraum Schärding umfangreiche Hochwasserschutzmaßnahmen notwendig geworden. Durch die Lage am Eingang zur Vornbacher Enge am Inn und im Mündungsbereich der beiden Zuflüsse Pram auf oö Seite und Rott auf der bayerischen Seite gibt es im Großraum Schärding zumindest alle 2 bis 3 Jahre ein mittleres oder größeres Hochwasser, das von den Einsatzkräften der Feuerwehren im Großraum Schärding eine koordinierte Vorgehensweise erfordert. Um im Bedarfsfall schlagkräftig agieren zu können, wird am Standort Schärding ein so genanntes Katastophenschutzlager errichtet, das einen Lagerbereich für die mobilen Hochwasserschutzelemente der Kernstadt Schärding, eine Unterbringungsmöglichkeit für Einrichtungen des Katastrophenschutzes wie Motorboote, Einsatzzillen und Big Bags und auch ein Sandsacklager mit einem Pool an fertig gefüllten Sandsäcken für den raschen Einsatzfall und einer Basis für die Sandsackbefüllung bei extremen Hochwasser.Aktuell sind Sandsacklager auf mehrere Standorte verteilt. In Bayern ist die nächste Sandsackfüllstelle im 30 Kilometer entfernten Ortenburg situiert. Aus diesem Grund haben sich die Feuerwehren der Gemeinden Schärding, Neuhaus, St. Florian und Brunnenthal, die bei Hochwasser zusammenarbeiten müssen, darauf geeinigt, am neuen Standort im Katastrophenschutzlager ein gemeinsames Sandsacklager einzurichten, das im Hochwasserfall enorme Vorteile bringt. Die gemeinsame Infrastruktur erfordert auch einen gemeinsam abgestimmten Alarm- und Einsatzplan. So kann am Unteren Inn ein effizientes grenz- und gemeindeübergreifendes Naturgefahrenmanagement aufgebaut werden, das rasche und koordinierte Einsätze bei Hochwasser und Starkregen sichert.

After the flood in 2013, extensive flood protection measures have become necessary in the greater Schärding area. Due to the location at the entrance to the Vornbacher Enge am Inn and in the area of Pram on the Austrian side and Rott on the Bavarian side, there are in the greater Schärding at least every 2 to 3 years, a mean or greater flood, by the forces of the fire brigades Greater Schärding requires a coordinated approach. In order to be able to act effectively when needed, a so-called disaster protection camp will be built at the Schärding site, which will include a storage area for the mobile flood protection elements of the core city of Schärding, accommodation for disaster control facilities such as motorboats, deployment chutes and big bags, and a sandbag warehouse with a pool ready-filled sandbags for rapid deployment and a base for sandbag filling in extreme floods. Currently, sandbag stores are spread over several locations. In Bavaria, the nearest sandbag filling station is located in Ortenburg 30 kilometers away. For this reason, the fire brigades of the communities Schärding, Neuhaus, St. Florian and Brunnenthal have agreed to set up a common sandbag storage at the new site in the disaster control camp, which brings enormous benefits in flood situations. The common infrastructure also requires a jointly coordinated alarm and operational plan. Thus, an efficient cross-border and cross-community natural hazard management system can be set up, which ensures rapid and coordinated operations during floods and heavy rain.

“Das leidige Improvisieren bei Hochwasser hat endlich ein Ende!” (Michael Hutterer, Kommandant der Freiwilligen Feuerwehr Schärding anlässlich der Eröffnung des grenzüberschreitenden Sandsacklagers am 07. Oktober 2017 in Schärding). Durch das INTERREG-Projekt konnte für den grenzüberschreitenden Hochwasserschutz am Unteren Inn ein modernes und zweckmäßiges Sandsacklager geschaffen werden, das im neuen KAT-Lager Schärding (Lagerung aller für Hochwasser notwendigen Einsatz-Geräte für die Stadt Schärding) integriert ist. Damit können 120 Feuerwehrleute von 7 Feuerwehren aus 4 Gemeinden grenzüberschreitend ein professionell funktionierendes Sandsacklager nutzen. 30.000 Sandsäcke stehen jederzeit für den grenzüberschreitenden Hochwassereinsatz bereit, davon sind 6.000 bereits gefüllt und transportfähig eingelagert. Jede der 7 Feuerwehren aus Oberösterreich und Bayern hat Zugang mit eigenem Schlüssel, alle Feuerwehrleute sind auf die Bedienung und Nutzung der Einrichtungen bestens geschult. Im Rahmen der Eröffnung am 07. Oktober 2017 haben die Kameraden der Feuerwehren die verschiedenen Einrichtungen und Gerätschaften den interessierten Besuchern und Besucherinnen durchaus mit Stolz präsentiert. Die Kommandos der beteiligten Feuerwehren haben einen grenzüberschreitenden Alarm- und Einsatzplan erarbeitet, der detailliert die Abläufe und Zuständigkeiten bei verschiedenen Kategorien von Hochwässern und Starkregenereignissen regelt. Bei mehreren grenz- und gemeindeübergreifenden Übungen wurden der Alarm- und Einsatzplan sowie die Einrichtungen auf ihre Praxistauglichkeit überprüft. Die Entstehung des KAT-Lagers mit integriertem grenzüberschreitenden Sandsacklager konnte auf der Homepage der Feuerwehr Schärding laufend mitverfolgt werden.

The painful improvisation of floods has finally come to an end! The INTERREG project has enabled the creation of a modern and functional sandbag storage facility for cross-border flood protection at the Lower Inn, which is integrated in the new KAT warehouse Schärding (storage of all equipment necessary for flooding for the city of Schärding). This allows 120 firefighters from 7 fire brigades from 4 municipalities to use a professionally functioning sand bag camp across borders. 30,000 sandbags are always ready for cross-border flooding, of which 6,000 are already filled and stored for transport. Each of the 7 fire brigades from Upper Austria and Bavaria has access with its own key, all firefighters are well trained on the operation and use of the facilities. As part of the opening on October 7, 2017, the comrades of the fire brigades proudly presented the various facilities and equipment to interested visitors. The commands of the involved fire brigades have developed a cross-border alarm and operational plan that regulates in detail the procedures and responsibilities for various categories of floods and heavy rain events. During several cross-border and community exercises, the alarm and operational plan as well as the facilities were checked for their practicality. The creation of the KAT camp with integrated cross-border sandbag camp was continuously monitored on the Schärding fire brigade’s homepage.

Expected Results (DE): EI 5 - Gewässerabschnitte mit potentiell signifikantem Hochwasserrisiko (Kilometer)

Expected Outputs (DE): Entlang der Flüsse Inn, Rott und Pram sowie deren Zuflüsse sind mehr als 20 Flusskilometer Uferzone zu schützen. Von diesen Flussabschnitten ist nur ein kleiner Teil durch Mobilelemente oder anders bauliche Maßnahmen schützbar,
