Description (IT): Obiettivo principale è avviare una stabile cooperazione istituzionale per il coordinamento del quadro ordinamentale e giuridico in materia di formazione per la definizione di modelli pedagogici funzionali all’avvio di percorsi di scambio transfrontalieri di studenti e apprendisti, dai 16 anni in su, che garantiscano il riconoscimento delle competenze e l’adozione di pratiche organizzative condivise, replicabili, sostenibili. È un progetto di analisi, progettazione e sperimentazione di modelli/percorsi formativi condivisi che si ritiene possano promuovere ed aumentare le possibilità
occupazionali dei giovani, agendo a favore dello sviluppo economico dell’Area. Si articola in un’analisi comparata dei sistemi esistenti, in una fase di sperimentazione di scambi coerenti con alcuni percorsi formativi e in una fase finale di valutazione/sintesi per l’adozione di procedurecondivise di progettazione e gestione di percorsi formativi transfrontalieri. Scet-NET prevede inoltre una campagna di informazione, sensibilizzazione e promozione verso tutti i soggetti target: istituzioni scolastiche, studenti/giovani, imprese, scuole e la realizzazione di una piattaforma virtuale bilingue. I vari prodotti: studi, metodi e documenti, nelle due lingue, costituiranno l’ampio know-how a disposizione di tutti e le base per la sottoscrizione di accordi istituzionali che, unitamente alla studio di fattibilità di una struttura transfrontaliera di gestione scambi, sono gli output di progetto.
Read more Description (DE): Hauptziel ist die Einleitung einer festen institutionellen Kooperation zur Koordinierung des Rechtsrahmens im Bereich Berufsbildung zur Entwicklung funktionaler pädagogischer Modelle für die Einleitung grenzüberschreitender Austauschprogramme für Schüler/Lehrlinge ab 16 Jahren, die die Anerkennung der Kompetenzen und Einführung gemeinsamer wiederholbarer und nachhaltiger organisatorischer Praktiken sicherstellen. Es ist ein Projekt der Analyse, Planung und Testens gemeinsamer Ausbildungsmodelle/-programme, die die Beschäftigungsmöglichkeiten junger Menschen fördern und erhöhen können und damit einen Beitrag zur Wirtschaftsförderung des Gebiets leisten. Es ist gegliedert in eine komparative Analyse der bestehenden Systeme, eine Testaustauschphase entsprechend einiger Ausbildungsprogramme und eine Endphase der Evaluierung/Zusammenfassung für die Einführung gemeinsamer Planungs- und Verwaltungsverfahren für grenzüberschreitende Ausbildungsprogramme. Scet-NET plant auch eine Informations-, Bewusstseinsbildungs- und Förderkampagne für die Zielgruppen Schulen, Schüler/Jugendliche, Unternehmen und Bildungseinrichtungen und den Aufbau einer zweisprachigen Online-Plattform. Die Produkte (Studien, Methoden, Unterlagen in beiden Sprachen) werden das allen verfügbare umfassende Know-how und die Grundlagen für die Unterzeichnung institutioneller Abkommen sein, die mit der Machbarkeitsstudie für eine grenzüberschreitende Einrichtung für das Austausch-

Read more Description (EN): The main goal is to promote ongoing institutional cooperation to coordinate the legal and legislative framework of training for the definition of educational models launching cross-border exchanges for students and interns over 16, with a view to recognising skills and adopting common, replicable and sustainable organisational practices. This project focuses on the analysis, design and testing of common training models/courses that can improve and increase employment opportunities for the youth, thus spurring the economic development of the Area. It will be divided into different steps: a comparative analysis of existing systems, a pilot phase of exchanges for some training courses and a final step of summary/assessment for the adoption of common procedures in designing and managing cross-border training courses. Scet-NET will also organise an information, awareness-raising and promotion campaign for all targeted stakeholders (schools, students/youth and companies) and will set up a bilingual virtual platform. The various deliverables such as studies, methods and documents in two languages will provide rich know-how for all. That will be the basis for the signature of institutional agreements which, together with the feasibility study on a cross-border exchange management structure, will be the project outputs.

Expected Results (IT): La vicinanza delle tre Regioni non è solo geografica e storica; esse appartengono alla macroregione alpina e presentano numerosi punti di contatto, la crisi economica, seppur con intensità diversa, manifesta ancora i suoi effetti in termini di difficoltà di crescita ed occupazione. La disoccupazione giovanile, soprattutto nelle aree periferiche, è un problema comune, così come i cambiamenti demografici e le trasformazioni del modo produttivo, che vanno compresi e trasformati in opportunità. La formazione è uno strumento importante, il Programma stesso evidenzia l’esigenza di sistemi di armonizzazione in questo settore. Nonostante gli strumenti di sostegno dell’UE e le numerose raccomandazioni che indicano nella formazione e il dual learning gli strumenti utili per migliorare le competenze e la qualificazione dei soggetti e ridurre la disoccupazione, con particolare riferimento a quella giovanile, finora la mobilità di studenti/lavoratori è stata bassa anche per la barriera
linguistica e la diversità dei sistemi di formazione/istruzione. Anche la cooperazione economica è ancora relativamente bassa. Attraverso l’analisi comparata e la strutturazione di percorsi sperimentali. Il progetto vuole migliorare le competenze linguistiche, la conoscenza del mercato del lavoro transfrontaliero, realizzare almeno 100 esperienze di scambio in aziende, enti, creare strumenti operativi condivisi per organizzare e gestire percorsi di scambio formativo che garantiscano il riconoscimento e la validazione delle competenze e verificare (business plan) la sostenibilità di
una struttura per gli scambi formativi transfrontalieri. I risultati saranno: un rafforzamento della cooperazione istituzionale che condividerà metodi e strumenti per una reale formazione transfrontaliera, una maggior mobilità di giovani/lavoratori e una miglior conoscenza del mercato del lavoro e delle sue opportunità (domanda/offerta) e un maggior grado di integrazione economica tra le aree della macroregione.
Read more Expected Results (DE): Die drei Regionen sind sich nicht nur geografisch und historisch nah, sondern sie gehören zur Makroregion Alpen und haben viele Berührungspunkte. Die Wirtschaftskrise hat, wenngleich unterschiedlich stark, immer noch Folgen für Wachstum und Beschäftigung. Die Jugendarbeitslosigkeit ist vor allem in den Randgebieten ein gemeinsames Problem, genau wie der demografische Wandel und die Veränderungen in der Wirtschaft, die als Chancen zu be- und ergreifen sind. Ausbildung ist hierbei ein wichtiges Instrument. Das Programm selbst erwähnt den Harmonisierungsbedarf in diesem Bereich. Trotz der EU-Förderinstrumente und der vielen Empfehlungen, die in der Ausbildung und im dualen Lernen nützliche Instrumente für die Verbesserung der Kompetenzen und der Qualifikationen und die Verringerung der Arbeitslosigkeit, vor allem der Jugendlichen, sehen, war die Lern-/Arbeitsmobilität bisher auch aufgrund der Sprachhürden und der Unterschiede in den Bildungs- /Ausbildungssystemen gering. Auch die wirtschaftliche Zusammenarbeit ist immer noch relativ gering. Über die komparative Analyse und Strukturierung von Testprogrammen will das Projekt die Sprachkompetenzen, die Kenntnis des Arbeitsmarktes im Grenzraum verbessern, einen Austausch von mindestens 100 Personen in Betrieben/Einrichtungen durchführen, gemeinsame operative Instrumente für die Organisation und das Management von Austauschprogrammen in der Ausbildung entwickeln, die die Anerkennung und Validierung der Kompetenzen garantieren und
die Nachhaltigkeit einer Einrichtung für den grenzüberschreitenden Austausch in der Ausbildung prüfen (Businessplan). Die Ergebnisse werden eine Stärkung der institutionellen Kooperation sein, die gemeinsame Methoden und Instrumente für eine echte grenzüberschreitende Ausbildung haben wird, eine verstärkte Lern-/Arbeitsmobilität, eine bessere Kenntnis des Arbeitsmarktes und seiner Möglichkeiten (Angebot/Nachfrage) sowie eine verstärkte wirtschaftliche Integration der Gebiete der Makroregion.
