Description (LT): Bendras iššūkis programos zonoje yra susijęs su didėjančiais pramonės reikalavimais darbuotojų įgūdžiams ir kompetencijoms. Regione labai trūksta inžinerijos specialistų, kurie turėtų specifinių gebėjimų susijusių su naujomis technologijomis (CAD/CAM projektavimu, programinėmis staklėmis ir robotais) bei žinių ir įgūdžių leidžiančių kurti inovacijas. Tai trukdo verslo plėtrai, darbo vietų kūrimui ir darniam regiono vystimuisi.
Bendras projekto tikslas – sukurti ir tobulinti mokymosi visą gyvenimą veiklas pramonės sektoriuje prisidedant prie darbo rinkos konkurencingumo didinimo ir technologinės pažangos skatinimo šiaurės Lietuvos ir pietų Latvijoje regione ir siekti, kad regionas taptų patrauklesnis dirbti ir gyventi.
Esminiai projekto metu pasiekti rezultatai: 1. Bus pagerinta studijų/mokymo infrastruktūra, išaugs studijų/mokymo kokybė. 2. Bus patobulinti darbuotojų įgūdžiai bei kompetencijos, kurios atitiks pramonės sektoriaus poreikius šiaurės Lietuvos ir pietryčių Latvijos regionuose. Pagrindiniai projekto rezultatų naudos gavėjai bus asmenys, siekiantys įgyti pramonei šiuo metu itin reikalingų įgūdžių, švietimo ir mokslo institucijos ir pramonės įmonės.
Bendradarbiavimas per sieną sukuriant bendradarbiavimo tinklą yra būtinas siekiant įgyti naujų žinių, keistis žiniomis ir gerąja patirtimi, numatyti ir integruoti regiono darbo rinkos poreikius, bendrai naudotis turima infrastruktūra ir žmogiškaisiais ištekliais.
Siekiant numatyti ir išgryninti šiuolaikiniam specialistui būtinus įgūdžius ir kompetencijas, mokymo ir studijų įstaigos, pramonės įmonės ir viešasis sektorius bendradarbiavo gana fragmentiškai. Projektu siekiama atnaujinti ir apjungti projekto partnerių mokymo infrastruktūrą ir kompetencijas, ko iki šiol regione nebuvo padaryta.
Read more Description (LV): Programmas areāla vispārīgs izaicinājums ir saistīts ar rūpniecības uzņēmumu pieaugošajām prasībām attiecībā uz darba ņēmēju zināšanām un kompetencēm. Šobrīd reģionā akūti trūkst inženieru ar prasmēm un zināšanām, kuras saistītas ar jaunajām tehnoloģijām (CAD/CAM projektēšana, CNC iekārtu un rūpniecisko robotu vadība un programmēšana,) un kuriem būtu nepieciešamās prasmes un zināšanas inovāciju ģenerēšanai. Tas ierobežo uzņēmējdarbības attīstību un darba vietu atvēršanu, kā arī kavē ilgtspējīgu attīstību reģionā.
Vispārējais projekta mērķis ir attīstīt un pilnveidot mūžizglītības pasākumus rūpniecības nozarē, lai attīstītu darba tirgus konkurētspēju un veicinātu tehnoloģisko progresu Ziemeļlietuvas -Dienvidlatvijas reģionos. Projekta ietekme uz vidi – reģions būs pievilcīgāks dzīvošanai un strādāšanai.
Galvenie projekta rezultāti: 1. Uzlabotas studiju / apmācības iespējas, mācību līdzekļi un metodes. 2. Tiks uzlabotas darbinieku kompetences un prasmes atbilstoši rūpniecības sektora vajadzībām Ziemeļlietuvas – Dienvidlatvijas reģionos. Galvenie ieguvēji no projekta rezultātiem būs cilvēki, kuri meklē iespējas apgūt rūpniecībā pieprasītākās prasmes, izglītības iestādes, rūpniecības uzņēmumi.
Pārrobežu sadarbība, vienlaikus radot sadarbības tīklu, ir nepieciešama jaunu zināšanu ieguvei, zināšanu un labākās prakses apmaiņai, darba tirgus vajadzību integrēšanai un paredzēšanai, kā arī kopīgai pieejamo cilvēkresursu un infrastruktūrtas izmantošanai.

The common challenge of the programme area is related with the growing requirements of industry for workers’ skills and competences. The region lacks engineering specialists, who would have specific abilities, related with new technologies (CAD/CAM designing, CNC machines and industrial robots), skills and knowledge necessary for creation of innovations. This limits the development of business, establishment of work places and restricts sustainable development of the region.

The overall objective of the Project is to develop and improve lifelong learning activities in industrial sector to support labour market competitiveness and promote technological progress in Northern Lithuania–Southern Latvia region to make it more attractive to live and work.

The main project outputs will be produced: 1. Improved study/training facilities, learning resources and teaching. 2. Supplied competencies and skills meeting the industrial sector’s needs in Northern Lithuania–Southeastern Latvia regions. The main beneficiaries of the project’s outputs are people seeking industry demanded skills, education institutions and industrial companies.
The approach you plan to take and why is cross border approach needed:
Cross border collaboration, while creating the cooperation network, is necessary in order to acquire and exchange new knowledge and the best practices, to foresee and integrate the labour market needs, to use the available infrastructure and human resources jointly.
What is new/original about it:
In order to foresee and emphasize skills and competences, necessary for contemporary specialist, the cooperation among higher education institutions, industrial enterprises and public sector remains insufficient and fragmented. This project aims to renew and join teaching infrastructure of the project partners as well as their competences – this has not been done in the region till now.

1. Improved study/training facilities, learning resources and teaching.
In order to enhance the study and training programmes with appropriate practical skill outcomes 3 new laboratories: Industrial Robotics laboratory (SU), Computer aided design and manufacturing laboratory (SU) and Robotics and material testing laboratory (DU) were established utilizing the advanced hardware and software (industrial robots, CNC milling machine, metallographic sample preparation equipment set, robot simulation and CAD/CAM software).
SU and DU study and training programmes were newly created and improved to match the needs of industry and society. The content of the programmes was replaced by new courses and topics, including laboratory and practical activities using equipment purchased.
Teachers were also trained to work effectively with obtained equipment to provide high-level training.
In addition to traditional teaching aids such as textbooks, the use of Moodle learning platform made teaching more effective and simultaneously make the learning more profitable.
After the project this output will be further used by SU and DU as a base for high level studies and training. The main users of this output will be higher education and research institutions, industrial companies and general public.
2. Supplied competencies and skills meeting the industrial sector’s needs in Northern Lithuania–Southeastern Latvia regions.
People seeking for the industry demanded knowledge and skills were taught by professional teachers using the modern hardware and software to obtain knowledge and practical skills required in the modern world. Provided activities included studies, trainings, exchanges, workshops and internships with joint operation of existing and upgraded equipment, infrastructure and trained human resources. DU and SU together also promoted public understanding of modern technologies and innovations to keep in touch with the trends of the 4th technological revolution. This activity promotes cooperation between local industry and educational institutions through public lectures, seminars, contests, excursions to the companies aiming to familiarize the schoolchildren with the advanced engineering and making professional guidance more efficient.

Expected Results (EN): Number of people receiving upgraded skills matching labour market needs per year
Expected Outputs (EN): The manufacturing sector is one of sectors with specific skills shortages due to the fast growth of computerization in industry. The development and update of study and training programmes together with upgrade of training equipment and improvement of teaching will respond to the challenges and opportunities of the 4th industrial revolution and provide new knowledge to the region. As a result, a larger number of people receiving upgraded skills matching labour market needs will be prepared.
The main project activities and results contributing to the Programme result indicator are:
• Joint implementation of Mechanical Engineering (SU, 3 courses) and Physics (DU, 3 courses) study programmes. Assimilation of both engineering and physics knowledge will enrich engineering programme with the deeper insights in applied physics and vice versa.
• Updated 8 study programmes to match the needs of industry and society in Mechanical Engineering (SU 1 and 2 cycle programmes), Electronical Engineering (SU 1 and 2 cycle programmes), Electrical Engineering (SU 1 cycle programme), Information Technologies (DU and SU 1 cycle programme), Physics (DU, 1 cycle programme). This contributes to the larger number of graduates receiving upgraded skills directly without retraining.
• Improved study and training equipment and infrastructure. Both universities lack modern equipment related to industrial robots (handling, welding and material processing) and CNC processing machines with CAD/CAM software. Improvement of training equipment is of paramount importance in high quality training.
• New procedures and opportunities that enable lifelong learning in order to acquire the necessary skills for the labour market. Both project partners will focus on joint use of training facilities, especially distance learning with prepared training material will be encouraged to make the training activities more convenient for individuals, for whom it would be difficult to physically reach the training location. This possibility will also contribute to the increased number of people receiving upgraded skills.
• During the project people will receive new practical skills providing better possibilities to be employed by another than the acquired speciality. Students of vocational schools, colleges or universities will use the project infrastructure and methodological support, making it possible to acquire new knowledge and skills.
• The workforce supply and demand maps of existing and required skills in the region, enabling to increase mobility and improve job opportunities, will be created and developed.
• Between the project partners in Lithuania and Latvia (training and educational institutions, business sites) contacts will be made, which will enable new knowledge acquisition, exchange of the best practices (visits, joint training, seminars) and adaptation of study/training programs in accordance with the market needs. Cooperation between science and businesses in region will ensure efficient technology transfer process.
