Description (LV): Provided services are not targeted to the needs of visually impaired persons thus less effective. In addition equipment, infrastructure, information and products are not adapted to the needs of service users.
Project aims to promote equal attitudes towards persons with disabilities and to improve social inclusion of persons with visual impairments. It will be reached by strengthening cooperation, raising society awareness and improving competencies of specialists, improving social infrastructure and accessibility, efficiency and diversification of social services.
Adaptions according to Universal design principles for visually impaired disabled persons are essential and still an innovation in Latvia and Lithuania.
Social services and infrastructure in Latvia-Lithuania border regions will be improved by adapting infrastructure, equipment and providing targeted events. Visually impaired and disabled persons will be main beneficiaries of the project. Adapted infrastructure and equipment will be useful for service users, public and tourists.
Project provide complex solution for improving quality of life for persons with visual impairments and disabilities, for reducing discrimination and ensuring better possibility to participate in economic, social, political and cultural life in border regions.
Learning together about needs of visually impaired persons and possible solutions, developing and providing similar services will strengthen cooperation of organisations in Programme territory.

Nodrošinātie sociālie pakalpojumi nav vērsti uz personu ar invaliditāti un redzes traucējumiem vajadzībām, tādējādi ir mazāk efektīvi. Papildus tam aprīkojums, infrastruktūra, informācija un produkti nav atbilstoši pielāgoti. Projekta mērķis ir veicināt vienlīdzīgu attieksmi pret personām ar invalditāti un uzlabot personu ar redzes traucējumiem iekļaušanos sabiedrībā. To plānots sasniegt stirpinot sadarbību, uzlabojot sabiedrības izpratni un paaugstinot speciālistu kompetences, pilnveidojot infrastruktūru un sociālo pakalpojumu pieejamību, efektivititāti un dažādību.
Pielāgojumi personām ar redzes traucējumiem un invaliditāti atbilstoši Universālā dizaina principiem ir būtiski un vēl aizvien inovācija Latvijā un Lietuvā.
Pielāgojot infrastruktūru un aprīkojumu, nodrošinot mērķtiecīgus pasākumus, tiks pinveidoti sociālie pakalpojumi un ifrastruktūra pierobežas reģionos. Personas ar redzes traucējumiem un invaliditāti būs galvenie projekta ieguvēji. Pielāgota infrastruktūra un aprīkojums būs noderīgi kā pakalpojumu lietotājiem, tā sabiedrībai un tūristiem.
Projekts nodrošina kompleksu risinājumu, lai uzlabotu cilvēku ar redzes traucējumiem un invaliditāti dzīves kvalitāti, samazinātu diskrimināciju un nodrošinātu labākas iespējas piedalīties pierobežas reģionu ekonomiskajā, sociālajā, politiskajā un kultūras dzīvē.

To siekiama stiprinant bendradarbiavimą, didinant visuomenės sąmoningumą, tobulinant specialistų kompetencijas, gerinant socialinę infrastruktūrą, prieinamumą, efektyvumą ir skatinant socialinių paslaugų įvairovę.
Universalaus dizaino principų taikymas aplinkoje silpnaregiams ir neįgaliems asmenims yra labai svarbus faktorius, kuris vis dar LV ir LT yra naujovė.
Latvijos-Lietuvos pasienio regionuose bus tobulinamos socialinės paslaugos, pritaikant infrastruktūrą, įrangą ir organizuojant tikslinius renginius. Silpnaregiai ir neįgalieji projekte yra pagrindiniai paramos gavėjai. Pagerinta infrastruktūra ir įranga galės naudotis ne tik paslaugų vartotojai, bet ir visuomenė nariai bei turistai.

Adaptations of infrastructure:
Kretinga Day activities centre installed stretch paths for the visually impaired people in the movement, at the entrance, hung an acoustic beacon provided with programs managed, doors marked with stripes on the inside to stretch indicative trails that help to orientate the building marked doors, stairs, and handrails, tactile maps to build a building. Now the center is more accessible for persons with visual impairments as they can move around the center safer and can orientate without assistance inside the premises.
Klaipeda made adaptations in their institution: Klaipeda city social support center-adaptation of environment inside the building was arranged (stands, doors, windows, stairs), repaired and installed: client service room, which works by one window principle (one-stop principle), with furniture, WC adapted for disabled people near client service room and social skills development class with furniture (workplace table, shelf, table, chair) for social workers /employment/occupation specialists. Now social support center is more accessible for persons with disabilities, the environment is adapted according to UD principles.
Improved social services in Kretinga, Saldus, Liepaja, Klaipeda and Telsiai:
Kretinga:
Ceramic and music classes, psychologist and lawyer counselling for disabled peoples and their family members for duration of 12 months.
Disabled with the help of social workers participated in the socioeducational camp in Klaipeda on 12. and 14.09.2018. 11. and 12.10.2018 Day activities centre carried out training of social workers in accordance with the approved training programme.
After major changes in the project, for the saved amount partner bought headphones, 2 computers processors with a keyboard and a specialized program and ceramics for continuing classes.
Saldus:
Organized awareness raising event on 02.12.2017. in Saldus.
Organized skill development classes for 20 children with visual impairments from 14.02.2018. (till the 30.04.2018. total 44 classes was organised).
Social service improving event organized – 52 lessons for children.
Social service improving events were organized, 44 lessons for adults with visual impairments with the aim to develop independent life skills and socialization skills.
Second event for raising public awareness was organized in Saldus on November 28,2019.
Liepaja:
On November 13th 2017 public event of raising awareness was held in the city of Liepaja.
Social service improvement events (computer, crafts classes) took place, where participation took 58 persons in total with visual impairments and other disabilities.
Tactile information signs in social and public buildings has been placed in 10 buildings in Liepaja. 4 wooden-paths to the seaside has been located in four exits to the seaside in Liepaja for disabled persons.
Klaipeda and Telsiai:
Social development skills service provided 4 specialist and this service have got 476 persons, among them individual classes 106 persons and group classes 370 persons. Bought external social services: consultation for 60 persons (60 hours) and social development skills for 40 persons preparing 4 training programs, trainings for 320 participants.

Expected Results (EN): Number of people benefiting from more accessible, efficient social inclusion measures and social services
Expected Outputs (EN): Main project result is situation when persons with visual impairments and disabilities benefit from improvements - more equal attitude and efficient, diverse and accessible social services and infrastructure.
Project main result „persons with visual impairments and disabilities are benefiting from improved - more efficient, diverse and accessible social services and infrastructure” directly links and contributes to the Programme result indicator “number of people benefiting from more accessible, efficient social inclusion measures and social services”.
Improved - more accessible, effective or diverse social services and infrastructure in local public authorities is main benefit of project.
In addition, equipment will be adapted, competencies of specialists will be improved and awareness of society raised. This complex solution will result in attitude change and better social inclusion.
Everyone - visually impaired or disabled people, local inhabitants and guests of region will benefit from living, working or visiting region, where attitude of society towards different people is inclusive, supporting and respectful, where infrastructure, information, social and other services are adapted to the needs of everyone, where equality and non-discrimination is part of everyday practice, were territory is sustainable and cohesive socio-economically developed.
PPs foresee that 230 unique persons with disabilities will use improved social services.
Trainings will be provided for 560 participants and thus competencies of them will be improved.
Therefore implementation of project will create situation when persons with visual impairments and disabilities of 5 involved territories and in wider range 20 local municipalities of Kurzeme region and 7 local municipalities of Klaipeda and 4 - of Telsiai counties (with more than LV 700 000 inhabitants) will benefit from the project,
