L’obiettivo è generare soluz. per le sfide cruciali dell’area trans., insieme alle ammin. pubbl. e istituz. e agli impr. sociali. Si costituirà un comit. trans. con stakeh. di rilievo, che seguirà anche sul piano dei contenuti tutti gli interventi attuati nel prog. La base di tutte le attività del prog. sarà l’analisi delle specifiche condizioni quadro e delle sfide sociali dell’area trans., l’individuazione dei gruppi target rilevanti e lo svolgimento di un’analisi SWOT con la creaz. di una mappa dell’ecosistema sociale. Queste info, così come le ricerche di esempi di buone pratiche e di pratiche innovative di apprendimento volte a promuovere lo scambio trans. di conoscenze, saranno sfruttate per sviluppare un progr. di training per l’impr.sociale, che sarà accompagnato da due competizioni di idee di business sociale e da un progr. di accelerazione per l’implementazione di queste IS. Saranno sviluppati strumenti come un progr. quadro per modelli di business e per l’autovalutazione, che forniranno supp. agli impr. sociali nell’area trans. Il progr. quadrimestrale di training e accelerazione verrà svolto due volte e si concluderà ogni volta con un evento finalizzato a diffondere le idee di business sociale, gli strumenti e le metodologie in un ambito multidisciplinare all‘interno del network trans. Infine verrà pubblicato un manuale per l’implementazione dell’impr. sociale nell’area AA. Le conoscenze acquisite verranno trasferite per mezzo di WS nel sistema dell’ammin. pubbl.

Description (EN):

The aim is to generate solutions for major challenges within the cross-border region involving public administration and institutions as well as social entrepreneurs. A cross-border advisory board (AB) comprising of relevant stakeholders is established. To raise awareness activities including two rounds of a social business (SB) idea challenge are developed. The framework conditions specific to the cross-border region are analyzed including social challenges, relevant target groups, a SWOT analysis and a Social Entrepreneurship Ecosystem map. This analysis, research of Good practice examples and innovative learning practices supporting the cross-border exchange are used to develop a social entrepreneurship training program with an accompanying acceleration for implementation of social business ideas. Instruments like a business model framework and a self-assessment tool supporting social entrepreneurs in the cross-border region are developed. The four month training & acceleration program is un twice and ends with an event, respectively, to share the developed SB ideas, tools and methods in a multidisciplinary setting open to the crossborder network. At the end a handbook for implementing social entrepreneurship in the Alpe-Adriatic Region is published. The acquired knowledge will be transferred through workshops into the public adminstration system.

Ziel ist es, gemeinsam mit öffentl. Verwaltungen & Institutionen & sozialen UnternehmerInnen (SU) Lösungen für die zentralen Herausforderungen der Grenzregion zu entwickeln. Es wird ein grenzüberschreit. Beirat mit relevanten Stakeholdern installiert, der alle im Projekt gesetzten Maßnahmen auch inhaltlich begleitet. Die Basis für alle Projektaktivitäten bilden die Analyse der spez. Rahmenbedingungen & soz. Herausforderungen der Grenzregion, die Ermittlung der relevanten Zielgruppen sowie die Durchführung einer SWOT Analyse und die Erstellung einer soz. Ökosystemkarte. Diese Informationen sowie die Recherchen v. Good Practice Beispielen & innovativen Lernpraktiken, die den grenzüberschreit. Austausch v. Wissen fördern, werden genutzt, um ein Social Entrepreneurship Trainingsprogr. zu entwickeln, das v. 2 Wettbewerben für soz. Geschäftsideen & einem Acceleratorprogr. (ACP) zur Implementierung dieser soz. Innovationen begleitet wird. Es werden Instrumente wie ein Rahmenplan für Geschäftsmodelle & ein Selbsttest entwickelt, die SUs in der Grenzregion unterstützen. Das 2-mal durchgeführte, 4-monatige Trainings- & ACP endet jeweils mit 1 Veranstaltung, um die entwickelten soz. Geschäftsideen, Werkzeuge & Methoden in einem multidiszipl. Rahmen innerhalb des grenzüberschreit. Netzwerks zu verbreiten. Es wird ein Handbuch zur Implementierung v. Sozialunternehmertum in der A.-A. Region veröffentlicht. Das erworbene Wissen wird mittels WSs in das System der öffentl. Verw. transferiert.

Le sfide sociali (per es. il cambiam. demogr., la messa in sicurezza a lungo termine della previdenza (sanitaria) e della mobilità, specie in ambito rurale, i cambiam. nello stile di vita e di lavorare) non possono (più) essere risolte solamente dallo Stato e della pubbl. amm. Piuttosto, c’è bisogno di sviluppare IS da parte degli stakeholder rilevanti, tra i quali rientrano anche la società civile e gli imprend. sociali. Le IS come motore di trasform. sociale sono spesso una reaz. o un complemento a una politica dell’innov. (troppo) orientata alla tecnologia (improntata all’uomo). Le IS sono caratterizzate tra l’altro, risp. alle innovazioni orientate alla tecnologia, da un magg. orientam. ai processi e da una magg. dipend. dal contesto, oltre che da una magg. partecip. femm. Mediante l’approccio Op. Innov. ci chiediamo come sia possibile reagire, nell’ambito del prog., alle sfide, quale contrib. la SE sia in grado di dare, lavorando in stretta concert. e collab. con le pubbl. amm. delle regioni coinvolte, al superam. di queste sfide e come queste cooper. possano essere sostenute nell’interesse di un impiego efficiente ed efficace dei mezzi finanziari pubbl. Obiettivi: • affermare il ruolo delle IS quali colonna portante di pari diritti al fianco delle innov. tecnol. nell'area dell'AA, • rendere visibili e sfruttabili per la pubbl. amm. le potenzialità di supp. e di alleggerimento per mezzo della SE, • Sviluppare metodologie e strumenti per la gener. e l’implem. cooper. di IS da parte della pubbl. amm. e della SE (ev. anche modelli PPP), • Formare i collaboratori della pubbl. amm. e della SE in queste metodologie. Attività: • WP3: sviluppo di un modello che descriva come nell’area AA si possano accompagnare le sfide centrali della strat. EusALP in modo trans., attraverso le IS, • WP4: svil./adatt. di metodologie per generare IS attraverso un processo di co-creaz. da parte di pubbl. amm. e SE, • WP5: pilotaggio, adatt. e implem. delle pratiche e metodologie sviluppate.

Expected Results (DE):

Gesellschaftl. Herausforderungen (zB demograf. Wandel, langfristige Sicherung d. (Gesundheits-)Versorgung & Mobilität insb. im ländl. Raum, Veränderungen d. Lebens-/Arbeitsweisen) können nicht (mehr) allein durch Staat & öffentliche Verwaltung gelöst werden. Vielmehr bedarf es d. Entwicklung sozialer Innovationen (SI) durch d. relevanten Stakeholder, wozu auch d. Zivilgesellschaft & soziale Entrepreneure zählen. SI als Treiber sozialen Wandels sind oft Reaktion bzw. Ergänzung einer (zu) technologieorientierten (männlich geprägten) Innovationspolitik. SI sind im Vergleich zu technologieorient. Innovationen u.a. durch stärkere Prozessorientierung & Kontextabhängigkeit sowie eine höhere Beteiligung von Frauen gekennzeichnet. Mittels eines Open Innovation Ansatzes gehen wir der Frage nach, wie im Projektgebiet auf die Herausforderungen reagiert wird, welchen Beitrag soziale Entrepreneure (SE) in enger Abstimmung & Zusammenarbeit mit den öffentlichen Verwaltungen der beteiligten Regionen zu deren Überwindung leisten (können) & wie diese Kooperationen im Interesse eines effizienten & effektiven Einsatzes öffentlicher Mittel unterstützt werden können. Ziele: • SI als gleichwertige Säule neben techn. Innovationen i. Alpe-Adria-Raum zu etablieren, • Support- & Entlastungspotentiale durch SE für die öffentliche Verwaltung sichtbar & nutzbar zu machen, • Methoden & Instrumenten zur koop. Generierung & Implementierung von SI durch die öffentliche Verwaltung & SE zu entwickeln (ev. auch PPPModelle) • Mitarbeiter/innen der Verwaltung und SE in diesen Methoden zu trainieren Aktivitäten: • AP3: Entwicklung eines Modells, das beschreibt, wie im Alpen-Adria Raum d. zentralen Herausforderungen d. EusALP Strategie grenzüberschreitend durch SI begegnet werden kann, • AP4: Entwicklung/Adaptierung v. Methoden zur Generierung von SI durch einen Co-Creation Prozess von öffentlicher Verwaltung und SE, • AP5: Pilotierung, Adaptierung & Implementierung d. entwickelten Praktiken & Methoden.
