L’area transfrontaliera è caratterizzata da una ricchissima eredità culturale, la quale si manifesta in un notevole quantitativo di siti e opere che rappresentano una grande opportunità di crescita economica, sociale e turistica. Gli asset culturali tangibili e intangibili sono una risorsa chiave, spesso sottostimata, che può e deve contribuire al rilancio dell’area. Il progetto S.T.RE.A.M. nasce dalla volontà di aumentare il potenziale turistico dell’area transfrontaliera, mettendo in rete risorse culturali italiane e austriache. L’obiettivo è la valorizzazione e la preservazione del patrimonio e allo stesso tempo il suo inserimento in una rinnovata offerta turistica transfrontaliera, tramite una serie di azioni volte a creare modelli di sviluppo sostenibile per spazi pubblici e privati tramite l’arte e la cultura (rigenerazione urbana), al rilancio di piccoli centri storici in area transfrontaliera (rigenerazione culturale), nonché alla promozione integrata e sostenibile delle destinazioni culturali valorizzate, rivolta alle organizzazioni del turismo, alle pubbliche amministrazioni e alla popolazione locale.Il progetto prevede una strategia di comunicazione volta alla diffusione delle informazioni e dei messaggi chiave proposti per promuovere lo sviluppo sostenibile del turismo culturale nei tanti centri e borghi rurali di montagna. Il risultato atteso è l’aumento della partecipazione nei processi decisionali e la promozione turistica delle destinazioni meno conosciute.

Das grenzüberschreitenden Gebiet wird von einem überreichen kulturellen Erbe gekennzeichnet, das sich in einer Vielzahl von Standorten und Kunstwerken, die eine große Opportunität für das wirtschaftliche, soziale und touristische Wachstum darstellen, geltend macht. Materielle und immaterielle Kulturgüter sind wichtige Ressourcen, die oft unterschätzt werden und die dazu beitragen können, das Gebiet neu zu orientieren. S.T.RE.A.M. entsteht aus dem Wunsch, das touristische Potenzial des Gebietes zu erhöhen und die italienischen und österreichischen Kulturressourcen zu vernetzen. Ziel ist die Aufwertung und Erhaltung des Erbes und gleichzeitig die Einbeziehung in ein erneuertes grenzüberschreitendes Touristenangebot durch eine Reihe von Maßnahmen zur Schaffung von nachhaltigen Entwicklungsmodellen für öffentliche und private Räume durch Kunst und Kultur (Urban Regeneration), Relaunch von kleinen historischen Städten im grenzüberschreitenden Gebiet (Kulturregeneration), sowie die integrierte und nachhaltige Förderung von aufgewerteten Kulturdestinationen für Tourismusorganisationen, öffentliche Verwaltungen und die lokale Bevölkerung. Das Projekt sieht eine Kommunikationsstrategie vor, die darauf abzielt, Informationen und wichtige Botschaften zur Förderung der nachhaltigen Entwicklung des Kulturtourismus in vielen Bergzentren und ländlichen Dörfern zu verbreiten.Das Ergebnis ist die Erhöhung der Teilnahme an Entscheidungsprozessen und Förderung der weniger bekannten Reiseziele.

The cross-border area is characterized by a rich cultural heritage, which is manifested in a considerable amount of sites and works that represent a great opportunity for economic, social and tourism growth. Tangible and intangible cultural assets are a key resource, often underestimated, which can and must contribute to relaunching the area. The project S.T.RE.A.M. starts from the idea to increase the tourist potential of the cross border area, networking Italian and Austrian cultural resources. The objective is the enhancement and preservation of heritage and at the same time its inclusion in a renewed cross-border tourist offer through a series of actions aimed at creating sustainable development models for public and private spaces through art and culture ( Urban regeneration), the relaunch of small historical centers in the cross-border area (cultural regeneration) as well as the integrated and sustainable promotion of valued cultural destinations, targeted to:tourism organizations, public administrations and the local population. The project envisages a communication strategy aimed at disseminating information and key messages proposed to promote the sustainable development of cultural tourism in many rural and mountain centers and villages. The foreseen result is the increased participation in decision-making processes and the promotion of the less known destinations.

Expected Results (IT):

Il progetto S.T.RE.A.M. intende favorire la nascita di destinazioni di eccellenza per il turismo culturale in aree rurali/montane la cui sfida è quella di identificare le leve in grado di differenziare e destagionalizzare l’offerta turistica. Il tema è direttamente connesso alla rivitalizzazione economica dei piccoli centri che formano un tessuto socio-economico reso fragile da numerose minacce, tra le quali un pericoloso processo di desertificazione e spopolamento (negli ultimi anni un abitante su 7 ha abbandonato i Comuni sotto i 5000 abitanti, che sono turisticamente 4 volte meno produttivi rispetto ai grandi centri- dati Legambiente/Anci). In tale contesto la ricchezza dell’eredità culturale dell’area di progetto rappresenta una opportunità. La rivitalizzazione in chiave artistica dei piccoli centri storici, infatti, così come la sinergia tra settori economici tradizionali e le c.d. industrie creative, non solo favoriscono lo sviluppo di offerta turistica ma stimolano anche una maggiore propensione al consumo della popolazione residente, creando un circolo virtuoso a beneficio dell’intera collettività locale e dell’occupazione. Il progetto S.T.RE.A.M. mira pertanto allo sviluppo sostenibile e inclusivo della regione transfrontaliera, valorizzando i siti di interesse culturale e creando prodotti innovativi che aumentino la fruibilità del patrimonio culturale ed il suo potenziale in termini di attrattività turistica, il tutto poggiando su dinamiche di collaborazione e sinergia tra pubblico e privato. La promozione coordinata dei siti culturali a livello transfrontaliero, inoltre, consentirà di ottenere risultati dal punto di vista della diversificazione economica e di destinazione turistica, coinvolgendo le comunità locali ma anche lo scenario artistico europeo e internazionale (“activate the city”).

S.T.RE.A.M. will die Geburt von Spitzenreisezielen für den Kulturtourismus in ländlichen und Berggebieten fördern, deren Herausforderung die Identifikation der Faktoren, die das Tourismusangebot differenzieren und saisonunabhäng machen können, ist. Das Thema ist direkt mit der wirtschaftlichen Wiederbelebung kleiner Städte verbunden, die ein sozioökonomisches Gefüge bilden, das durch zahlreiche Trends, unter diesen ein gefährlicher Prozess der Wüstenbildung und Entvölkerung (in den letzten Jahren hat jeder 7. Einwohner von Gemeinden mit weniger als 5000 Einwohnern, die touristisch 4 mal weniger produktiv als die großen Zentren sind, diese verlassen. (Quelle Legambiente/Anci). Der Reichtum des kulturellen Erbes des Projektgebietes stellt in diesem Zusammenhang eine Gelegenheit dar. Die künstlerische Wiederbelebung historischer Kleinstädte sowie die Synergie zwischen traditionellen Wirtschaftssektoren und der sogenannten kunstschaffenden Industrie begünstigen nicht nur die Entwicklung eines touristischen Angebotes sondern aktivieren auch eine höhere Konsumneigung der Wohnbevölkerung, bilden einen positiven Kreislauf für die kommunale Körperschaft und schaffen Arbeitsplätze. S.T.RE.A.M. zielt auf den nachhaltigen und integrativen Ausbau des grenzüberschreitenden Gebietes durch die Aufwertung kultureller Stätten und die Entwicklung innovativer Produkte ab, die die Anwendbarkeit des kulturellen Erbes und sein Potential in Hinsicht auf die touristische Attraktivität durch Dynamik der Zusammenarbeit und Synergie zwischen öffentlichen und privaten Akteuren erhöhen können. Die koordinierte grenzüberschreitende Förderung der kulturellen Stätten erlaubt Ergebnisse aus Sicht der wirtschaftlichen Diversifizierung und des Reisezieles zu erwirken, indem nicht nur lokale Gemeinschaften sondern auch die europäische und internationale künstlerische Szene einbezogen werden (“activate the city”).

OI4 - Numero di siti di interesse naturale e culturale valorizzati; Numero 5,00; Il progetto ha nella valorizzazione di siti culturali uno degli obiettivi specifici cardine. Tramite la pianificazione congiunta a livello transfrontaliero sarà possibile restituire attrattiva e potenziale sociale e economico a diversi siti culturali in Italia e Austria. In particolare il progetto mira a valorizzare 5 piccoli centri rurali/montani: Sarmede, Pieve di Cadore, S. Veit, Gmund e Tramonti di Sotto. Tutti i centri citati hanno particolari caratteristiche che li identificano come siti di interesse culturali. OI5 - Numero di nuovi prodotti per la valorizzazione dell’attrattività del patrimonio naturale e culturale; Numero 5,00; I nuovi prodotti per valorizzare e rendere più attrattivo il patrimonio culturale del territorio consisteranno in: 1 modello transfrontaliero di rigenerazione urbana coordinato tra amministratori pubblici, che contenga la mappatura di edifici pubblici e privati da recuperare turisticamente e, da almeno 4 itinerari culturali da sviluppare nei centri rurali/ montani. Attraverso lo scambio culturale tra artisti in residenza verranno inoltre creati nuovi prodotti culturali e valorizzato il patrimonio culturale immateriale dell’area transfrontaliera coinvolta.

OI4 - Anzahl der aufgewerteten Natur- und Kulturstätten; Anzahl 5,00; Das Projekt beabsichtigt die Aufwertung der kulturellen Standorten als einer der zentralen Ziele. Durch die vereinte grenzüberschreitende Planung wird man möglich sein, Attraktivität und wirtschaftliches und soziales Potential zu verschiedenen kulturellen Standorten in Italien und Österreich zu verstärken. Insbesondere zielt das Projekt auf der Aufwertung von 5 kleinen ländlichen und Bergzentren: Sarmede, Pieve di Cadore, S. Veit, Gmund und Tramonti di Sotto. Alle genannte Zentren haben besondere Merkmale, die sie als kulturelle Standorten identifizieren. OI5 - Anzahl der neuen Produkte zur Steigerung der Attraktivität des Natur- und Kulturerbes; Anzahl 5,00; Die neue Produkte für die Aufwertung und die Attraktivität des Kultur- und Naturerbes des Gebietes bestehen aus: 1 grenzüberschreitendes Modell für städtische Regeneration, von öffentlichen Verwaltung koordiniert, das die Kartierung der öffentlichen und privaten Gebäude zur künstlerischen Wiederwertung beinhaltet, und mindestens die Entwicklung von 4 Kulturwege in den ländlichen und Bergzentren. Durch den kulturellen Austausch zwischen die Künstler mit Wohnsitz werden neue kulturelle Produkte erschaffen und wird das immaterielle kulturelle Erbe in dem betroffenen grenzüberschreitenden Gebiet aufgewertet.
