Die Familienpolitik hat in den drei Ländern Tirol, Südtirol und Trentino einen besonderen Stellenwert. In den vergangenen Jahren wurden große Anstrengungen unternommen, um geeignete Rahmenbedingungen für die Entfaltung der Familie als Keimzelle der Gesellschaft zu schaffen. Dies betrifft zum einen Leistungen der sozialen Sicherheit und der Kinderbetreuung, zum anderen auch Maßnahmen, um den Familien günstigere Zugänge zu Freizeiteinrichtungen, Mobilitätsdienstleistungen, Einkäufen etc. zu gewähren. Dazu wurde im Laufe der letzten Jahre in den drei Ländern jeweils ein Familienpass geschaffen. Im Rahmen des Projekts EuregioFamilyPass werden gemeinsame Ansätze für die Weiterentwicklung der Familienpolitik entwickelt und die bestehenden Systeme der Familienpässe in einen EuregioFamilyPass übergeführt, der Familien aus der Europaregion Vergünstigungen und weitere Leistungen im gesamten Gebiet der Europaregion zugänglich macht. Dadurch wird die Mobilität der Familien erhöht, Staats- und Landesgrenzen werden nicht mehr spürbar.

Le politiche per la famiglia sono oggetto di particolare attenzione in Tirolo, Alto Adige e Trentino. Negli anni scorsi sono stati fatti notevoli sforzi per creare condizioni adeguate allo sviluppo della famiglia come cellula fondamentale della società, da un lato attraverso interventi in materia di sicurezza sociale e di servizi per l’infanzia, dall’altro tramite iniziative volte a garantire alle famiglie facilitazioni per l’accesso a strutture ricreative, servizi per la mobilità, acquisti ecc. A questo scopo nel corso degli ultimi anni ciascuno dei tre territori ha introdotto una propria family card. Nel quadro del progetto EuregioFamilyPass vengono sviluppati approcci condivisi al fine di potenziare ulteriormente le politiche per la famiglia, facendo confluire gli esistenti sistemi di family card in un unico EuregioFamilyPass che consentirà alle famiglie dell’Euregio di accedere ad agevolazioni e a ulteriori prestazioni in tutto il territorio euroregionale. In tal modo aumenterà la mobilità delle famiglie, rendendo di fatto irrilevanti i confini nazionali e regionali.

Family policies are the focus of attention in Tyrol, South Tyrol and Trentino. Significant efforts have been made in recent years to create adequate conditions for the development of the family as the key of society. Measures have been carried out in the field of social security and childcare services, as well initiatives aimed at guaranteeing families an easy access to recreational facilities, mobility services, shopping, etc. For this purpose, over the last few years each one of the three territories has introduced its own family card. In the framework of the EuregioFamilyPass project, shared approaches are developed in order to further strengthen family policies by integrating existing family card systems into a single EuregioFamilyPass. This allows Euregio families to benefit from additional advantages across the entire Euregio area. This will increase mobility of entire families, while making national and regional boundaries therefore irrelevant.

Expected Results (DE):

Die Familie ist die Keimzelle der Gesellschaft. Die Förderung der Familien ist in den Ländern Tirol, Südtirol und Trentino ein zentrales Ziel. Dazu gehören die Vorteilskarten für Familien (Familienpässe), die von den Ländern entwickelt wurden und den Familien zahlreiche Vergünstigungen bieten (Mobilität, Freizeit, Einkauf etc.). Durch den EuregioFamilyPass entsteht erstmals ein grenzüberschreitendes Vorteilsangebot für derzeit ca. 150.000 Nutzer, um den Raum der Europaregion Tirol-Südtirol-Trentino grenzenlos aktiv entdecken und nutzen zu können. Dadurch entsteht in der Bevölkerung ein neues Bewusstsein für den gemeinsamen Raum, Potenziale werden persönlich sichtbar und nutzbar. Von fundamentaler Bedeutung ist, dass durch die grenzüberschreitende Dimension der Angebote die Grenzen zwischen Staaten und Regionen für die Bevölkerung nicht mehr spürbar werden. Die Menschen entdecken die Europaregion für sich als Aktions- und Erholungsraum. Aus Sicht der Bürger verbessert sich das Angebot wesentlich. Zum einen werden vergünstigte Dienstleistungen und Angebote grenzüberschreitend zugänglich, zum anderen werden zusätzlich Angebote entwickelt. Die Information erfolgt mehrsprachig, um die Nutzbarkeit zu verbessern. Aus Sicht der beteiligen Verwaltungen bietet der EuregioFamilyPass die Gelegenheit, eine gemeinsame technologische Plattform zu schaffen und darüber hinaus auch inhaltlich neue Ansätze in der Familienpolitik gemeinsam zu sondieren und zu entwickeln. Das Projekt „EuregioFamilyPass“ ist ein Projekt, das sich in die vom Vorstand des EVTZ mit Beschluss Nr. 5/2015 vom 28. Mai 2015 genehmigte Strategie des EVTZ zur Beteiligung des EVTZ an INTERREG-Projekten einfügt. Zentrales Handlungsinteresse für die Ausarbeitung gemeinsamer INTERREG-Projekte durch den EVTZ sind die Kriterien der Relevanz für die Zusammenarbeit in der Europaregion und die Orientierung am Mehrwert für die BürgerInnen.

La famiglia è il nucleo della società. Nelle province del Tirolo, Alto Adige e Trentino la promozione della famiglia è uno scopo di rilevanza centrale. Ne fanno parte le carte vantaggi per le famiglie (Pass per le famiglie-Familypass), le quali sono state sviluppate dai singoli territori e che offrono a questi gruppi di persone numerosi agevolamenti (mobilità, tempo libero, acquisti, ecc.). Grazie all’EuregioFamilyPass nasce per la prima volta una proposta di vantaggi transfrontaliera per 150.000 utenti circa, in modo tale da poter utilizzare e scoprire in modo attivo e privo di confini il territorio dell’Euregio Tirolo-Alto Adige-Trentino. In questo modo si forma nella popolazione una nuova consapevolezza, e i potenziali diventano visibili e utili per i singoli. Di significato fondamentale è il fatto che, attraverso la dimensione transnazionale delle offerte, i confini tra gli stati e le regioni non verranno più avvertiti dalla popolazione. Le persone scopriranno così l’Euregio come spazio d’azione e ricreativo. Dal punto di vista dei cittadini l’offerta si migliora notevolmente. Da un lato i servizi e offerte ad un prezzo agevolato diventeranno accessibili a livello transnazionale, dall’altro verranno sviluppate nuove offerte. L’informazione avviene in più lingue in modo da migliorare l’utilizzo. Per quanto riguarda le amministrazioni coinvolte l’EuregioFamilyPass offre la possibilità di creare una piattaforma tecnologica comune, e in più di poter sondare e sviluppare nuove aggiunte dal punto di vista contenutistico per la politica familiare comune. Il progetto “EuregioFamilyPass” è un progetto inserito dalla Giunta del GECT con la deliberazione nr. 5/2015 del 28 maggio 2015 per l‘approvazione della strategia sulla partecipazione del GECT ai progetti INTERREG. I criteri della rilevanza per la cooperazione nell’Euregio e l’orientamento ad un valore aggiunto per i cittadini sono gli interessi centrali ad agire per l’elaborazione di progetti INTERREG del GECT.

OI7 - Anzahl institutioneller Kooperationen im Bereich nachhaltige Mobilität; Anzahl 4,00; Nahverkehr und Mobilität spielen eine zentrale Rolle im Angebotsspektrum der Familienpässe. Das Projektteam sucht aktiv die Zusammenarbeit mit den Verkehrsverbünden und überregionalen Mobilitätsdiensteistern, um gemeinsame Angebote für die Familien der Europaregion zu entwickeln. OI8 - Anzahl institutioneller Kooperationen im Gesundheitsbereich; Anzahl 3,00; Die Familienmaßnahmen des EuregioFamilyPass tragen zur Gesundheitsförderung bei, indem die aktive Nutzung von Freizeitangeboten für die gesamte Familie gefördert wird. OI9 - Anzahl neu geschaffener Konzepte und Dienstleistungen zur Aufwertung der Zusammenarbeit von Verwaltungen und Bürger; Anzahl 9,00; Der EuregioFamilyPass richtet sich an die Familien in der Europaregion. Durch den EuregioFamilyPass besteht ein direkter Kontakt der Verwaltungen zum Bürger. Im Projekt werden zusätzliche Bürgerdienste im Rahmen entwickelt und neue Bereiche der Zusammenarbeit in der Familienpolitik sondiert.

OI7 - Numero di cooperazioni istituzionali nell’ambito della mobilità sostenibile; Numero 4,00; Il traffico locale e la mobilità rivestono un ruolo centrale nello spettro delle proposte per i pass delle famiglie. Il team del progetto, per sviluppare proposte comuni per le famiglie dell’Euregio, cerca in modo attivo la collaborazione con le società dei trasporti e fornitori nell’ambito della mobilità. OI8 - Numero di cooperazioni istituzionali nell’ambito della sanità; Numero 3,00; I provvedimenti per le famiglie dell’EuregioFamilyPass contribuiscono al miglioramento della salute promuovendo l’utilizzo di offerte ricreative per tutta la famiglia. OI9 - Numero di nuovi concetti e servizi creati per migliorare la cooperazione tra amministrazioni e cittadini; Numero 9,00; L’EuregioFamilyPass si rivolge a tutte le famiglie dell’Euregio. Attraverso l’EuregioFamilyPass sussiste un contatto diretto tra le amministrazioni e i cittadini. Nel progetto vengono sviluppati ulteriori servizi per i cittadini e sondati nuovi rami della cooperazione nella politica familiare.
