In the Austrian-Slovenian border region there is a marked skilled worker shortage in some occupations. For Companies it is getting harder and harder to find suitable and well educated skilled workers. Furthermore they often criticise the lack of practical experience in education which leads to a discrepancy between job seekers and employers. The situation for the border region is critical, because the worst case scenario would lead to an outflow of companies and people. The goal of this project beside the image-improvement of apprenticeships and an increasing number of skilled workers and apprentices is an improved seamless transition from the education to the job training by adaptation the occupational training to the de facto market requirements. The project develops innovative basic approaches for specific shortage occupations with the main shortage occupation metal-technicians (welder). Furthermore there will be measures to set new and better standards in the job-orientation and activities to enhance the first steps into the apprenticeships and the consciousness-improvement of the value of skilled worker education. The dual education system will get improved through an analysis and evolvement of curricula and innovative measures. By the use of new e-learning and blended learning methods the system will get fit to the modern times. Pursuant the needs the teachers and mentors will study further together and a cross-border pool of instructors will be created. Furthermore an intense exchange of experience and transfer of knowledge about the education system between the regions is planned. Through the inclusion of partners from the education sector, corporate sector and social partnerships the sustainable implementation of the developed basic approaches in the project will be guaranteed. The problems of a common job market concern both sides, so it is necessary to find common solutions through cross-border and innovative measures.

In der Grenzregion Österreich-Slowenien herrscht ein ausgeprägter Fachkräftemangel in einer Reihe von Berufsbildern. Unternehmen finden immer schwieriger geeignetes und gut ausgebildetes Fachpersonal und bemängeln außerdem oft die praxisferne berufliche Ausbildung und die dadurch entstehende Diskrepanz zwischen Arbeitssuchenden und Arbeitgebern. Die Situation ist für die Grenzregion problematisch, da im schlimmsten Fall die Abwanderung von Unternehmen und Menschen droht. Ziel des Projektes ist es, neben der Verbesserung des Images des Lehrberufes und der Erhöhung der Anzahl an Lehrlingen und Facharbeitern, einen durch Anpassung der Berufsbildung an die tatsächlichen Marktanforderungen erleichterten Übergang von der Ausbildung in den Beruf zu schaffen. Das Projekt entwickelt innovative Ansätze für bestimmte Mangelberufe, mit Hauptaugenmerk auf den Mangelberuf Metalltechniker (Schweißer). Außerdem werden Maßnahmen zur besseren Berufsorientierung gesetzt und Aktivitäten zum verbesserten Einstieg in den Lehrberuf und zur Bewusstseinssteigerung über den Wert der Facharbeiterausbildung durchgeführt. Das System der dualen Ausbildung wird durch Analyse und Weiterentwicklung von Curricula sowie innovativen Maßnahmen verbessert und durch den Einsatz von neuen E-learning und blended Learning Methoden an die Anforderungen der heutigen Zeit angepasst. Entsprechend den Bedürfnissen werden Lehrer und Mentoren gemeinsam weitergebildet und ein grenzüberschreitender Pool an Ausbildern geschaffen. Weiters ist ein intensiver Erfahrungsaustausch und Wissenstransfer über die Erfahrungen mit den Ausbildungssystemen zwischen den Regionen geplant. Durch die Einbindung von Partnern aus Bildungsbereich, Privatwirtschaft sowie Sozialpartnerschaft wird eine nachhaltige Implementierung der im Projekt entwickelten Ansätze gewährleistet. Da die Problemstellungen den gemeinsamen Arbeitsmarkt betreffen, ist es notwendig durch grenzüberschreitende, innovative Maßnahmen gemeinsame Lösungen zu finden.

Obmejna regija med Avstrijo in Slovenijo se sooča z velikim pomanjkanjem usposobljene delovne sile v mnogih poklicih. Podjetja vedno težje najdejo primerno in dobro usposobljeno strokovno osebje in tudi pogosto kritizirajo poklicno usposabljanje brez prakse ter razhajanje med iskalci zaposlitve in delodajalci, ki zaradi tega nastane. Stanje v obmejni regiji je zaskrbljujoče, saj v skrajnem primeru grozi preseljevanje podjetij in ljudi. Poleg povečanja ugleda vajeniških poklicev in števila vajencev ter strokovnih delavcev je cilj projekta tudi olajšati prehod med usposabljanjem in poklicem tako, da se poklicno usposabljanje prilagodi dejanskim zahtevam trga. Projekt razvija inovativne pristope za določene deficitarne poklice s poudarkom na deficitarnem poklicu kovinski tehnik (varilec). Poleg tega se določijo ukrepi za boljše poklicno usmerjanje in izvedejo aktivnosti za lažji prehod v vajeniški poklic in za osveščanje o pomenu usposabljanja za strokovne delavce. Sistem dualnega usposabljanja se izboljšuje z analizo in razvojem učnih načrtov ter inovativnimi ukrepi in se z uporabo novih metod e-učenja in kombiniranega učenja prilagaja zahtevam sedanjosti. V skladu s potrebami se učitelji in mentorji usposabljajo skupaj, pri tem pa nastaja čezmejna skupina izobraževalcev. Poleg tega sta načrtovana intenzivna izmenjava izkušenj in prenos znanja prek izkušenj z izobraževalnimi sistemi med regijami. Z vključevanjem partnerjev iz področja izobraževanja, zasebnega sektorja in socialnega partnerstva je zagotovljeno trajnostno izvajanje pristopov, razvitih v okviru projekta. Ker problematika zadeva skupni trg dela, je treba s čezmejnimi inovativnimi ukrepi poiskati skupne rešitve.

• Neue Methoden der dualen Ausbildung – der grenzübergreifende Austausch von Fachwissen und best practice-Beispielen führt über die Implementierung in den Ausbildungseinheiten zu einer Weiterentwicklung der praktischen Berufsausbildung • Innovative Curricula für die Lehrlingsausbildung – Ergänzungen durch alle Beteiligten Partner und best practice-Beispiele von beiden Seiten der Grenze werden die Curricula an die modernen Bedürfnisse anpassen • Steigerung des Images der Lehre im gemeinsamen Wirtschaftsraum durch strategische Platzierung von Imagekampagnen und Veranstaltungen • Verbesserte Berufsorientierung bei den Jugendlichen durch Aktivitäten wie Tage der offenen Tür und Berufsberatungsmessen • Erhöhung der Anzahl an Lehrlingen und Facharbeitern durch Kommunikationsaktivitäten und Ausbildungseinheiten • Durch die gemeinsame Erarbeitung der Resultate des Projektes wird die institutionelle Kooperation im Bereich der Dualen Berufsausbildung im Programmgebiet nachhaltig verbessert

Expected Outputs (SL):

• Nove metode dvojnega izobraževanja – čezmejna izmenjava strokovnega znanja in primerov dobre prakse z uvajanjem v izobraževalne enote za nadaljnji razvoj praktičnega poklicnega izobraževanja • Inovativni učni načrti za izobraževanje vajencev – z dopolnitvami s strani vseh udeleženih partnerjev in s primeri dobre prakse z obeh strani meje so učni načrti prilagojeni sodobnim zahtevam • Izboljševanje podobe vajeništva v skupnem gospodarskem prostoru s strateško umestitvijo slikovnih oglaševalskih akcij in dogodkov • Izboljšano poklicno usmerjanje mladih z dejavnostmi, kot so dnevi odprtih vrat in zaposlitveni sejmi • Povečanje števila vajencev in strokovnih sodelavcev s komunikacijskimi dejavnostmi in izobraževalnimi enotami • S skupnim obdelovanjem rezultatov projekta se trajno izboljša institucionalno sodelovanje na področju dvojnega poklicnega izobraževanja glede programov in zmanjšajo se neenakosti pri izobraževanju in poklicnih možnostih.
