MUSE unisce tre partner italiani e tre sloveni in una collaborazione per aumentare l’efficienza energetica e ridurre le emissioni di CO2 nella mobilità degli Enti Locali transfrontalieri. La strategia prevede l’aumento della competenza delle Pubbliche Amministrazioni riguardo l’integrazione dell’efficienza energetica nella pianificazione della mobilità sostenibile, l’aumento della cooperazione transfrontaliera su questi temi, la realizzazione di servizi innovativi di mobilità sostenibile.

V projektu sodeluje šest partnerjev, trije italijanski in trije slovenski, z namenom, da bi povečali energetsko učinkovitost mobilnosti lokalnih javnih ustanov na čezmejnem območju in zmanjšali njihove emisije CO2. Projektna strategija zajema povečanje kompetenc javne uprave na področjuglede na vključevanjae energetske učinkovitosti v načrtovanje trajnostne mobilnosti, pa tudi povečanje čezmejnega sodelovanja na tem področju ter izvedbauresničitev inovativnih storitev trajnostne mobilnosti.

MUSE puts together three Italian partners and three Slovenian partners in a joint effort to improve energy efficiency and reduce CO2 emissions within the mobility of international Local Authorities. The strategy consists in increasing the expertise of Public Administration Authorities with regards to integrating energetic efficiency in the planning of sustainable mobility, improving cross-border cooperation on these topics, the implementation of innovative sustainable mobility services.

Achievements (EN):

The MUSE project brought together 6 partners (3 Italians and 3 Slovenians), and 5 Associates (3 Italians and 2 Slovenians) in a close partnership aimed at improving energy efficiency and reducing CO2 emissions in the context of urban mobility and extra-urban for the border local authorities. As Lead Partner, the University of Trieste led the University of Ljubljana, the Friuli Venezia Giulia Region, the ITU of Noncello (Municipalities of Fontanafredda, Porcia, Pordenone, Roveredo in Piano and Zoppola), the Regional Agency of Nova Gorica and the Regional Agency of Ljubljana in the activities aimed at achieving the objectives of the project. The primary objective was to increase the responsibility of Public Administrations in integrating energy efficiency into their sustainable mobility planning processes, defining the related guidelines and the action plan. The guidelines provided the methodology for incorporating the activities of the Sustainable Energy Action Plan (SEAP) and the innovative Urban Sustainable Mobility Plans (SUMP) on integrated mobility issues within the mobility planning tools. The action plan allowed the PA to experiment this methodology exclusively in the context of the mobility of students and employees of the University, to act as a test bed for the entire context of urban, extra-urban and cross-border mobility. The secondary objective was to strengthen cross-border cooperation between public administrations through the cross-border community, with the support of research centers, universities and operators in the sector. Finally, the project promoted innovative low-carbon mobility services, involving university students and employees in its pilot measures. These pilot actions consisted of shared mobility services (e.g. e-bikes and e-car sharing), with recharging points powered by renewable sources, and an information system for the management and monitoring of recharging points and services of mobility. Main results: The primary objective of the project was to develop guidelines and an action plan for local public bodies regarding the integration of energy efficiency elements in the context of urban, extra-urban and cross-border mobility. Thanks to the MUSE project, Public Administrations have improved their ability to design mobility services with a low environmental impact, while university students and employees have had more sustainable mobility services available during the implementation of the pilot measures. In particular, during the pilot interventions, the project has created and tested energy-efficient mobility solutions that involve the use of electric vehicles inserted in a micro-grid logic, the production of energy from renewable sources and the use of systems smart to monitor and manage the same mobility services, with the support of ICT. Universities and research centers have capitalized on the research and studies carried out in the sectors of sustainable mobility, energy efficiency in terms of CO2 reduction and energy balances in the transport sector, while the Public Administrations have obtained an advantage from the innovative initiatives envisaged from the PAES and SUMP project of the territories. This collaboration has led to greater knowledge and responsibility on the part of public administrations. The development of a cross-border community that fosters dialogue and the exchange of experiences and information between Public Administrations, Research Centers / Universities and operators in the transport sector has guaranteed the durability of the project results and will lead to greater awareness of the eco - sustainable behavior among citizens. In fact, citizens had the opportunity to adopt or strengthen their eco-sustainable urban, suburban and cross-border mobility behaviors thanks to the low-carbon mobility services implemented by the partnership and promoted by the Cross-border Community.

Il progetto mira a integrare nelle strategie di mobilità urbana ed extra urbana degli Enti Locali transfrontalieri l’efficientamento energetico e la riduzione delle emissioni di CO2, testando servizi innovativi riguardanti la mobilità elettrica e aumentando le competenze degli Enti Pubblici per una pianificazione integrata della mobilità sostenibile.

Expected Results (SL):

Cilj projekta je vključiti energetsko učinkovitost in zmanjšanje emisij CO2 v strategije mestnih in izvenmestnih mobilnosti čezmejnnih lokalnih skupnosti s testiranjem inovativnih storitev, povezanih z električno mobilnostjo ter povečati kompetence javnih organov za celovito načrtovanje trajnostne mobilnosti.

Expected Outputs (IT):

Il risultato principale del progetto è lo sviluppo di linee guida e di un piano d’azione per gli Enti Pubblici locali per l’integrazione di elementi di efficientamento energetico nella mobilità urbana, extraurbana e transfrontaliera. Grazie al progetto MUSE, le Pubbliche Amministrazioni aumenteranno loro capacità di pianificazione della mobilità a basso impatto ambientale, mentre gli studenti e il personale universitario avranno a loro disposizione durante l’implementazione delle azioni pilota, maggiori servizi di mobilità sostenibile. Nello specifico il progetto implementerà e sperimenterà durante le azioni pilota soluzioni di efficientamento energetico nella mobilità grazie all’uso di veicoli elettrici inseriti in una logica di micro-grid e produzione di energie da fonti rinnovabili, sistemi intelligenti di monitoraggio e gestione dei servizi di mobilità con il supporto dell’ICT. Le Università e Centri di ricerca capitalizzeranno le ricerche e gli studi effettuati nell’ambito della mobilità sostenibile, dell’efficienza energetica in termini di riduzione di CO2 e bilanci energetici nel settore dei trasporti, mentre le Pubbliche Amministrazioni capitalizzeranno le iniziative innovative previste nei SEAP e nei SUMP dei territori di progetto. Questa collaborazione porterà l’aumento delle competenze e delle conoscenze delle pubbliche amministrazioni. Lo sviluppo di una Comunità Transfrontaliera che favorisce il dialogo e lo scambio di esperienze e di informazioni tra PA, Centri di ricerca/Università e operatori del settore dei trasporti consentirà di rendere duraturo nel tempo il risultato del progetto e porterà ad una maggiore sensibilizzazione dei cittadini in merito ai comportamenti eco-sostenibili. Infatti i cittadini potranno adottare o rafforzare i loro comportamenti green nella mobilità urbana, extraurbana e transfrontaliera, grazie ai servizi di mobilità a basse emissioni di CO2 implementati dalla partnership e promossi dalla Comunità Transfrontaliera.

Glavni rezultat projekta je razvoj smernic in akcijskega načrta za lokalne javne uprave za integracijo elementov energetske u inkovitosti v mestne, izvenmestne in čezmejne mobilnosti. S projektom MUSE bodo javne uprave povečale svojo zmogljivost na področju načrtovanje mobilnosti z manjšem vplivom na okolje, medtem ko bodo študentje in zaposleni na univerzah imeli na razpolago med izvajanjem pilotnih akcij več storitev trajnostne mobilnosti. Projekt bo med izvajanjem pilotnih ukrepov predvsem izvajal in preizkušal rešitve energetske učinkovitosti v mobilnosti z uporabo električnih vozil po logiki mikro-omrežja, proizvodnje energije iz obnovljivih virov, inteligentnega nadzora in upravljanja sistemov storitev mobilnosti s podporo IKT. Univerze in raziskovalni centri bodo izvajali raziskave in študije na področju trajnostne mobilnosti in energetske učinkovitosti z namenom zmanjševanja emisij CO2 in energije v prometnem sektorju, medtem ko se bodo javne uprave pridobile inovativne pobude, ki jih predvidevata SAEP in SUMP na projektnih območjih. To sodelovanje bo povečalo kompetence in znanja javnih uprav. Razvoj čezmejnih skupnosti, ki omogoča dialog in izmenjavo izkušenj ter informacij med javnimi upravami, raziskovalnimi centri/univerzami in izvajalci prevozov, bo zagotavljal trajnost doseženih rezultatov in s tem povečal ozaveščanje javnosti glede na okoljsko trajnostna ravnanja. Prebivalci bodo namreč mogli sprejeti ali krepiti svoje »zeleno« ravnanje na področju mestne, izvenmestne in čezmejne mobilnosti s storitvami mobilnosti z nizkimi emisijami CO2, ki jih bodo partnerji izvajali in promovirali v okviru čezmejne skupnosti.
