SECNET wants to improve the institutional ability and cross-border governance on port security, given the latter’s huge impact on security - due to its connection with the deep geopolitical instability and the risk of terrorist attacks - and on the competitiveness of the three main ports involved in the Program, since additional non-coordinated security measures often translate into a slower movement of goods, therefore making ports less attractive, which affects the economic development of the area.

SECNET intende rafforzare la capacità istituzionale e la governance transfrontaliera nella security portuale, dato il suo forte impatto sulla sicurezza – legata alla forte instabilità geopolitica e i rischi di attentati terroristici – e sulla competitività dei tre porti principali dell’Area di Programma, poiché misure aggiuntive e non coordinate di security spesso si traducono in una più lenta movimentazione della merce e quindi in una minore attrattività dei porti, a discapito dello sviluppo economico dei territori.

Projekt SECNET želi povečali institucionalno zmogljivost in izboljšati čezmejno upravljanje pristaniške varnosti s svojim vplivom na varnost - ki je povezana z večjo geopolitično nestabilnostjo in s terorističnimi atentati - in na konkurenčnost pristaniških uprav programskega območja, saj dodatni in neusklajeni ukrepi na področju varnosti upočasnjujejo postopke pretovora blaga, zmanjšujejo privlačnost pristanišč in prikrajšajo gospodarski razvoj območij.

Achievements (EN):

Based on the identification of the strengths and weaknesses of the maritime structures of the Upper Adriatic the project offered technical competence for innovative and coordinated ICT applications in the field of improvement of IT security and port perimeter security. Concrete pilot actions have been put in place, such as the installation of radars, sirens, cameras, use of drones and penetration tests for defense from cyber attacks, which remain as SECNET's results in the daily port operations and triggered further developments now underway. The main results of the project were presented and discussed during the final conference which took place Thursday 28 March in Trieste. The latest challenges, threats and strategies to combat them in the field of physical security and port cyber security, are therefore the operational horizon of the joint Protocol for institutionalization of a system of cross-border cooperation in port security, which the representatives of ports of Trieste, Venice and Koper, and other interested administrations and companies, have signed on this occasion and that other maritime hubs such as Monfalcone and the Ports of Nogaro and Chioggia have demonstrated interest to adhere to.

Expected Results (IT):

L'Obiettivo principale di SECNET è rafforzare la capacità istituzionale dei porti dell'Area di Programma e creare le basi per una governance coordinata e permanente della security portuale a livello transfrontaliero grazie a innovativi strumenti ICT, sviluppando in maniera congiunta piani di azioni e strategie di lungo periodo, aumentando il coordinamento e la cooperazione tra i porti per rafforzarne la sicurezza e la competitività.

Osnovni cilj projekta je krepitev institucionalnih sposobnosti pristanišč znotraj programskega območja in postaviti temelje za trajno skupno čezmejno koordinirano upravljanje problematik vezanih na pristaniško varnost. To pa predvsem s skupno zasnovanim in skupno koordiniranim akcijskim načrtom in skupno dolgorono strategijo, pa tudi s pomočjo sodobnih ikT sistemov, s končnim ciljem dvigniti raven pristaniške varnosti in konkurenčnosti pristanišč.

Il risultato principale che si prefigge SECNET è il miglioramento della collaborazione e delle capacità istituzionali dei porti dell’Area di Programma nel tema chiave della security portuale grazie all’uso di innovativi strumenti ICT, tramite piani di azione e strategie comuni sviluppate in maniera congiunta, in una prospettiva di cooperazione di lungo periodo.In particolare, SECNET si propone di raggiungere i seguenti risultati specifici:1) Miglioramento delle competenze dei porti nella pianificazione congiunta della security portuale e nell’utilizzo di strumenti ICT, quale condizione chiave per assicurare la base di un cambiamento di lungo periodo. In particolare, tramite un proficuo scambio di esperienze e una benchmark analysis con le migliori pratiche, il personale dei porti coinvolti (compresi i tre porti commerciali non partner di progetto) saranno formati in una sessione formativa transfrontaliera, che fornirà loro una solida base conoscitiva per migliorare le proprie competenze pianificatorie;2) Armonizzazione delle politiche e azioni per rafforzare la security portuale a livello transfrontaliero. La redazione di un piano d’azione congiunto per il rafforzamento della security portuale e la sua sperimentazione grazie ad innovativi sistemi ICT porranno le basi per la standardizzazione delle misure di security portuale, consolidando la sicurezza e la competitività dei porti dell’Area di Programma.3) Istituzionalizzazione di una governance transfrontaliera della security portuale. Grazie alla creazione di una piattaforma istituzionale transfrontaliera permanente, i partner di progetto e i firmatari del Protocollo congiunto si impegneranno a un costante scambio di informazioni, confronto e coordinamento sui migliori strumenti e azioni da adottare in tema di security portuale, in un’ottica di lungo periodo ben oltre la fine del progetto.

Expected Outputs (SL):

Glavni rezultat projekta bo izboljšanje in okrepitev sodelovanja med pristanišč na institucionalni ravni na področju pristaniške varnosti znotraj programskega območja. Pristanišča bodo razvila skupno dolgoročno strategijo upravljanja in skupni akcijski načrt, ki bo skupaj z razvojem in uporabo sodobnih IkT sistemom privedel pristaniško varnost na višjo raven. Še posebej si bodo partnerji prizadevali doseči sledeče cilje:1)Izboljšati kompetence pristanišč pri snovanju skupne strategije upravljanja na področju pristaniške varnosti, predvsem z uporabo sodobnih IkT sistemov kot osnovnim pogojem za zagotavljanje dolgoronih sprememb. To bo mogoče doseči z vzajemno izmenjavo izkušenj in primerjalno analizo najboljših praks, s čezmejnim usposabljanjem kadrov (tukaj bodo vkljuečna tudi tri pristanišča, ki niso partnerji v projektu), ki bo zagotovilo pristaniščem potrebna znanja za boljše načrtovanje in ukrepanje na področju pristaniške varnosti.2)Harmonizacija pristopov in ukrepov za čezmejno krepitev pristaniške varnosti. Oblikovanje skupnega akcijskega narta za krepitev pristaniške varnosti in testiranje akcijskega načrta z uporabo sodobnih IkT sistemov, ki bodo predstavljali osnovo za standardizacijo opreme in postopkov na področju pristaniške varnosti. Hkrati pa konsolidirati varnost in konkurenčnost pristanišč znotraj programskega območja.3)Institucionalizacija čezmejnega upravljanja pristaniške varnosti. Z ustanovitvijo trajne čezmejne institucionalne platforme in s podpisom skupnega protokola se bodo projektni partnerji in ostali podpisniki obvezali, da si bodo dolgoročno (tudi po preteku projekta) izmenjevali informacije, postopke in dobre prakse na področju pristaniške varnosti.
